As an amendment to motion S5M-23416 in the name of John Swinney (Coronavirus: Scotland’s Strategic Approach), insert at end “; urges the Scottish Government to publish its scientific evidence that justifies keeping local authority areas in Level 4 for a three-week period; further urges it to provide immediate clarification with respect to new travel restrictions and to detail what powers the police will have to enforce these restrictions, noting the potential for a disproportionate impact on rural communities; acknowledges the severe impact of new restrictions on retail and hospitality businesses, particularly in the weeks preceding the festive period; calls for appropriate business support to protect jobs through the winter period, especially for those businesses going into Level 4 restrictions; further calls on the Scottish Government to establish a Coronavirus Business Advisory Council, and calls on it to allow for a one-week adaptation period from the announcement and introduction of new restrictions.”
