As an amendment to motion S5M-10183 in the name of Derek Mackay (Budget (Scotland) Bill), insert at end “, but, in so doing, believes that proposed Scottish income tax rates do not raise enough revenue or redistribute enough wealth to tackle poverty, ensure that local services are properly resourced, nor provide the funding for a public sector pay rise.”
