As an amendment to motion S5M-03768 in the name of Derek Mackay (Budget (Scotland) Bill), insert at end “, and, in so doing, believes that Scottish income tax rates should be set as follows for 2017-18 to invest in public services: basic rate at 21p above £11,500, higher rate at 41p above £42,385 and additional rate at 50p above £150,000.”
