Motions as amended
That the Parliament agrees that Scotland's energy transformation provides a generational opportunity to grow the economy, create more high-quality jobs, strengthen communities across Scotland, and place Scotland at the heart of the solution to Europe's energy security challenge; calls on the UK Government to deliver a stable, transparent policy, regulatory and investment environment to enable timely energy deployment in Scotland at scale, and to deepen Scotland's relationship with the rest of Europe on energy; agrees to work together to accelerate energy deployment and ensure that the full benefits of Scotland's energy transformation are realised for the people of Scotland; recognises that Scotland's energy future must be built on a secure, affordable and sustainable mix of sources for decades to come; welcomes the UK Government's commitment to putting Scotland at the heart of the UK's renewable energy generation, through a modern industrial strategy, billions of pounds of public and private investment, and upgrades to the grid to improve electricity transmission; calls on the Scottish Government to speed up planning, to work with trade unions and industry and to invest in the skills that Scotland's energy sector needs, and to ensure that local communities share in the wealth generated by Scotland's energy; recognises that energy policy is a largely reserved competence, but accepts that the Scottish Government should do what it can to provide leadership; believes that Scotland's energy future must and will include significant diversification of ownership of its energy system across private, public and community ownership; further believes that a ScotWind Wealth Fund should be established during the current parliamentary term, and that consideration should be given to investing the remaining ScotWind leasing options into the new Wealth Fund, which should be tasked with driving community wealth, public and community ownership, and supply chain development; recognises that work on this transformation also requires urgent action to reduce demand for fossil fuels through the acceleration of electrification and a focus on energy efficiency measures, such as insulation, in order to reduce carbon emissions and lower energy bills, and further calls for the Scottish Government's Good Practice Principles for Community Benefits from Onshore Renewable Energy Developments to be made more ambitious than the level set out in the recent working paper, which proposed a real-terms cut compared to the 2014 guidance, based on the principle that people should benefit more from the money that companies make from generating, storing and transmitting renewable energy near them.
