The Good Food Nation (Specified Functions and Descriptions) (Scottish Ministers) Regulations 2025

The Rural Affairs and Islands Committee is carrying out scrutiny on the draft Good Food Nation (Specified Functions and Descriptions) (Scottish Ministers) Regulations 2025 on 3 December 2025.

This will include a call for views that will close on 21 November 2025.

The Good Food Nation (Scotland) Act 2021 sets out that:

  • Scottish Ministers must have regard to the national good food nation plan when exercising a specified function or a function falling within a specified description.

The draft regulations set out the Scottish Government’s proposals for the specified functions or specified description.

The draft national good food nation plan was laid on 27 June 2025 and must be finalised by the end of December.  These regulations will come into effect on 23 December, in time for the finalised plan to be published.

The Scottish Government consulted on the draft specified functions and descriptions between January and April 2024 and then published an analysis of responses to the consultation.

The Committee has also written to the Cabinet Secretary asking for further information about how the Scottish Government arrived at the proposed list of functions and descriptions.

Call for views (open)

The Committee is running a call for views to inform its scrutiny of the the Good Food Nation (Specified Functions and Descriptions) (Scottish Ministers) Regulations 2025.

The call for views closes on 21 November 2025.
