That the Parliament believes that every child deserves the best start in life and that a child’s earliest years are crucial in their development; recognises the importance of high quality, accessible and affordable childcare in tackling poverty, supporting employment opportunities for parents, supporting child development and driving inclusive economic growth; acknowledges the Scottish Government’s investment in early learning and childcare to date, and supports its aim to extend year-round childcare support to every child from nine months old to the end of primary school.

That the Local Government, Housing and Planning Committee recommends that the Private Housing Rent Control (Exempt Property) (Scotland) Regulations 2026 [draft] be approved.

That the Local Government, Housing and Planning Committee recommends that the Investigation and Commencement of Repair (Scotland) Regulations 2026 [draft] be approved.

That the Social Justice and Social Security Committee recommends that the Domestic Abuse (Protection) (Scotland) Act 2021 (Consequential and Supplementary Amendments) Regulations 2026 [draft] be approved.

That the Local Government, Housing and Planning Committee recommends that the Energy Performance of Buildings (Scotland) Regulations 2025 [draft] be approved.

As an amendment to motion S6M-19252 in the name of Russell Findlay (Stopping Illegal Immigration and Recognising its Impact on Housing), leave out from “believes” to end and insert “notes that the suspension of local connection referrals in 2022 did not change the rights of newly recognised refugees to choose where they settle in Scotland, nor did it prevent Scottish local authorities from referring households presenting as homeless to an English or Welsh local authority with which they have a local connection; reaffirms that Scotland is a welcoming nation to people fleeing persecution, seeking safety and who have been granted refugee status, ensuring that they can rebuild their lives in the country through the New Scots Refugee Integration Strategy; highlights action in Scotland to tackle homelessness and destitution, including new prevention measures in the Housing (Scotland) Bill, increased investment in affordable homes and the £4 million investment in homelessness prevention pilots, alongside the extension of rapid rehousing transition plan funding of £8 million into 2026-27, and calls again on the UK Government to urgently uphold the European Convention on Human Rights, 1951 Refugee Convention and 1967 Protocol.”

That the Parliament agrees that the Housing (Scotland) Bill be passed.

That the Net Zero, Energy and Transport Committee recommends that the Companies Act 2006 (Scottish public sector companies to be audited by the Auditor General for Scotland) Order 2024 [draft] be approved.

As an amendment to motion S6M-13482 in the name of Douglas Lumsden (Recognising the Contribution of Scotland’s Oil and Gas Industry), leave out from first "that oil" to end and insert "of the highly skilled and internationally recognised workforce in the oil and gas sector and the part that it plays in Scotland’s economy; believes that any responsible government that cares about the workforce and its future, as well as a just transition in regions such as the north east of Scotland and Shetland, and sites such as Grangemouth and Mossmorran, must now plan for a managed energy transition; notes that Scotland has been well positioned twice in terms of natural energy resources, once for North Sea oil and gas and now again for renewables; calls on the Scottish Government to bring forward a finalised Energy Strategy and Just Transition Plan in summer 2024 that takes an evidence-based and pragmatic approach and ensures that climate compatibility assessment and energy security are properly reflected; understands the clear scientific evidence that there is an urgent need to transition away from fossil fuels globally if the Paris Agreement climate goals are to be met, and that the North Sea is a geologically mature and declining basin; appreciates that a key element of a managed transition must be a fiscal regime for the entire energy sector that provides stability and certainty, protects jobs based in Scotland and incentivises investment in renewables, and believes that the incoming UK administration should invest in a just transition for Scotland's valued oil and gas workforce to a net zero future as North Sea resources decline, and invest in reducing emissions in line with climate commitments."
