Chamber and committees

That the Parliament congratulates Carr Gomm on receiving well-deserved recognition for its responder service at the European Social Services Conference in Malta; notes that the social care charity was invited to contribute to the "Community Care in Action: Innovative Approaches from Across Europe" session, where it shared its knowledge and expertise on the service's effectiveness in supporting people to live safely and well in their own homes, reducing unnecessary hospital admissions and building trust with individuals, families and public services; recognises the important work undertaken by Carr Gomm to deliver responsive, person-centred support in a uniquely rural setting, and commends all staff involved in its responder and care at home services in Argyll and Bute for their hard work and dedication, which have led to this recognition.

That the Parliament commends Otter Ferry Seafish Ltd on securing investment from Highlands and Islands Enterprise for its halibut farming development project; recognises that aquaculture is a key part of Argyll and Bute’s economy and that halibut farming provides a major opportunity for Scottish Aquaculture; understands that Otter Ferry Seafish, which is owned by Amar Seafoods, is a key employer, providing skilled jobs that support the local rural communities; notes the decades of hard work and research that it has undertaken to develop what it considers to be a first class product, at what is the UK's only halibut hatchery, while also promoting sustainability and environmental protection, and congratulates managing director, Alastair Barge, and the full team at Otter Ferry Seafish for securing this funding and for all their work developing the production of cleaner fish.

That the Parliament recognises the importance of Scotland’s rainforest and associated natural habitats; understands that under all climate warming scenarios over the coming century, Scotland will increase its global share of the temperate rainforest biome, making it the best place on the planet to regenerate this habitat; notes that Argyll and Bute hosts approximately 50% of what remains in Scotland, and therefore holds a central role in this regeneration; recognises the significant role of the Alliance For Scotland's Rainforest in promoting the importance of Scotland's rainforest as well as the need to protect and expand it; welcomes the recent discovery of a number of rare species, including glow-worms and slime moulds, in Scotland’s rainforest; recognises the immense work of the Argyll Countryside Trust (ACT) following the launch of the West Cowal Rainforest Habitat Regeneration - Biological Recording project in June 2024, which has now identified 1,109 species across the project area, and commends the team at ACT and all of the volunteers who have contributed to this project.

That the Parliament acknowledges the sad passing of former Argyll & Bute councillor, Donnie MacMillan BEM; notes that Donnie’s public service as a councillor spanned five decades until he retired in 2022, at the age of 94; understands that his dedication to his community, who were always in his heart, along with his warm and friendly personality made him an exceptionally popular public figure; recognises that he was awarded both the BEM in The Queen’s New Year Honours List in 2019 and the Freedom of Argyll & Bute in 2022, and sends its sincere condolences to his family at this sad time.

That the Parliament congratulates Helen and Colin MacDonald, along with all the staff at Brown’s Tobermory, on being awarded the title of Best Village Shop/ Post Office at the Countryside Alliance Awards 2026; understands that these awards are sometimes called the Rural Oscars; notes that this iconic shop was established in 1830, at the heart of Tobermory on the Isle of Mull; understands that Helen and Colin are the fifth generation of owners within the Brown family, and wishes the team at Brown’s continued success.

That the Parliament agrees that the relevant provisions of the Tobacco and Vapes Bill, introduced in the House of Commons on 5 November 2024, and subsequently amended, relating to filters, advertising for public health, technology in devices and intermediary liability for internet service providers, so far as these matters fall within the legislative competence of the Scottish Parliament and alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Parliament agrees that the Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Bill be passed.

That the Parliament agrees to the general principles of the Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Bill.

That the Health, Social Care and Sport Committee recommends that the Civic Government (Scotland) Act 1982 (Licensing of Skin Piercing and Tattooing) Amendment Order 2026 [draft] be approved.

That the Health, Social Care and Sport Committee recommends that the Food Supplements (Magnesium L-threonate monohydrate) (Scotland) Regulations 2026 [draft] be approved.
