That the Parliament notes the sad passing of Councillor Dougie Philand; understands that Dougie was a deeply caring individual who worked in local mental health services before becoming a councillor for the Mid Argyll ward; recognises what it views as the significant contribution Dougie made in serving the people of Mid Argyll before becoming Provost of Argyll and Bute, and sends its condolences to all of Dougie’s family and friends.
