Chamber and committees

That the Parliament commends the Horse and Anchor Pub in Cambusnethan and its patrons for their outstanding fundraising efforts in support of the charity MADE 4U IN ML2; understands that, through a series of raffles and golf events, an impressive £500 was raised; recognises the generosity, time and strong sense of community shown by everyone who donated to, participated in and helped to organise these events; believes that, in the context of the ongoing cost of living crisis, many people in the local community are facing increased financial pressure, energy bills and essential living costs, making such charitable support even more important; recognises what it sees as the valuable work carried out by MADE 4U IN ML2 in assisting those affected by these challenges, and commends all involved for demonstrating the positive impact that local businesses and community spirit can have when working together for a good cause.

That the Parliament condemns the appointment of a special envoy to Greenland by the government of the United States of America (USA) where, it understands, the stated intention is to take, or otherwise undermine the sovereignty of, the island; recognises Greenland as a self-governing territory whose future must be determined solely by its people in accordance with international law and the principles of self-determination; notes with concern that such rhetoric and appointments risk destabilising the Arctic region at a time of heightened geopolitical tension; acknowledges the importance of cooperative frameworks, including the Arctic Alliance and related multilateral institutions, in promoting peace, environmental protection and sustainable development in the High North; considers that the USA already exercises significant historical, military and economic influence in the Arctic region and, therefore, does not require additional unilateral mechanisms that risk marginalising smaller nations and communities; reaffirms its support for diplomacy, multilateralism and respect for territorial integrity, and calls on the UK Government to make clear its opposition to any actions that threaten Greenlandic autonomy.

That the Parliament notes the Standards, Procedures and Public Appointments Committee’s 9th Report, 2025 (Session 6), Complaint against Ash Regan MSP (SP Paper 945), and agrees to impose the sanction recommended in the report that Ash Regan MSP be excluded from all meetings of the Parliament and its committees for two sitting days, with those sitting days being the next Wednesday and the next Thursday following the agreement of this motion.

That the Parliament congratulates Michelle Dalgarno, a lead advanced practitioner at NHS Greater Glasgow and Clyde and a resident in the Glasgow Anniesland constituency, on being awarded the prestigious Queen’s Nurse title; notes that this award has been given to just 18 community nurses across Scotland in 2025, who successfully completed the Queen’s Nursing Institute Scotland’s (QNIS) nine-month development programme; understands that the programme includes residential and online workshops, individual coaching and a requirement for participants to develop a project that significantly impacts those in their care, with a particular focus on promoting equity and inclusion; recognises what it sees as the outstanding contribution that Ms Dalgarno has made to patient care and community nursing, and commends the work of QNIS in supporting and developing Scotland’s community nursing workforce.

That the Parliament congratulates the North Lanarkshire Neighbourhood Networks on raising £624 for the St Andrew’s Hospice, Airdrie; understands that the North Lanarkshire Neighbourhood Networks support vulnerable adults with learning and physical disabilities and mental health issues to live independently in their own homes, and to contribute to their communities; believes that this kind donation will help the St Andrew’s Hospice to continue providing free specialist palliative care to people living with life-limiting illnesses and provide support to patients, families and carers, and to connect communities through local networks of mutual support; further believes in the importance of supporting people to live independently, and for them to be active citizens who participate and contribute to communities, while maintaining their dignity and human rights; thanks the staff and volunteers of North Lanarkshire Neighbourhood Networks for their kindness and continued support to communities, and wishes the St Andrew’s Hospice all the best for the future.

That the Parliament recognises the year-round efforts of The War Office, Motherwell in supporting children, families and community organisations across the local area; congratulates The War Office, Motherwell on the success of its Kids Christmas Party initiative; notes that the group has helped more than 52 individuals, including providing support to schools and Boys’ Brigade groups; understands that over £5,000 worth of cash and donations were raised through the generosity of local people and patrons; acknowledges the positive impact of this support in ensuring that children will wake up on Christmas morning with smiles on their faces, and commends The War Office, Motherwell, and its customers for demonstrating the true spirit of community, kindness and generosity throughout the year and during the festive season.

That the Social Justice and Social Security Committee recommends that the Domestic Abuse (Protection) (Scotland) Act 2021 (Consequential and Supplementary Amendments) Regulations 2026 [draft] be approved.

That the Parliament recognises the 850th anniversary of Glasgow receiving its Burgh status by royal charter; notes that, in 1175, King William I, also known as William the Lion, granted the Bishop of Glasgow the right to establish a Burgh with a weekly market and the liberties of the King's other burghs; acknowledges that Glasgow grew from a small settlement clustered around Glasgow Cathedral and Glasgow Cross into Scotland’s largest metropolitan city, renowned for culture, innovation and industry; congratulates the city on its year-long, inclusive programme of events marking Glasgow’s 850th birthday in 2025, which kicked off spectacularly with an inspiring interfaith service on 13 January, the Feast Day of Glasgow's Patron Saint, St Mungo, in the Cathedral that he founded, during which the original Burgh Charter was proclaimed by the Lord Lyon King of Arms, and the Lord Lyon read aloud a message from the King and Queen extending their heartfelt congratulations, which included their reflection, "It goes without saying that people really do make Glasgow. As one of the most diverse cities in Scotland and beyond, it is entirely fitting that the celebrations to mark this milestone are equally vibrant, demonstrating the rich culture, heritage and captivating history of your ever-evolving city"; notes that this occasion was followed by Celtic Connections' iconic Opening Concert on 16 January, which was a sold-out tribute blending music, spoken word, dance and film under the motto, "Let Glasgow Flourish"; further notes that the programme included other highlights such as Taste the Place, which was a popular self-guided food trail partnering over 40 eateries across diverse cuisines and themed routes celebrating global heritage and historic venues, and the Clyde Chorus, which was a triumphant three-day multi-venue music festival in May, uniting communities and attracting thousands; highlights that other events included People's Palace Pop-ups, which were touring exhibitions of artefacts and photography engaging dozens of community venues and schools during refurbishment, and the Great Big Glasgow Poem, which was a collective masterpiece compiling hundreds of resident contributions into a record-breaking ode unveiled in autumn; notes that there was also Get You in Panto Town, which involved festive celebrations of Glasgow's pantomime tradition, as well as The Well at Glasgow Cathedral, which was a stunning new suspended mosaic of over 1,000 handblown Venetian glass tiles inlaid with gold leaf, shimmering in blues and greens to evoke water and light, which was accompanied by sold-out dedication concerts in December that blended new music, choral works and narration; highlights that the anniversary was marked with a special commemorative ceramic plate, commissioned by the Lord Provost and crafted by Make It Glasgow, which was inspired by historic Bell’s Pottery designs and layered with symbolic imagery, including humorous nods to icons such as Billy Connolly's banana boots, and which celebrated the city's ceramic heritage; notes that there was also a limited edition Ghlaschu 850 fine art print by Dr Edward H Chisnall, which is a vibrant montage of landmarks, characters and innovations, with proceeds from sales supporting the Lord Provost's Charity Fund; welcomes the enhanced festivals, such as TRNSMT, Glasgow Mela, Jazz Festival, Piping Live! and GlasGLOW, incorporating 850 themes, as well as the community projects, volunteer tours and interfaith initiatives; believes that these events have vividly showcased Glasgow’s diverse talents and stories, boosted civic pride, cohesion and heritage, and delivered substantial economic and social benefits, and celebrates the enduring positive legacy of this major milestone for the city and its people.

That the Parliament congratulates five students from the West Scotland region on being selected for Youth Football Scotland's U18s squad for this year's Centenary Shield; notes that Leo Easdon and Remo Margiotta, of Turnbull High Bishopbriggs, Ben Nelson, of Bishopbriggs Academy, Mitchell Spence, of Douglas Academy in Milngavie, and Sam Robinson, of Johnstone High School, have all been successful; understands that the international tournament is an annual event for U18 schoolboys, with teams from all home nations, with Scotland, England, Wales, Northern Ireland and the Republic of Ireland all participating; acknowledges that the competition was established in 1973 to celebrate the Scottish Football Association's centenary, and features a round-robin format; notes that Scotland won it in 2025, and wishes the Scotland team every success in retaining the shield.

That the Parliament notes the publication of the academic report, Food Insecurity in Remote Rural Communities: The Lived Experience of Older Adults, which explores older adults’ lived experiences of the food environment in remote, rural Highland communities; acknowledges the research findings that remote rural older adults face high prices, limited food choice, transport challenges, disruption to long food supply chains and social isolation; recognises the strength of local community networks, including lunch clubs, local hubs and shared online shopping arrangements, in improving food access and social connection; welcomes the contribution of volunteers, third sector organisations, community food initiatives and local retailers in sustaining these networks, and calls on the Scottish Government to work with local authorities, NHS boards, community organisations and the retail sector to progress the policy recommendations contained in the report.
