That the Parliament recognises the outstanding voluntary contribution of Lisa Hosie, of Fauldhouse, through Scottish Dalmatian Welfare; notes that the organisation publicly rehomed Dalmatians from 2009, became registered Scottish charity (SC042396) on 21 June 2011 and continued its work until 28 August 2025; understands that Lisa was instrumental in transforming the organisation from an informal welfare network into a registered charity and, alongside a small team of unpaid volunteers, helped rescue and rehome hundreds of Dalmatians throughout Scotland; acknowledges the charity’s careful, behaviour-led approach to assessment, rehabilitation and responsible home matching, including its strict non-destruction policy, and commends Lisa for her sustained and selfless service to animal welfare in Scotland.

That the Parliament recognises that 23 June 2026 marks the 45th anniversary of the founding of MND Scotland; notes that, in 1981, police officer John Macleod founded the Scottish MND Association in his living room, two years after he was diagnosed with motor neurone disease (MND), aged 33; further notes that the charity was renamed MND Scotland in 2009; recognises that the organisation now supports hundreds of people living with MND, which is a rapidly progressing terminal illness that stops signals from the brain reaching the muscles, often leading to the loss of the ability to walk, talk, eat, drink or breathe; acknowledges that the average life expectancy from diagnosis is around 18 months; notes that awareness of MND has never been higher and that MND Scotland is investing millions of pounds in cutting-edge research; recognises that, after 45 years of progress, almost everyone in Scotland living with MND can now take part in pioneering clinical trials, and commends the efforts of MND Scotland and its supporters in caring for those affected by MND.

As an amendment to motion S7M-00208 in the name of Maree Todd (Summer of Sport), insert at end “and believes that to maintain participation in the long term, measures such as a £25 ticket cap for away football fans and support for local authorities to keep local sports venues open, including Aquatec Motherwell, are essential.”

That the Parliament congratulates the Scottish Football Supporters Association on developing a Tartan Army app that will allow fans to be the first fans anywhere in the world to actively offset their carbon footprint at the FIFA 2026 World Cup; understands that this is a genuine world first and a fantastic demonstration of Scottish Football fans recognising their environmental responsibilities; further understands that the Fanverse app has been recognised by FIFA, who described the platform as excellent; notes that when fans offset their carbon they will also contribute to the award-winning Tartan Army Sunshine Appeal with a donation matched by Scottish based Greener Travel to the charity, and understands that the Fanverse App will also provide all the essential information that fans will need, including key travel and health and safety guidelines from the Home Office and Foreign Office. 

That the Parliament joins environmental and health campaigners in marking the first anniversary of the Environment Protection (Single-Use Vapes) (Scotland) Regulations 2024, which came into force on 1 June 2025, and was a crucial step towards addressing significant environmental and public health challenges posed by disposable vapes; welcomes that a decrease in littered vapes has been recorded since the ban on the sale and supply of single-use vapes was introduced; recognises the urgent need for improved reporting by businesses on the number of vapes that are returned for recycling and the reintroduction of more frequent publishing of robust data regarding children’s use of vapes to assess the extent to which the ban is helping to tackle youth vaping; appreciates continuing challenges regarding the safe disposal of vapes, improving recycling, the recovery of critical materials and eradicating harmful smoking-related litter, and supports calls from Keep Scotland Beautiful, Laura Anderson (née Young), ASH Scotland and Marine Conservation Society for further actions to improve producer responsibility measures, implement stronger recycling enforcement and efforts to reduce smoking-related litter, in particular cigarette filters, which confer no health benefit, discourage quit smoking attempts and are one of the most commonly discarded items in Scotland’s streets, green spaces and coastlines.

That the Parliament congratulates Motherwell Football Club on securing European qualification after finishing fourth in the Scottish Premiership; understands that Jens Berthel Askou’s side hit a new club clean-sheet record and achieved its fourth-highest points tally in the three-points-for-a-win era, and further understands that it recorded the fewest league defeats in a top-flight season since 1959 as well as the fewest goals conceded in a top-flight season since 1932.

That the Parliament strongly opposes the actions of the United States (US) under the leadership of Donald Trump; believes that, under Trump’s presidency, the US has become a rogue state that has shown contempt for Scottish and international law through its attack on Venezuela and Scottish waters and its threats to the sovereignty of Greenland and Denmark; notes that two people were recently abducted from Scottish waters by the US military, in defiance of the Court of Session and live legal proceedings; understands that the US military currently uses Scottish Government owned Prestwick airport as a de-facto base, with US military flights landing at Prestwick over 560 times since 1 April 2025; agrees that Scotland must not be complicit in any illegal action by allowing the use of publicly owned assets by foreign military, and calls on the Scottish Government to evict US troops operating from Prestwick airport immediately and to instruct all airports owned by the Scottish Government through Highlands and Islands Airports Limited to deny access and use of their facilities to the US military.

That the Parliament notes that football is one of the most loved and successful sports in the country and that Scotland boasts some of the most loyal supporters anywhere in Europe, but believes that, often, fans feel they are taken for granted or are an afterthought; considers that, across the country, including in the Central Scotland region, supporters groups and community trusts or charitable foundations attached to professional clubs are often enhancing their environment and giving back to those who find themselves in challenging situations, from foodbank collections to mental health initiatives; believes that football fans are often the beating heart of their communities, creating unity in spaces where division can be prevalent; considers that, with rising living costs, varying ticket prices and high transport costs, the current landscape is making it difficult for working-class fans and families to afford to follow their club, an outlet, it believes, that allows hundreds of thousands of people across the country an escapism and a sense of optimism in a time of struggle; recognises that a price cap has been in place in England for over a decade and means that travelling fans do not pay more than £30 for a ticket, yet understands that no such cap exists at present in Scotland; notes the calls for all 42 Scottish Professional Football League (SPFL) clubs, as well as the Scottish Football Association (SFA) to put fans first; further notes the view that the voices of supporters should be heard by decision makers and amplified within the Scottish Parliament, and notes the belief that those running the national game should listen to the calls from the Scottish Supporters Collective and many fans across the country and cap away football ticket prices at £25.

As an amendment to motion S6M-20561 in the name of Anas Sarwar (The Role of Political Decision Making in NHS Scandals), insert at end "; acknowledges that recent revelations surrounding the Queen Elizabeth University Hospital will have been distressing for patients, their families and staff; understands that this could create uncertainty and fear regarding the safety of Scotland's hospitals and negatively impact staff morale; recognises that patient privacy has to be given the greatest consideration in the publication of any materials, and calls for the Scottish Government to outline how it will urgently restore confidence into the services delivered by NHS Greater Glasgow and Clyde."

That the Parliament expresses its deepest condolences following the death of the former Motherwell FC Chairman, John Chapman; recognises that, as a lifelong supporter of the club, John joined the Executive Board at Fir Park in 1981, where he served for five-and-a-half years before being appointed Chairman in 1987; understands that his leadership allowed the club to build ambition in a sensible and stable manner, which was highlighted when it lifted the Scottish Cup in 1991, and notes that John was a very successful businessman, specialising in the Scottish meat trade, and believes that his services to Motherwell FC will be remembered for years to come.
