As an amendment to motion S7M-00446 in the name of Malcolm Offord (Scotland Needs Reform: Five Years to 2031), leave out from first “believes” to end and insert "condemns xenophobia, racism and hatred in society, including recent instances of  intimidation, violence and disorder; further condemns the actions and language of those who seek to stoke such sentiments and division; agrees that such beliefs and actions do not reflect those of the vast majority of people living in Scotland, who value being a welcoming nation; welcomes the valuable contribution that migrants make to Scotland’s communities and economy; reaffirms the Scottish Parliament's commitment to human rights and equality for all; supports an economy that gives opportunities and helps to deliver investment through progressive taxation to sustain the public services on which everyone relies, and recognises the economic opportunity that a just transition can offer to Scotland through investment and innovation.”

That the Parliament, noting that the Steel Industry (Nationalisation) Bill, introduced in the House of Commons on 14 May 2026, makes provision that falls within the legislative competence of the Parliament, agrees to give consent to such provision as is made by clauses 1-7, 9-23, 25-43, 45-59 and 61-64.

That the Health, Social Care and Sport Committee recommends that the Care Home Services (Visits to and by Care Home Residents) (Scotland) Regulations 2026 [draft] be approved.

That the Health, Social Care and Sport Committee recommends that the Community Care (Personal Care and Nursing Care) (Scotland) Amendment Regulations 2026 [draft] be approved.

That the Parliament agrees that the amendments tabled on 7 July 2025 to clauses 44 to 46 and 49 of the Employment Rights Bill, introduced in the House of Commons on 10 October 2024, in relation to the establishment of the Social Care Negotiating Body for Scotland, so far as these amendments further alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

As an amendment to motion S6M-17862 in the name of Jackie Baillie (Planning), insert at end “, and that any subsequent decision on the planning application should be made in a fair and impartial way that takes into account all relevant legal requirements and maintains the integrity of the planning process.”

That the Parliament recognises the significant adverse impacts of the UK Government’s intended changes to employer national insurance contributions (ENICs) on Scotland’s businesses, third sector, public services and wider economy; believes that the impacts are likely to result in higher costs, job losses, increased prices and cause some charities and businesses to close altogether; notes the potential disproportionate impact of the changes on consumer-facing sectors of Scotland’s economy, such as retail, tourism and hospitality businesses, organisations providing social care and third sector organisations commissioned to provide public services; agrees with the significant concerns expressed by 50 organisations in Scotland, including COSLA and the STUC, who, along with the Scottish Government, wrote to the UK Government describing the risk to the vital services that they provide due to these additional costs, and calls on the UK Government to reverse this decision and not raise ENICs as planned in April 2025.
