That the Parliament expresses its thanks to its Presiding Officer, Alison Johnstone, for her dedicated service to the Parliament; thanks her Deputy Presiding Officers, and pays tribute to all of those Members who are standing down at the end of this session.

That the Parliament agrees that the relevant provisions of the Crime and Policing Bill, introduced in the House of Commons on 25 February 2025, and subsequently amended, relating to clauses 15 to 29 and schedule 4 (online advertising etc of unlawful weapons: civil penalties), 31 (offensive weapons), 35, 37 and 38 to 40 (remote sale of crossbows and knives), 44 (duty to report bulk sale of knives), 50 and 51 (offence of child criminal exploitation), 66 and schedule 7 (child criminal exploitation prevention orders: Scotland), 67 to 69 and part 2 of schedule 9 (cuckooing), 76 (child sexual abuse image generators: Scotland), 78 (possession of advice or guidance about creating child sexual abuse or CSA images), 106 (pornographic images of strangulation or suffocation), 110 and 111 (technology testing defence), 117 to 121, 124(1), 125 and 126 and schedule 14 (management of sex offenders), 148 and 149 (offences relating to electronic devices for use in vehicle theft), 167 (powers for British Transport Police), 173 to 180 and schedule 18 (remotely stored electronic data), 181 (access to driver licensing information), 192 (proceeds of crime: expenses protections), 208 to 216 and schedule 24 (creation, maintenance and checking of barred and advisory lists for National Crime Agency/British Transport Police/Ministry of Defence Police/Civil Nuclear Constabulary), 248 to 250 and 262 (implementation of law enforcement information sharing agreements), 254 (criminal liability of bodies corporate and partnerships where senior manager commits offence) and schedule 22 (Proceeds of Crime Act 2002), so far as these matters fall within the legislative competence of the Scottish Parliament and alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Parliament agrees that the relevant provisions of the Tobacco and Vapes Bill, introduced in the House of Commons on 5 November 2024, and subsequently amended, relating to filters, advertising for public health, technology in devices and intermediary liability for internet service providers, so far as these matters fall within the legislative competence of the Scottish Parliament and alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Parliament agrees that the relevant provisions of the Railways Bill, introduced in the House of Commons on 5 November 2025, relating to clauses 4, 7 to 10, 12, 18, 19, 22, 23, 25, 26, 28 to 35, 39, 43, 48, 66, 75, 78, 80, 81, 87 and 90, paragraphs 1, 2, 8 to 14 and 16 of schedule 2, paragraphs 4, 8, 9, 12 to 18, 22, 25, 26, 33 and 53 of schedule 3, new clauses 61, 62 and 64, new schedule 1, the amendments to clause 7 and clause 90, and the amendments to schedule 3 (inserting new paragraphs 22A, 23A, 24A, 25A, 32A, 33B, 34E, 34F, 34J, 34K, 34N, 35A and 36A to schedule 3), so far as these matters alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Parliament agrees that the relevant provisions of the Armed Forces Bill, introduced in the House of Commons on 15 January 2026, relating to clauses 2, 50, 52, 54, and 55, so far as these matters alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Parliament welcomes the collaboration with E.ON Next as it partners with Glasgow City Council and The Wise Group in a trial that aims to support Glasgow City Council’s Child Poverty Programme; understands that the project aims to save families up to 30% on energy bills through free batteries, debt relief, and energy-efficiency white goods and support; notes that the initial phase of the project will see support offered to 100 households, with the plan of expanding the initiative to more households in the future; believes that the trial will play an important role in dealing with fuel poverty in the city, supporting households most at risk by reducing bills and helping ensure homes are warmer, healthier and more affordable to run; looks forward to seeing the results of the trial in due course, and commends initiatives that look to support vulnerable families at a time when the cost of living is still a significant challenge for so many citizens.

That the Parliament acknowledges a memorial plaque celebrating the life and legacy of Sydney Devine in his hometown of Cleland, North Lanarkshire; notes that Sydney was born in Cleland in January 1940 and described his childhood as the happiest time of his life; understands that his talent to imitate birds caught the attention of tenor Robert Wilson, which led to him becoming a household name across Scotland; commends Karen Bishop, who runs a fan page dedicated to Sydney, on her efforts to ensure he is remembered; notes that a day of celebration included an enthusiastic rendition of Tiny Bubbles by Cleland and St Mary’s primary schools, and a showcase of their Sydney-inspired artwork; acknowledges that both schools were gifted a trophy by the Devine family to present to pupils who had the most creative and musical talents, and congratulates all involved on ensuring that Sydney Devine’s lively personality, distinctive singing voice and sparkling, rhinestone-covered outfits will always be remembered.

That the Parliament recognises the positive and impactful collaboration between Electrical Safety First and the Scouts in promoting the safe and responsible use of electrical devices among young people; acknowledges that, in an increasingly digital and technology-driven world, it is vital that children and adolescents are equipped with the knowledge and confidence to use electrical gadgets safely; notes that a series of eight thoughtfully designed activities has been developed as part of this initiative, aimed at helping young people to identify potential electrical hazards, understand risks and make informed, safer choices in their everyday lives; recognises the importance of early education in fostering lifelong safety habits, and commends both organisations for their proactive and commendable efforts in ensuring that young people are better educated, aware and prepared when it comes to electrical safety.

That the Parliament congratulates Anita Park on her retirement from Stromness Community Centre after 36 years of dedicated service; understands that Anita has recently stepped down as centre supervisor, and that during her career, she has been a stalwart of the Stromness community, contributing to the growth of the centre and establishing its role as an inclusive and supportive hub for the public; recognises that in her role with the centre, Anita provided invaluable support to local organisations, coordinated engaging activities for the public and fostered a welcoming environment that brought people of all ages and backgrounds together; offers particular thanks for helping to host regular MSP and MP advice surgeries, complete with a mug of coffee and the occasional chocolate bar; thanks Anita for her many years of incredible service to Stromness and the wider Orkney community, and wishes her all the best in her well-deserved retirement.

That the Parliament welcomes the new partnership between MCR Pathways and the Denis Law Academy in Aberdeen; understands that this partnership will help to deliver greater opportunities for young people across the city to access trusted adult volunteer mentors in the community, helping young people overcome barriers and navigate the challenges that they might face on their journeys towards brighter futures, and bringing together two strongly aligned and deeply committed missions; believes that this collaboration will harness the power of community, connection and relationships to achieve meaningful, transformational impact on positive post-school destinations, with volunteer mentors supporting young people to build confidence, strengthen self-belief, reimagine futures and find their voices; recognises that, through laying these vital foundations, the partnership aims to improve school attendance and raise attainment, as well as broadening aspiration; notes that MCR Pathways supported 5,930 young people across Scotland in the most recent academic year, with 70% of mentored young people recording improvement in their wellbeing, and thanks everyone who was involved in the creation of this new partnership, which, it hopes, will reach greater numbers of young people, and wishes them all the best for the future.
