To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether it has conducted the second national Digital Maturity exercise with health and care organisations, and what the snapshot is of priority areas.
Answer
The second national Digital Maturity exercise commenced in March 2023 and concludes in June 2023. A national report summary will be published in the Autumn.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether the ability for people to refer themselves to digital mental health therapies for common conditions including depression, anxiety and insomnia exists.
Answer
A range of digital mental health therapies are available to support people to self-refer. These include treatments for: Insomnia, Generalised Anxiety Disorder (GAD), Stress, Resilience, Space from COVID, Supporting An Anxious Child, Supporting An Anxious Teen.
These treatments are open to anyone through self-referral across all areas of Scotland. In addition to this we have about 12 treatments open to self-referral for Health and Care staff, this including depression, a range of anxiety disorders. Table 1 provides more detail on what is currently available.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether it has developed new service design resources to support local skills and understanding of how to embed digital transformation, through completion of the Transforming Local System pathfinder programme and associated evaluation report.
Answer
Yes. The Transforming Local Systems programme concluded in May 2023. Work continues to ensure the key benefits of the programme can now be realised across health and care with Healthcare Improvement Scotland now taking ownership of the service design resources. While it is still being developed, the online resource is available now for organisations to learn from the programme’s experience - Designing person-centred services for housing, social care and health - Designing person-centred services for housing, social care and health v.6 (ihub.scot)
The final evaluation report for Transforming Local Systems is going through final governance sign off though we expect to publish at www.tec.scot before the end of June.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether it has carried out the identification of requirements (roles, responsibilities, knowledge and skills) for an IG competency framework across health and care.
Answer
The National Information Governance (IG) Competency Framework for health and care is currently under review as part of the Data Strategy for Health & Social Care. NHS Education for Scotland has been commissioned to review and update this framework. This will identify roles, responsibilities, knowledge and skills, as well as learning resources and career pathways in various Information Governance areas, including privacy, information security and data science. The IG Competency Framework is being co-produced through close engagement with the many stakeholders across health and care, academia, supervisory authorities and professional bodies.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, whether it has created a Knowledge, Information and Data (KIND) virtual learning academy.
Answer
The KIND learning network channel continues to grow and currently has 830 members. Weekly community meetup sessions are provided. Learning priorities are guided from learner requirement insights and the focus has been building advanced analytic capacity across the sector providing learning resources for a range of analytic platforms.

Answer
In response to part (a), the Scottish Government will update Parliament on the review of NHS Scotland properties suspected to contain reinforced autoclaved aerated concrete (RAAC) when appropriate.
In response to part (b), the Scottish Government will liaise with NHS Scotland Assure and relevant Health Boards affected by RAAC about communications to members of the public.

To ask the Scottish Government what assessment it has made of the potential impact on Scottish academic standards and the reputation of Scottish higher education of the proposed regulation changes reportedly adopted by many Scottish universities that would enable students to progress, or graduate, without final marks or degree classifications.
Answer
The Scottish Government is greatly concerned about any adverse impact on students resulting from industrial action, and fully expects universities to put in place appropriate mitigations to minimise disruption to studies. As autonomous bodies, universities are responsible for their own academic and assessment regulations and policies.
During this period of industrial action, while the nature and scale of any impact will vary between and within institutions, the Scottish Funding Council has been working closely with the Quality Assurance Agency, Universities Scotland and institutions across the sector to monitor mitigation arrangements, prioritise the integrity of academic standards and manage the impact on the student learning experience, including any implications for completion of studies and awarding of degrees.

To ask the Scottish Government, in light of the commitment in its Care in the Digital Age: Delivery Plan 2022-23, what it has done to continue with planning for the digital and data requirements of the National Care Service, including consideration of what is required to deliver a nationally consistent integrated record.
Answer
We are following the Scottish Approach to Service Design. All our work will be person-centred and we will be working closely with those who will use the record – including those in receipt of care and frontline staff – to understand what is important for the integrated social care and health record.
We have also largely concluded technical research to understand what digital approaches, services and products have enabled similar services outside of Scotland and what lessons can be learned from both successful and unsuccessful digital projects and programmes We have also reviewed the technology, service and digital architectural landscape across the public, private and third sector organisations who are involved in the delivery of social care services in Scotland to understand how best to implement an integrated record.
