To ask the Scottish Government whether it anticipates Scotland's prison population will exceed 8,000 people in 2023, and, if so, when it anticipates this will take place.
Answer
Prison population levels change on a daily basis, as people move in and out of custody. Since late September 2023, the prison population has remained above 7,900. Up to the morning of 11 December 2023 the prison population had temporarily exceeded 8,000 in 2023 on the following dates:

- 9th November 2023
- 21st November 2023
- 29th November 2023
- 30th November 2023
- 1st December 2023
- 5th December 2023

To ask the Scottish Government whether it will provide an update on progress with the proposed introduction of a community water fluoridation scheme by NHS Greater Glasgow and Clyde.
Answer
In Scotland, under current water quality legislation, the decision to introduce fluoridation of drinking water supplies lies with local NHS Boards. There are currently no known plans to fluoridate the public water supply in Scotland and any decision to do so would be the responsibility of individual NHS Boards in consultation with the public and Scottish Water. There have been no formal discussions with NHS Boards regarding water fluoridation.

To ask the Scottish Government whether it plans to issue national guidance on behaviour management policies in schools, and how it will support local authorities to implement any such guidance.
Answer
We published guidance in 2017, ‘ Developing a positive whole school ethos and culture: relationships, learning and behaviour’ to support local authorities, education settings, practitioners and partners to further improve the ethos and culture, and relationships and behaviour, in Scottish schools. This is in addition to national guidance on the prevention and management of exclusion from school that was published in 2017, ‘ Included, Engaged and Involved – Part 2 – preventing and managing school exclusions’.

Following the publication of the Behaviour in Scottish Schools Research 2023, we are currently working with the Scottish Advisory Group for Relationships and Behaviour in Schools to develop a national action plan and as part of this development we will consider whether any additional guidance is required.

To ask the Scottish Government, regarding the £900,000 for local authorities to offer support training for staff to tackle post-COVID-19 pandemic challenges in schools, as announced by the Cabinet Secretary for Education and Skills on 29 November 2023, whether it will instruct local authorities that this support should be ringfenced for training for education staff.
Answer
I set out in my statement my expectations for how this funding should be used, which reflected key themes from the Behaviour in Scottish Schools Research. We are currently in discussions with COSLA regarding the distribution of this funding and we will write out to local authorities in due course.

To ask the Scottish Government on what date it plans to publish the gender-based violence in schools framework.
Answer
We will publish a national gender-based violence framework for schools in the coming weeks. We are working closely with our key stakeholders on the Gender Based Violence in Schools Working Group to ensure that the Framework supports schools in tackling gender-based violence and sexual harassment, and ensures that all children and young people in schools are protected, cared for, and their rights and needs are respected.

To ask the Scottish Government, further to the answer to question S6W-22410 by Jenni Minto on 7 November 2023, what data it has on any variation in practice regarding reimbursement policies for electricity costs relating to home dialysis in the financial year (a) 2020-21, (b) 2021-22 and (c) 2022-23.
Answer
We have surveyed NHS Boards on their local policies regarding reimbursement of electricity costs for home dialysis. We are working with health boards to understand how best to achieve national consistency so that patients undergoing home dialysis are protected from the impact of high electricity prices, wherever they live.

In 2022 National Services Division (NSD) carried out an internal minor review specifically on the Scottish National Pain Management Programme. The Scottish Government does not hold information on its publication, this would be a matter for NSD.

The budget process is underway and we are prioritising programmes of work which have the greatest impact on the delivery of our three core missions of equality, opportunity, and community. We will set out our spending plans in the 2024-25 Scottish Budget on 19 December.
