Good morning. I welcome everyone to the Education and Skills Committee’s eighth meeting in 2016. I remind everyone present to turn their mobile phones and other devices to silent for the meeting.

The purpose of agenda item 1 is to agree on whether to take in private item 3, which is on a legislative consent memorandum; consideration of our work programme next week; and reviews of the committee’s pre-budget scrutiny evidence sessions at meetings in November. Does the committee agree to take those items in private?

Item 2 is consideration of a negative instrument. The committee first considered the instrument on 5 October, when it agreed to highlight issues that were raised by the Delegated Powers and Law Reform Committee to the Minister for Further Education, Higher Education and Science. The minister’s response is in the committee papers.

No member has in advance raised any issue with the instrument and no motion to annul has been lodged. This is the committee’s last opportunity to consider the instrument. Do members have any comments on it?

As there are no comments, that brings us to the conclusion of the public part of the meeting. I hope that members enjoyed it.
