1. Declaration of interests:

Patrick Harvie and Annie Wells were invited to declare any relevant interests. Patrick Harvie had no relevant interests to declare, and Annie Wells declared an interest as the additional member in charge of the Right to Addiction Recovery (Scotland) Bill.


2. Decisions on taking business in private:

The Committee agreed to take item 6 and 7 in private.


3. Right to Addiction Recovery (Scotland) Bill:

The Committee took evidence from—

Douglas Ross, Member in charge of the Bill, Neil Stewart, Senior Clerk, Non-Government Bills Unit, and Alison Fraser, Solicitor, Legal Services, Scottish Parliament.

Clare Haughey declared an interest as holding a bank nurse contract with NHS Greater Glasgow and Clyde.

Sandesh Gulhane declared an interest as a practising NHS GP.

Annie Wells, who was unable to participate in this item in the capacity of a member of the committee (by virtue of Rule 9.13A.2(b)) participated by virtue of Rule 12.2.2(c).


4. Employment Rights Bill (UK Parliament legislation):

The Committee took evidence on the legislative consent memorandum LCM-S6-53a from—

Maree Todd, Minister for Social Care, Mental Wellbeing and Sport, Stephen Garland, Unit Head, Fair Work Division, Lucy McMichael, Head of Branch, Social Care Legal Services Unit, and Martin Reid, Unit Head, Adult Social Care Workforce and Fair Work, Scottish Government.

Sandesh Gulhane declared an interest as a practising NHS GP.


5. Right to Addiction Recovery (Scotland) Bill (In Private):

The Committee considered the evidence it heard earlier under agenda item 3 and the evidence heard at its last meeting.

Annie Wells did not participate in this item by virtue of Rule 9.13A.2(b).


6. Employment Rights Bill (UK Parliament legislation) (In Private):

The Committee considered the evidence it heard earlier under agenda item 4, the evidence heard at its last meeting and a draft report on supplementary legislative consent memorandum LCM-S6-53a.

The Committee agreed to consider an updated draft report at a future meeting. 

 


7. Annual Report (In Private):

The Committee considered a draft annual report for the parliamentary year from 13 May 2024 to 12 May 2025.

The report was agreed for publication.
