STPR2 is a national appraisal and identifies recommendations to be delivered over the long term. The delivery of the recommendations is subject to the funding allocations agreed by Parliament each year through the annual budget process.

In the case of Recommendation 3, which focuses on village-town active travel connections, investment will likely be phased over numerous years. Currently, projects are identified by local authorities and regional partners who then apply for funding through the Sustrans Places for Everyone programme, the new Active Travel Infrastructure fund, and directly through the Cycling Walking Safer Routes (CWSR) grant.

In the case of the Active Travel Infrastructure Fund, we accept proposals for funding the construction of various types of active travel interventions, which can include village-town active travel connections.

The assessment and prioritisation of projects considers a multi- criteria approach and includes two main factors: the impact they achieve and the deliverability of the project. Some of the factors considered in the prioritisation of projects are: potential for mode shift; the quality of proposed infrastructure; safety and security; integration with existing active travel infrastructure and/or public transport; impact on the most deprived 20% of communities; impact on community severance; access to schools; access to employment; access to other locations and value for money.

Figures in the following table show the gross General Dental Services budget and respective spend for the previous four financial years.

The Scottish Government is working with Public Health Scotland to identify what data is already collected in Scotland on metastatic breast cancer and what data we would like to expand our datasets to include going forward.

Since 2011, Transport Scotland has invested over £65 million on behalf of Scottish Ministers to support the installation of public EV charge points across Scotland as part of the ChargePlace Scotland public EV charging network. As a direct result, Scotland has the best provision of public charge points per head of population of anywhere in the UK, outside of London, and the most rapid charge points per head of population of any region.

Last year, the Scottish Government published Vision for world class public electric vehicle charging network | Transport Scotland , highlighting the need for a transition towards a public charging network that is largely financed and delivered by the private sector. Through the £30m EV Infrastructure Fund we are supporting local authorities across Scotland to work with the private sector to leverage an additional £30m of private investment to continue to grow the provision of EV charging in Scotland at pace and scale.

Since 2021, 1,232 additional public EV charge points have been added to the Scottish Government funded ChargePlace Scotland network. We do not hold information relating to any other public electric vehicle charging networks.

Since 2021 a total of 15,615 EV charge points have been supported through Scottish Government grant funding for fleet, business, third sector and domestic charge point installations.

As part of the policy development for the Active Travel People and Place programme 2024-25, evidence was considered from a range of sources, including the recommendations from the Strategic Transport Projects Review (STPR2).

The policy is underpinned by a behaviour change approach that seeks to ensure that interventions tackle the individual, social, and material (ISM) factors that influence people’s travel choices. We developed four evidence-based themes that sit across the programme that address long-term social trends, target our largest trip generators, help secure a Just Transition, and systemically strengthen delivery, as well as providing structure for our overarching monitoring and evaluation framework.

Following engagement with delivery partners, RTPs, and representatives from Local Authorities, key deliverables (e.g. cycle training in schools; support for disadvantaged/vulnerable communities) were identified as priorities for continue support. Taking these into account, criteria were developed by Transport Scotland policy officials and discussed with the Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights in December 2023 and January 2024. These themes are: Schools and Young People, Workplaces, Accessibility and Inclusion, and Capacity and Capability Building.

‘Schools and Young People’ covers interventions in and around schools that deliver holistic solutions for creating an environment where active travel choices are not only an option, but the most desirable way to travel for young people and families. The theme is key both in terms of ‘place’, with schools collectively being one of the largest trip generators in Scotland (there were over 705,000 children attending school in Scotland in 2023 with about 50% of their journeys being made actively), and also ‘people’, with strong evidence showing that social norms play a crucial role in behaviour change, and that helping children establish healthy travel behaviours should be a core activity of programmes seeking sustainable travel behaviours.

‘Workplaces’ covers interventions that focus on places of work (including further and higher education), that make active travel choices a realistic solution for commuting. This theme is key as places of work are significant trip generators, with the latest statistics showing ‘Commuting’ as the second most frequent reason for personal travel, at 21%.

‘Accessibility and Inclusion’ covers interventions that create opportunities for everyone to make the choice to travel actively. Evidence shows that there is a large number of underrepresented groups in Scotland who do not participate in active travel. Barriers include cost, social perception, culture, health, ability, and geographical location. Though this theme we will ensure people with different abilities, or people without the knowledge or skills, are not left out of our drive to promote walking, wheeling and cycling for everyday journeys.

‘Capacity and Capability Building’ covers interventions that build the delivery capacity and capability of the sector. Transport was part of Scotland’s Climate Emergency Skills Action Plan (CESAP), which highlighted that the transition to net zero will require behaviour change by both employers and individuals. The CESAP stressed the need for skills investment planning in this area and to support stakeholders to take action to drive behaviour change and develop the leadership and management skills that will be required for a net zero future.

We are keeping these themes under review, and our ongoing monitoring and evaluation framework will draw on data included the Walking and Cycling Index and the Scottish Household Survey (SHS) which has data on the purpose of short journeys.

Rather than a set routine maintenance schedule, the programmes of routine maintenance on all trunk roads are developed based on need within the limits of available funding. The information that drives the programmes comes from a variety of sources, such as the regular safety inspections, the annual condition inspections and reports from the public.

Other work streams such as Strategic Road Safety can also develop schemes that contribute to the improvement of north west trunk roads if the investigation of accident statistics highlights problems at specific locations, including junctions. A number of schemes on the A9 junctions have been completed recently through this budget as part of a package of short term works to improve safety prior to the dualling of the remainder of the A9.

Cyclic maintenance is also carried out across trunk roads including grass cutting at junctions to keep visibility splays clear and bollard cleaning to maintain their reflectivity.

The following highlights the diverse range of schemes being prepared for the A9 this financial year and the schemes that have been undertaken recently.

• A9 Spittal – proposed design of new footpath link to community hall (2024-25). Associated signing and road marking upgrades. Construction subject to available funding (from 2025-26 onwards).
• A9 Tore Roundabout – traffic modelling assessment currently being progressed by an external consultant on behalf of the Transport Scotland Bus Partnership Fund. Possibly future investigation/design work to introduce signal control at the roundabout to be taken forward by our Operating Company BEAR Scotland. Awaiting confirmation of 0802 funding to determine if any work can progress in 2024-25.
• A9 Scrabster – investigation proposed 2024-25 to improve non motorised user access around the harbour area (subject to available funding).

The Active Travel Budget is an annually set allocation from the overall Scottish Transport Budget. The Active Travel Programme contains a blend of Grants awarded in accordance with the Scottish Public Finance Manual, contracts drawn down from Scottish Government procurement frameworks, and budget transfers to support investments managed in other areas of the portfolio. A breakdown of years 2012-13 to 2023-23 is set out below, our figures for 2023-24 are also shown with the caveat that these should be considered as indicative of the year end process completing;

In 2019, Road Safety Scotland (RSS) partnered with Police Scotland and the British Vehicle Rental and Leasing Association (BVRLA) to develop a campaign targeting foreign drivers/those not familiar with driving on the left. Leaflets, wristbands, and windscreen stickers were provided to car rental companies to distribute to foreign drivers hiring vehicles at airports across Scotland.

In 2023, following Covid, the campaign was revived and further developed, and launched by the Minister for Transport. In addition to the BVRLA route, campaign resources were also made available in Visit Scotland iCentres, airports, ferry ports, and supported by variable message signs on appropriate routes. The wristbands say 'drive on the left' in nine languages, and RSS has also produced reservoir gaiters saying 'ride on the left' in eight languages for use by motorcyclists.

Furthermore, a short, animated video was produced for companies to send to drivers in advance of picking up their vehicles providing information on the use of single track roads and passing places. More information on the campaign can be found here: Driving on the left - Road Safety Scotland

According to the Scottish Government’s classification of school locations, 31% of the students attending publicly funded schools went to a school in a large urban area, and 42% attend schools in smaller urban areas. The remaining 27% attend schools in accessible small towns (9%), remote small towns (5%), accessible rural areas (8%) and remote rural areas (4%) ( Scottish Government, 2021 ).

According to the latest Hands Up Scotland Survey (HUSS) data, published in August 2023, the percentage of children travelling actively to school is 49.4%. Walking remains the most common mode of school travel at 42.6%. It is not currently possible to determine a change in this metric since the adoption of STPR2 as the latest HUSS data is from 2022. Data from the 2023 survey will be available later this year.

Maintenance of junction road markings is typically the responsibility of the authority whose road connects with the trunk road. In most cases on the A9 this is the local authority. The exception is acceleration and decelerations lanes, which Transport Scotland maintains. Notwithstanding this, since January 2023, Transport Scotland has collaborated with local authorities to improve junction markings on the A9.

Bollards are included in an annual cyclic maintenance programme. Our records show maintenance was undertaken between May and September 2023. More recently maintenance commenced in April 2024 with more planned in the coming months.
