Chamber and committees

That the Parliament congratulates the National Youth Brass Band of Scotland on its recent concert marking the culmination of its Summer School; notes that, while it receives Creative Scotland Youth Music Initiative funding, its core staffing costs are not covered by this funding, unlike some other national youth music bodies, and calls on the Scottish Government to consider further support for the organisation.

As an amendment to motion S7M-01003 in the name of Angela Constance (Improving Lives Through Delivering for Scotland), leave out from ",which commits" to end and insert "; is disappointed that the only tool that the Scottish Government is using to reform public services is centralisation; believes that the proposals to create only two health boards for the east and west further marginalises rural communities in the north and south; further believes that it is hypocritical for the Scottish Government to talk about making services local, when the proposed actions would remove locality by further centralising health services; notes that the Parliament has been told many times during the last 19 years by the SNP administration that it will empower communities, reduce NHS waiting times,  support the shift of care from hospitals into communities, roll out digital innovation and expanded community services, tackle health inequalities, improve population health and treat substance misuse as a priority; believes that, over nearly two decades, the actions taken to address these priorities have been ineffective to such an extent that the current administration is still seeking agreement to take action on them; calls on the Scottish Government to set out in detail the capital and revenue budgets required to deliver healthcare reform and establishes an independent scrutiny body to oversee these reforms, and is opposed to a simple expansion of the existing governance structures, which it considers could be likened to the Scottish Government marking its own homework."

That the Parliament congratulates Our Lady's RC Primary School and Nursery Class in Perth and Kinross on receiving an excellent inspection report from His Majesty's Inspectorate of Education (HMIE); recognises the very good evaluations across all four primary school quality indicators and all three nursery class quality indicators; commends the headteacher and staff for fostering a collaborative and inclusive learning environment in which children's wellbeing and rights are central, and acknowledges the positive contribution that the school makes to education and community life in Mid Scotland and Fife.

That the Parliament congratulates Waid Academy in Anstruther on reaching the final four of the UK HRUC National Innovation Challenge 2026; notes that the Challenge is led by Harrow, Richmond and Uxbridge Colleges (HRUC) in collaboration with the Massachusetts Institute of Technology Industrial Liaison Program; understands that this achievement makes it the only Scottish school to reach the national final in consecutive years; recognises the exceptional work of students, Anneliese Uringa and Arran Ogilive, whose project, Synthetic Tree, aims to remove atmospheric carbon dioxide and convert it into valuable carbon biproducts, and wishes Anneliese and Arran well in presenting their innovation at the national final on 25 June, with the prospect of earning a trip to the Massachusetts Institute of Technology.

That the Parliament recognises the increasing demand for ADHD and autism assessments among both children and adults across Scotland, including in Mid Scotland and Fife; acknowledges that over 50% of individuals with ADHD are also autistic; notes that previous diagnostic criteria prevented dual diagnoses, contributing to the historic and systemic under-diagnosis of adults; further notes that the most up-to-date Scottish ADHD prescription data shows that only 0.17% of adults are currently receiving treatment compared with the diagnosed expectancy of 4%; highlights that neurodivergent people comprise 25% of the Scottish prison population and up to 20% of mental health inpatients, and notes the view that early identification, assessment and support can lead to better life outcomes.

That the Parliament congratulates St Johnstone FC on winning the 2025-26 Scottish Championship title and securing an immediate return to the Scottish Premiership; notes that the title was wrapped up with two games to spare after a 2–0 away victory over Dunfermline Athletic on 21 April 2026, with goals from Reece McAlear and Ruari Paton; commends manager Simo Valakari and his players for a dominant campaign in which they led the table from the opening day; thanks the fans, staff, board and St Johnstone Community Trust for their support, and wishes the club every success on its return to the Premiership.

As an amendment to motion S7M-00228 in the name of Angela Constance (Investing, Protecting and Renewing Scotland’s NHS), leave out from “including long waits” and insert “; further recognises that 93% of people in Scotland think that the NHS needs to be reformed whilst continuing to deliver services free at the point of use, and calls on the Scottish Government to set up an independent, Scottish Health and Social Care Commission, comprising experts, staff and service users to review health and social care delivery, produce a workforce plan to train and retain more doctors, nurses and social care professionals in Scotland, propose solutions for delayed discharge, and actions to streamline frontline services through greater integration between community health and social care services and local GP surgeries.”
