Chamber and committees

That the Parliament notes the publication of the Scottish Government’s Programme for Government, Ambitious for Scotland, which commits to renewing Scotland’s public services through prevention, integration and reform; recognises the Programme for Government’s focus on public service reform and commitment to ensuring that decision-making and service delivery sit at the level best placed to improve people's lives; agrees with the need to empower communities and regions to make the decisions that improve delivery; further agrees with the need to reduce NHS waiting times, support the shift of care from hospitals into communities through strengthened primary care, digital innovation and expanded community services; welcomes the need for action to tackle health inequalities, improve population health, and treat substance misuse as a public health priority, and agrees that public service reform must be shaped by and with the workforce, while delivering better outcomes for people and communities across Scotland.

That the Parliament recognises and commends the hard-working staff across Scotland’s NHS; thanks them for the significant progress they have delivered, including long waits down 11 months in a row, and welcomes the Scottish Government's commitment to working with all staff across Scotland's Health and Social Care sectors to deliver further reform and renewal.

That the Parliament agrees that the relevant provisions of the Crime and Policing Bill, introduced in the House of Commons on 25 February 2025, and subsequently amended, relating to clauses 15 to 29 and schedule 4 (online advertising etc of unlawful weapons: civil penalties), 31 (offensive weapons), 35, 37 and 38 to 40 (remote sale of crossbows and knives), 44 (duty to report bulk sale of knives), 50 and 51 (offence of child criminal exploitation), 66 and schedule 7 (child criminal exploitation prevention orders: Scotland), 67 to 69 and part 2 of schedule 9 (cuckooing), 76 (child sexual abuse image generators: Scotland), 78 (possession of advice or guidance about creating child sexual abuse or CSA images), 106 (pornographic images of strangulation or suffocation), 110 and 111 (technology testing defence), 117 to 121, 124(1), 125 and 126 and schedule 14 (management of sex offenders), 148 and 149 (offences relating to electronic devices for use in vehicle theft), 167 (powers for British Transport Police), 173 to 180 and schedule 18 (remotely stored electronic data), 181 (access to driver licensing information), 192 (proceeds of crime: expenses protections), 208 to 216 and schedule 24 (creation, maintenance and checking of barred and advisory lists for National Crime Agency/British Transport Police/Ministry of Defence Police/Civil Nuclear Constabulary), 248 to 250 and 262 (implementation of law enforcement information sharing agreements), 254 (criminal liability of bodies corporate and partnerships where senior manager commits offence) and schedule 22 (Proceeds of Crime Act 2002), so far as these matters fall within the legislative competence of the Scottish Parliament and alter the executive competence of the Scottish Ministers, should be considered by the UK Parliament.

That the Criminal Justice Committee recommends that the Prisoners (Early Release) (Miscellaneous Amendment and Transitional Provisions) (Scotland) Regulations 2026 [draft] be approved.

As an amendment to motion S6M-20730 in the name of Pauline McNeill (Community Policing), leave out from "regrets" to end and insert "acknowledges that Scotland is a safe country with recorded crime having decreased by 38% since 2006-7 and that homicide is at its lowest level since comparable records began in 1976; recognises that in 2025-26, the Scottish Government increased police funding to a record £1.64 billion, investment which enabled Police Scotland to take on more recruits in the last financial year than at any time since 2013, and that the draft Budget has a further record investment in policing of £1.7 billion in 2026-27; condemns the UK Government’s employer national insurance increase, which is costing Police Scotland over £25 million every year; commends the hard work, dedication and commitment of all the officers and staff of Police Scotland; is pleased that police officers in Scotland receive the best basic pay in the UK at the minimum and maximum of each rank, and that there are around 30 full-time equivalent (FTE) officers per 10,000 population, compared with around 24 FTE officers in England and Wales; notes that Police Scotland has an important role to play in addressing community concerns or tensions and there should be no tolerance for hate crime in a modern society; recognises that, whilst the Scottish Crime and Justice Survey shows a long-term increase in the proportion of people who report feeling safe in their local area, perceptions of safety can vary significantly between communities; further recognises that, in September 2025, Parliament agreed the landmark Victims, Witnesses, and Justice Reform Act, which will introduce reforms to place victims and witnesses at the heart of the justice and courts system, establish a Sexual Offences Court, improve the Victim Notification Scheme and parole system, and introduce a Victims Commissioner, and calls on the Scottish Government to continue its focus on reducing crime and reoffending and supporting victims."

That the Criminal Justice Committee recommends that the Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Domestic Homicide and Suicide Reviews) (Scotland) Amendment Order 2026 [draft] be approved.

That the Criminal Justice Committee recommends that the Hate Crime and Public Order (Scotland) Act 2021 (Characteristic of Sex) (Amendment and Transitional Provisions) Regulations 2026 [draft] be approved.

That the Criminal Justice Committee recommends that the Early Removal of Prisoners from the United Kingdom (Amendment of Specified Time Periods) (Scotland) Order 2026 [draft] be approved.

That the Criminal Justice Committee recommends that the Antisocial Behaviour (Fixed Penalty Notice) (Miscellaneous Amendment) (Scotland) Order 2026 [draft] be approved.

That the Equalities, Human Rights and Civil Justice Committee recommends that the First-tier Tribunal for Scotland Local Taxation Chamber (Rules of Procedure and Composition) (Miscellaneous Amendment) Regulations 2026 [draft] be approved.
