To ask the Scottish Government whether it considers the structure of the Scottish National Investment Bank, in which it is wholly owned by ministers but operating independently, to be optimal for transparency and accountability.
Answer
The Scottish National Investment Bank Act 2020 and the Shareholder Relationship Framework Document outline the relationship between the Bank and Scottish Ministers as the Shareholder, including measures to ensure appropriate controls and accountability, and to ensure the administrative and operational independence of the Bank.

To ask the Scottish Government for what reason it appears to have dropped commitments from its Future Fisheries Management strategy 12-point action plan to (a) apply a cap on fishing activity in inshore waters (up to three nautical miles) and (b) review and revise the management of unused "latent" scallop fishing entitlements, in light of these actions not being included in the recent delivery plan update, which was published on 20 March 2025.
Answer
The Inshore Fisheries Management Improvement Programme, launched in 2024, aims to develop a more agile and regional inshore fisheries management framework. Our Call for Evidence on the programme closed on 18 February 2025 and the submissions received are currently being analysed.
This is a transformational project for inshore fisheries in Scotland, supporting delivery of locally appropriate management solutions. As such, the Scottish Government is not currently progressing proposals for a national cap on fishing activity in our inshore waters or reviewing the management of Scottish scallop entitlements.

To ask the Scottish Government how many children have received a dental check-up by an NHS dentist at school in each year since 1999.
Answer
This information is not held centrally by the Scottish Government. The information may be held under the National Dental Inspection Programme (NDIP) which is a key function of the Public Dental Service, for which responsibility lies with Health Boards.
The NDIP website holds reports dating back to 2003 and covers information on how many children received an inspection each year. The website also holds some earlier reports from the Scottish Health Boards Epidemiological Programme (SHBDEP), which preceded NDIP.

To ask the Scottish Government how many patients have accessed cancer drug trials in each NHS board area in each year since 1999.
Answer
Directly comparable data is available from Financial Year 2014-2015 onwards corresponding to the introduction of the EDGE clinical research management system across the territorial NHS Boards and this data has been provided in the table below.
Patient recruitment figures by Financial Year are provided for 11/14 territorial NHS Boards. NHS Orkney and NHS Shetland patients are routinely treated as part of the NHS Grampian service and patients from these boards are included in the NHS Grampian recruitment figures below. A similar arrangement exists between NHS Western Isles and NHS Highland and is reflected in the recruitment figures below.
Accessed has been interpreted as patients who have been consented and recruited into a trial.
Drug trials has been interpreted as a Clinical Trial of an Investigative Medicinal Product as defined in the Medicines for Human Use (Clinical Trial) regulations 2004.

To ask the Scottish Government what the average time spent by Scottish Fire and Rescue Service crew was on dealing with wildfire incidents in each of the last 10 years.
Answer
The Scottish Government does not hold this information. Dealing with large outdoor fires can be physically demanding on crews and often lasts for prolonged periods. SFRS has well established welfare arrangements in place to ensure that crews receive regular relief and that the appropriate level of resources are maintained.
SFRS remains fully ready and able to respond to any instance of wildfire that occurs across Scotland.

To ask the Scottish Government what assessment it has carried out of the suitability and availability of aircraft and helicopter support for wildfire incidents in the Highlands and Islands, in light of the reported frequency and scale of such events.
Answer
The allocation of resources within the Scottish Fire and Rescue Service (SFRS) is an operational matter for the Chief Fire Officer and SFRS Board. There is a Public Sector Framework contract in place for the provision of suitable helicopter services (including for the use of firefighting). This framework was constructed on the basis of estimated levels of use by the various Public Bodies who utilise this contract (including NatureScot, Forestry and Land Scotland (FLS) and SFRS).
Forestry and Land Scotland routinely work with SFRS during wildfire incidents, strategically placing available aircraft and / or helicopter support in the right locations at the right times during wildfire incidents across Scotland. The call-out process, as defined within the framework contract, is followed when helicopter support is required by SFRS and / or FLS.
The Chief Fire Officer has provided assurances to the Scottish Government that fire fighter safety is an absolute priority and that all equipment in place is safe. SFRS remains fully ready and able to respond to any instance of wildfire that occurs across Scotland.
