The Scottish Stroke Care Audit does not currently measure ongoing support for disability needs. As part of the Programme for Government (PfG) stroke commitments, the stroke improvement team Rehabilitation Sub-Group is currently considering future updates to measure rehabilitation service delivery, patient outcomes and experiences.

All patients who require stroke rehabilitation should be offered it. Rehabilitation may be delivered via a variety of inpatient, early supported discharge and community teams.

Booster vaccinations in Scotland started as soon as possible once the Joint Committee on Vaccination and Immunisation (JCVI) provided their advice on boosters, which stated that the booster dose should be offered no earlier than six months after completion of the primary vaccine course.

858,626 people have received a booster or 3 rd dose to Thursday 4 November, with 604,256 people over the age of 65 having received their flu vaccine. We are working as quickly as we can, prioritising those most vulnerable.

Data on boosters by JCVI priority group is not yet published. We continue to work closely with Public Health Scotland to develop the vaccination data to provide robust statistics that enhance public understanding.

The Royal Hospital for Children, Glasgow and the Royal Hospital for Sick Children, Edinburgh provide ICU care as a joint service. There are 20 beds in Glasgow and 10 beds in Edinburgh. As announced in the NHS Recovery Plan, by the end of 2021 the Scottish Government will publish a National Workforce Strategy.

We are co-producing this strategy with the Convention of Scottish Local Authorities (CoSLA). We continue to work closely with a range of partners, both individually and collectively, and specifically through cross-sectoral reference groups including the National Workforce Planning Group, National Workforce Forum and the Scottish Partnership Forum (which includes representatives from across health and social care trades unions). We continue to take representations on the content and scope of the strategy, and welcome views from across the sector.

As part of Programme for Government (PfG) commitments made in 2019 and reaffirmed in 2020 we are developing a programme to improve stroke pathways and services.

A progressive stroke pathway document, due by the end of this year, will clearly set out our vision of what we should expect of a progressive stroke service in Scotland in order that services fully meet the needs of people who experience a stroke. This will include consideration of the important role of stroke units.

The Scottish Stroke Care Audit monitors the quality of care provided by the hospitals in all NHS Boards. Access to a stroke unit is a standard measured by SSCA, alongside other standards associated with improved patient outcomes. I have asked Teresa Medhurst, Interim Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

SPS is unable provide information on the breakdown of the average monthly occupancy rates as the data is not collected in this format. The table below provides details of the weekly data collated on single cell occupancy across the prison estate.

• Single Occupancy – number of people accommodated alone in a cell intended to accommodate one person
• Single Occupancy Double Room – number of people accommodated alone in a cell that is designed to be double occupancy
• Double Occupancy Single Room – number of people accommodated with another person in a cell intended for one person
• Double Occupancy Double Room, Multiple Occupancy and Single Occupancy Dorm – number of people accommodated in a cell, or dormitory, intended for more than one person
• Total Population – The total number of individuals in custody that evening.
• Single Cell Occupancy % - The percentage of the total population of that evening who are accommodated in single cell accommodation.

NHS Scotland already utilises an electronic prescription message between GP practices and community pharmacies which runs in parallel with paper prescriptions. However, the use of paper prescriptions is still a necessity at this stage as a legal requirement.

The Scottish Government has commissioned NHS National Services Scotland (NSS) to take forward a number of digital priorities in response to COVID. This national programme includes investing in development of a new ePrescribing and eDispensing pathway by enabling the use of advanced electronic signatures in primary care and addressing the need for an end-to-end digital solution that will support replacement of the paper prescription from all community settings with a digital solution. The programme recognises that electronic prescribing will help some vulnerable sections of society, but we must also ensure others are not disadvantaged and the solution adopted should address patient needs including digital exclusion. It is difficult to be precise on timescales at present but significant progress on the technical and process models continues at pace and the Scottish Government is committed to deliver a solution through this programme.

Our refreshed Digital Health and Care Strategy includes a clear approach on how we will empower the public to manage their health and wellbeing through digital means. This work will look to give greater access to things like health records and being able to manage prescriptions online.

In addition, patients who have a long-term condition can access the ‘Medicines: Care and Review Service’ at their local community pharmacy. It promotes a partnership approach between the pharmacist, the patient and their GP practice. Patients with stable long-term conditions can receive serial prescriptions for a duration of 24, 48 or 56 weeks which are dispensed in regular intervals by the pharmacy and remove the need to request regular repeat prescriptions.

The primary objective of the booster programme is to maintain protection against severe COVID-19 disease, specifically hospitalization and deaths, over winter 2021-22, and is aimed at maintaining protection in those most vulnerable and to protect the NHS. The autumn/winter vaccination programme also includes the biggest ever flu vaccination programme.

The Joint Committee on Vaccination and Immunisation (JCVI) is clear that both of these programmes are important for individual and public health. So, wherever possible, eligible people will be offered COVID-19 and influenza vaccines together.

Booster vaccines will be offered to the same groups who were prioritized at the beginning of the COVID-19 vaccination programme in winter and spring 2020-21, and JCVI have advised that at least 6 months should have passed since a second dose before a booster is administered, however there is some flexibility to offer a booster vaccination to the most vulnerable groups after five months.

The Autumn/Winter vaccination programme continues to roll out in line with advice from the JCVI. The JCVI priority groups are based on either vulnerability to COVID-19, or on interacting with, and therefore possibly spreading to, people who are vulnerable to COVID-19. When someone received their invitation will depend on a number of personal circumstances.

Decisions to prioritise one population group over another are not taken lightly, nor are they straightforward. That is why our prioritisation decisions have been, and will continue to be, guided by the independent expert advice from the JCVI.

We are making significant progress with 43% of people aged 50 and over having received the COVID-19 booster vaccine as at 11 November 21.

The online self-booking portal for COVID-19 booster vaccinations opened on 15 November 2021.

The online self-booking portal is open to adults aged 50-59, unpaid carers who are aged 16 or over, and people aged 16 or over who are household contacts of immunosuppressed individuals. This will allow people in those groups to book online for appointments from early December onwards.

Our approach to service development and staff training is informed by UK-wide clinical guidance developed by the National Institute for Health and Care Excellence (NICE), the Scottish Intercollegiate Guidelines Network (SIGN) and the Royal College of General Practitioners (RCGP) and is focussed on supporting NHS Boards to develop tailored models of care appropriate for the needs of their populations.

Scottish Government Officials and Clinical Advisors continue to meet with colleagues across the UK home nations on a regular basis, in order to support the sharing of relevant practice developments as they continue to emerge.

It is important that new systems of care supported by a limited and emerging evidence base are properly evaluated within research conditions in order to deliver quality, cost-effective interventions that provide meaningful benefit for patients.
