We continue to review our international travel restrictions and associated exemptions and health measures and will consider appropriate changes where clinical and scientific advice allow it. We expect the vast majority of seafarers to be covered under the inbound vaccinated traveller scheme for the purposes of travel to Scotland for shore leave.

Following the introduction of travel restrictions, specific sectoral exemptions were introduced to facilitate emergency or essential work in Scotland. An exemption for seafarers was introduced to deliver this, and it currently remains in place - it currently applies to seamen, masters of ships, maritime pilots, ship inspectors or surveyors of ships (under the definition of the Merchant Shipping Act 1995). Taking into account the public health risk associated with importation of the virus, extending the exemptions for non-work related travel has not been appropriate and would be inconsistent with clinical advice.

Regular feedback from Border Force has suggested that Scotland sees a higher number of seafarers travelling in and out of the country compared to other parts of the UK. For this reason, we have different arrangements to regulations elsewhere. The border health measures associated with international travel into Scotland is a matter for Scottish Ministers, and there are a number of areas where different arrangements are in place for some sectors given different circumstances in Scotland including wider public health measures and the numbers involved.

Other changes to the international travel regime has enabled quarantine-free travel and relaxed testing measures for eligible fully vaccinated travellers. Currently, there are no red list countries which means no one entering Scotland would be expected to enter a Managed Quarantine hotel. We would encourage seafarers who have not yet been fully vaccinated to register for vaccination appointments as soon as possible, so they can return for leave purposes as eligible vaccinated travellers. We will continue to monitor the situation across all sectoral exemptions and will make further amendments to the international travel regulations as required in the course of the pandemic.

It is widely documented that air pollution has a negative impact on health. However air pollution does not cause recognisably distinctive diseases and the sorts of illness that air pollution can exacerbate can also be affected by multiple other factors. The relationship between air pollution and health is extremely complex, and it is not possible to say with any certainty what impact air pollution can have on a specific individual. We do know that the very young, the elderly and those with pre-existing health conditions are particularly vulnerable.

We welcome Professor Henshaw’s call for more research into the link between air pollution and child cancer, to further solidify whether there is a correlation.

Vaccination appointments including boosters, are scheduled based on the cohorts defined by the Joint Committee on Vaccination and Immunisation (JCVI) and from the files submitted by Health Boards. These are in priority order based on risk to the individual, rather than postcode alignment. For example, a married couple in the same house, one 68 years old and one 71 years old, would see them placed in different JCVI risk cohorts, therefore the 71 year old would be scheduled before the 68 year old, and their appointments may be days or weeks apart.

Individual cases can be considered by the Health Board if a priority, and support arranged.

I met with the Orkney Islands Council in Kirkwall recently and heard about their plans to introduce low-emission ferries. I welcome these plans but made clear – as local representatives well know – that the responsibility for their inter-island ferry services including the procurement of replacement vessels, related infrastructure and crewing arrangements, sits with the local authority.

We recognise the pressures this brings which is why the Scottish Government’s 2021-22 Budget includes £19.2m for local authorities operating ferries, an increase of £7.7m on last year.

The online self-booking portal for COVID-19 booster vaccinations will open on 15 November 2021.

The online self-booking portal will be open to adults aged 50-59, unpaid carers who are aged 16 or over, and people aged 16 or over who are household contacts of immunosuppressed individuals. This will allow people in those groups to book online for appointments from early December onwards.

During 2020-21 the percentage of total NHS procedures carried out by non NHS-providers was 0.6%. Non-NHS provider figures relate to NHS patients treated in non-NHS locations such as private hospitals, hospices, nursing homes, care homes, etc.

The impact of addressing the COVID-19 pandemic has meant that many health and social care services had to be suspended or reduced in scope and scale. This has affected almost all aspects of NHS Care. As a result, this regrettably means there are many people who are waiting longer for the care they need. Addressing the backlog of care, while continuing to meet the ongoing urgent health and care needs of the country, is a priority for this Government.

The Scottish Government remains fully committed to a publicly funded National health service that is accessible to all of the people of Scotland. That is why the First Minster launched the NHS Recovery Plan on the 25 August which sets out our objectives for tackling the Covid-19 related backlogs of care and putting the NHS on a sustainable path for the future. The plan is backed by more than £1 billion of investment over the next five years of which over £400 million will support nine National Treatment Centres (NTC) – the first of which opened at the Golden Jubilee November 2020.

The national pancreatic cancer audit is an NHS England initiative and Scotland participates in UK audits (Scottish Cancer Registry data is provided by Public Health Scotland). The Scottish HepatoPancreatoBiliary Network (SHPBN) has reported HepatoPancreatoBiliary (HPB) cancer audits annually since 2010. The 2013-2019 audits are based on quality performance indicators, including some specific to pancreatic cancer. The annual audit reports are available on the SHPBN website. The 2020 audit report is currently in progress.

Through the National Cancer Plan we have placed an emphasis on the less survivable cancers, including pancreatic, and improving their outcomes. We have provided funding and are working with the SHPBN to redesign pancreatic and liver pathways.

The Scottish Government’s Heat in Buildings Strategy, published in October 2021, committed to establishing a Green Heat Finance Taskforce by the end of 2021. The Taskforce will forge a new partnership approach between the Scottish public sector, heat decarbonisation experts and the financial sector to explore potential new and value for money innovative financing mechanisms for investment in zero emissions heat. The Taskforce has a crucial role in shaping how the transition to zero emissions heat in Scotland’s buildings is financed, therefore the membership of the Taskforce will be drawn from expertise including green finance, the heat and energy efficiency sector and consumer groups.

The following table sets out the total number of patients seen and the number that waited over 18 weeks for orthopaedic treatment in NHS Highland, from January 2012 to June 2021 – the latest data available. This includes all patients reported as seen on the 18-week Referral to Treatment (RTT) pathway for orthopaedics, including those patients who did not require to be admitted for treatment. For example, some patients may not have required treatment depending on the outcome of an outpatient consultation or diagnostic test.

Please note, due to the complexities of 18-week RTT local data collection and reporting, the length of wait cannot be accurately measured by the Board of treatment for all patients. The impact of which for orthopaedics in NHS Highland is reflected in the number of unknown waits reported below. The data should therefore be treated with caution.

The Scottish Government is contributing up to £2m to the development of the Advanced Plant Growth Centre (APGC) at the James Hutton Institute through the Tay Cities Region Deal. The APGC will include vertical growth facilities and perform research on controlled environment agriculture amongst other things.

In July 2021 the Scottish Government agreed a grant of £200,000 to fund an educational vertical farming facility on the SRUC Edinburgh campus at Kings Buildings, to be drawn down in the financial year 2021-2022.

Otherwise, since 2018, no funding has been specifically allocated to vertical farming. The Scottish Government’s next steps for supporting the sector will reflect the evidence gathered on vertical farming in the Local Food Strategy consultation, due to close on the 2nd of December.
