These projects are all being funded from the Scottish Government’s £254 million investment in the North East, which is in addition to the £125 million committed to the Aberdeen City Region Deal in 2016.

Option selection for rail improvements, towards which £200 million has been allocated, is scheduled for completion by the end of March 2022.

Following the publication of Draft Orders, Transport Scotland is currently dealing with objections to the Laurencekirk junction, towards which £24 million has been allocated.

Digital projects, towards which £10 million has been allocated, are progressing as expected. The City Network Extension project, connecting 57 Aberdeen City corporate sites to full fibre was completed in November 2021. The full fibre project in Aberdeenshire is due to be completed by the end of March 2022.

To date, no eligible projects have been submitted for housing infrastructure projects, towards which £20 million has been allocated. Scottish Government officials have been in discussions with officials from Aberdeen City and Aberdeenshire Councils to identify suitable projects following the launch of the Housing Infrastructure Fund (Round 2) in October 2021.

NatureScot’s budget allocation for 2022-23 is £49.561 million. This year’s budget settlement represents the best possible outcome against the backdrop of significant pressures on public finances and the level of resources required to deliver statutory functions and agreed Ministerial environmental priorities across 2022-23. The Scottish Government are in dialogue with NatureScot on the specific priorities to be reflected in their forthcoming 2022-23 Operational Plan and next 5 year Corporate Plan. Both these documents are expected to be published in the first quarter of 2022.

Wind farm applications under 50MW are considered under planning legislation whilst proposals over 50MW are dealt with under the Electricity Act.

Planning legislation cases

Information on the approval rate of wind farm applications in each local authority area, not determined by Scottish Ministers, is not held centrally. The Scottish Government publishes figures on the approval rate of all planning applications determined by Planning Authorities for different types of development in Scotland. Over the past 5 years the approval rate has been consistently over 93.7% (this includes the development type Electricity Generation, which includes wind farm applications). Scottish Ministers have called-in two planning applications from Orkney Islands Council and issued decisions in 2021 granting consent for both applications.

The following table confirms the position in relation to planning appeals. All bar two of these appeals were decided by reporters from the Planning and Environmental Appeals Division of the Scottish Government. The two appeals not decided by reporters were in the Argyll and Bute Council area, one in 2017 and one in 2019, and were both allowed by Scottish Ministers.

The Core Scottish Government has 18 owned buildings. Solar panels are installed at 4 buildings; Victoria Quay Edinburgh, Science and Advice for Scottish Agriculture (SASA) Edinburgh, St Andrews House Edinburgh and Cameron House Oban. 22% of owned buildings have solar panels.

It has not been possible to install solar panels on all owned buildings due to the availability of useable roof space, roof orientation and shading, roof structure and other technical constraints.

Transport Scotland does not hold the level of staffing detail as requested however, information provided by ScotRail taken from their current reporting systems on staffing levels has been placed in the Scottish Parliament Information Centre (Bib, number 63099) as a table with supporting information.

NHS Scotland will contact eligible individuals about their flu vaccination appointments. The flu vaccine is the safest and most effective way to help protect against flu. NHS Inform will be updated with further information pertaining to the current groups eligible to receive the offer of the flu vaccine.

The Chief Medical Officer, Professor Gregor Smith, wrote to health boards on 15 December regarding the COVID-19 vaccination programme and the de-prioritisation of the flu vaccination programme.

To summarise, on the basis that data from Public Health Scotland (PHS) suggests that the vast majority of those in high risk groups have already been offered the flu vaccine, and that uptake rates were already higher than the entirety of last years’ programme, health boards should cease co-administration of the flu vaccine alongside the COVID-19 vaccine programme within community COVID-19 vaccination clinics.

Health boards continue to offer the flu vaccine to those at risk who were routinely offered it prior to the pandemic. Flu vaccinations for these individuals should be offered through community pharmacies, midwives, GP practices as appropriate and opportunistically through domiciliary care and/or care home settings as appropriate.

From 22 December 2021, adults and children (aged 12 years and above) are eligible to be assessed for their suitability for new COVID-19 treatments if they:

• have received a positive PCR test for COVID-19 in the last five days; and
• have symptoms of COVID-19 that started in the previous five days; and
• are associated with one of the patient groups considered at high risk from coronavirus and with a clinical condition prioritised for treatment.

Health Boards can accept a positive lateral flow device (LFD) test result from eligible individuals whilst waiting for confirmation of a positive PCR test in certain circumstances. The LFD test is not complete until eligible individuals report their result, either online or by phone, and receive a result confirmation notification.

Some COVID-19 positive individuals who meet the eligibility criteria will decide not to receive anti-viral treatments, or may be unable to, for example due to other medications they are taking. Patients are asked to contact their local Health Board if they believe they are eligible for treatment.

There is also ongoing work to proactively contact (e.g. by text message) individuals who may be eligible with a reminder of the access arrangements at the point of a positive PCR test result.

The UK Government has secured a further 4.25m patient courses of antiviral treatments to reduce the impact of COVID-19 and the Omicron variant across the UK. This includes 2.5 million patient courses of Paxlovid (PF-07321332+ritonavir (co-packaged)) from Pfizer and 1.75 million patient courses of molnupiravir from Merck Sharp and Dohme.

This is in addition to the 730,000 patient courses of these COVID-19 antivirals already secured - 480,000 courses of molnupiravir and 250,000 courses of PF-07321332+ritonavir (co-packaged), as announced on 20 October 2021. These treatments are a further measure to protect against COVID-19, in addition to vaccinations, which remain our best defence against this virus.

The UK Government takes initial receipt of stock, with proportionate supplies distributed to the four UK nations. In Scotland, NHS National Procurement allocates supplies to Health Boards depending on local need. There is sufficient supply to meet this current deployment, in line with need.

The latest published Official Statistics on the number of incidents of domestic abuse recorded by the police in Scotland are for the year to 31 March 2021. In the period from 1 January to 31 March 2021, the Police recorded 14,782 incidents of domestic abuse.

Figures showing police recorded domestic abuse incidents are also published in the monthly data reports on how the pandemic has affected the Justice system in Scotland. In the period from 1 April to 30 June 2021 the police recorded 15,749 incidents of domestic abuse. This data is based on management information provided each month by Police Scotland, based on their administrative data available at that time and will in due course be incorporated into the 2021-22 Official Statistics.

In the period 1 January to 30 June 2021, 16,395 domestic abuse charges were reported to the Crown Office and Procurator Fiscal Service (COPFS). These are reported charges with a domestic abuse identifier. During the same period, 15,096 domestic abuse charges were prosecuted.

It should be noted that information on police recorded incidents of domestic abuse and cases prosecuted by COPFS are not strictly comparable as there is no direct relationship between the number of incidents (and the crimes they involve) recorded by the police and the number of follow-up actions taken by other agencies within the criminal justice system. For example, some incidents of domestic abuse do not involve any crimes or offences being recorded, whereas others may involve multiple crimes which lead to more than one prosecution. There are other comparability issues in that incidents recorded by the police may not be processed by COPFS or the courts in the same period they were recorded.
