The following table provides a full breakdown of landfill sites with a pollution prevention and control (PPC) permit with their locations and current operational status.

It is not possible to specify the area covered by each landfill given it is a commercial decision for landfill operators where they accept waste from. The local authority that each site is located in is provided in the following table, but it is possible that waste will travel between local authority areas prior to being landfilled.

The status of a landfill site can be described as either ‘Operational’, ‘Closure’, ‘Definite Closure’ or ‘Aftercare’.

Landfill sites are not considered formally closed until they reach ‘Definite Closure’ status. Sites in the Closure phase are those which are no longer accepting waste, but could potentially be made operational again in the future.

The Landfill (Scotland) Regulations 2003 outline the formal legal process behind the closure of landfill sites to achieve Definite Closure.

As per these regulations, closing procedures to achieve Definite Closure begin when either the conditions specified in the landfill permit are satisfied; when SEPA initiate closing procedures following a request from the landfill operator; or following a reasoned decision of SEPA set out in a closure notice.

Closing procedures will not be completed until the reports from the operator, as required by SEPA, have been submitted to and assessed by SEPA; a final on-site inspection is carried out by SEPA; and SEPA have given the operator notice in writing that it approves the closure of the landfill site.

Once Definite Closure has been established the site is considered to be in its aftercare phase. The aftercare phase will continue until such time as an application to surrender the permit is approved. The site is regulated and monitored by SEPA throughout the operational, closure, definite closure and aftercare phases.

Scottish Qualifications Authority (SQA) is an executive Non-Departmental Public Body (NDPB), established under the Education (Scotland) Act 1996. It operates at arm’s length to Ministers and is responsible for making its own evidentially based operational decisions.

I have asked the SQA to reply.

SQA has advised that it does not employ psychologists and their guidance draws on a range of teams and specialisms.

The following table provides a breakdown of all landfill sites with a pollution, prevention and control (PPC) permit that are currently in the ‘closure’ phase, in that they are not receiving waste for disposal .

Following the December 2020 cyber-attack on SEPA, it is not possible for SEPA to provide the dates at which sites moved from operational to closure status but in the last five years no PPC landfill sites have entered ‘Definite Closure’ meaning these sites could theoretically become operational again in the future.

All of these sites have been monitored, both by the operator and/or SEPA since before their permit was issued and will continue to be subject to monitoring until such time as an application to surrender the permit is approved by SEPA, i.e. throughout operational, closure, definite closure and after care phases.

Responsibility for financial support to foster carers registered with Glasgow City Council is a matter for Glasgow City Council. Consideration of any uplift in their foster carer’s allowances to bring them in line with inflation is a matter for the local authority to consider.

Through the Women’s Health Plan, we are committed to improving support and care for people experiencing perimenopause symptoms.

A menopause platform has launched on NHS Inform to ensure women have access to information on menopause, including the signs and symptoms of perimenopause. One of the key actions in the Women’s Health Plan is to launch a public health campaign in order to raise awareness of the symptoms of menopause.

We want all women to have timely access to menopause support and services. For those who need specialist support, there is now a specialist menopause service in every mainland NHS Board and support in place for the Island health boards.

A Menopause Specialists Network meets regularly to provide consistent advice and peer support to health care professionals, including primary care teams.

We know that many women will seek support from their local GP practice for their perimenopause symptoms. To support primary care, NHS Education for Scotland (NES) is developing menopause training for healthcare professionals, including Practice Nurses and GPs.

A Women’s Health Lived Experience Group has been established by Health and Social Care Alliance Scotland to ensure we continue to engage with women across Scotland on menopause and other areas of Women’s Health.

Local authorities are distinct corporate bodies whose powers and duties are set out in statute. The Scottish Government does not have a record of how many social work departments have their own policy in place for missing children.

Multi-agency risk assessment and co-ordination is essential to managing risk, responding to and tracking missing children. Local Child Protection Committees should ensure that there are specific and appropriate arrangements in place through policy, guidance, protocols and procedures which are known and implemented by relevant services. Local authority social work departments are a core multi-agency partner. The National Guidance for Child Protection in Scotland 2021, which replaced the 2014 guidance, states that each agency needs to develop its own policies and protocols to manage risk and track missing children. These should sit alongside and make reference to the multi-agency Child Protection Committee guidance reflecting that other agencies, for example, Police Scotland, will have to become involved very quickly when a child goes missing.

Foster carers are classed as self-employed and, therefore, receive payments in the form of foster carer fees and allowances. Responsibility for paying and setting levels of both foster carer fees and foster care allowances - along with consideration of any adjustment in line with inflation - lies with the relevant local authority.

The Scottish Government is working with COSLA to find a way forward on the introduction of the Scottish Recommended Allowance for both foster and kinship carers across Scotland.

I can confirm that the Scottish Government has spent £2.95m to date on essential design and preparation work on the proposed £24m grade separated junction at Laurencekirk. As confirmed in answer to question S5W-25043 on
‎ 20 September 2019, the scheme is part of a package of additional investment alongside, but separate to, the Aberdeen City Region Deal, as such it is being taken forward under the Scottish Government’s Motorways and Trunk Roads Capital Land and Works budget. The cost estimate will continue to be updated as the scheme design develops and progresses through the statutory procedures.

Further to the answer to question S6W-02821 on 23 September 2021, Transport Scotland continues to work with objectors, including Aberdeenshire Council, to resolve concerns where possible, however, should Transport Scotland be unsuccessful in removing all objections a public local inquiry may be required as part of the necessary statutory procedures. As with all trunk road projects this is the appropriate forum for considering objections received and not withdrawn.

Delivery of the scheme itself can only commence if it is approved under the relevant statutory procedures, at which point a timetable for its progress can be set.
