I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

In the last five years, the SPS has made payments to prisoners to settle cases related to “slopping out”. In the last five financial years, there has been a total of three cases settled relating to “slopping out” which were settled in Financial Year 2020-21. The total cost of these three cases was £12,000. There have been no further cases settled relating to “slopping out” since 2020-21.

The application window for the Scottish Upland Sheep Support Scheme (SUSSS) in scheme year 2025 does not open until 1 September 2025.

Payments under the SUSSS for scheme year 2024 commenced in May 2025, as set out in the 2024 Payments Strategy timetable.

As per the payment strategy timetable, there are no delayed payments and as at 9 June 2025, 98% of eligible applicants have been paid with 17 applicants still to receive a 2024 SUSSS payment. There are various reasons why a payment has not yet issued, for example, information has still to be provided by the applicant or application processing has still to complete. All remaining payments will be processed and paid as soon as is possible.

The Scottish Government has launched the Cardiovascular Disease (CVD) Risk Factors programme to improve CVD outcomes with an aim to ‘reduce avoidable CVD death by 20% in 20 years’. The focus is on improving the identification and management of key risk factors which are; high blood pressure, high cholesterol, raised blood sugars, obesity and smoking.

We have also established a new GP enhanced service from the 2025-26 Reform Fund to support 100,000 patients who are at risk of developing CVD.

Our Population Health Framework, soon to be published in partnership with COSLA, will support the creation of environments that positively supports health and wellbeing. It will focus on prevention and tackling the building blocks of health—including good early years and education, fair work and income, healthy places, equitable healthcare, and the broader social and economic drivers of ill health.

The Care Inspectorate collects and publishes data on service cancellations and registrations (available here: Statistics and analysis).

Figure 8 of the Care Inspectorate’s 2023_Early_learning_and_Childcare_Statistics.pdf shows service cancellations for childminding services and day care of children services for the period 2014 to 2023.

The Scottish Government drew on Care Inspectorate data to inform the most recent Financial Sustainability Health Check, published in July 2023. This included an analysis of annual cancellations across the whole childcare sector for the period March 2019 to March 2023, and provided a more detailed breakdown of cancellations by type of provider for this period. This information is set out in Table 1.10 of the Section 1: Recent Trends in the Childcare Sector - Financial Sustainability Health Check of the Childcare Sector in Scotland: Analysis and Evidence - gov.scot.

A breakdown of cancellations by local authority area can be produced using data available from the Datastore.

The Scottish Government monitors trends across the whole childcare sector, drawing on data published by the Care Inspectorate. In recent years the Scottish Government has published financial sustainability health checks and the Sustainable Rates Review, which have considered issues relating to the financial sustainability of the sector.

Under the Business Sustainability criteria in the National Standard for funded ELC, providers are required to demonstrate to the local authority that they are financially viable. If a service delivering funded ELC was at risk of closure due to financial difficulties, they would therefore be obliged to make their local authority aware.

The national funded ELC cost survey that is currently being carried out by the Diffley Partnership on behalf of the Scottish Government and COSLA will help to ensure that our long-term investment to support the setting of sustainable rates is informed by a robust and reliable evidence base. The findings will be shared with local authorities and the sector later in 2025.

In recent years the Scottish Government has published financial sustainability health checks and the Sustainable Rates Review, which considered issues relating to financial sustainability.

As part of the evidence gathering phase of the joint Scottish Government and COSLA Sustainable Rates Review, local authorities reported that “they had seen very little evidence of funded services in the private, third or childminding sectors reporting to them that they had been under financial duress or of services closing due to financial sustainability pressures”.

The Scottish Government continues to work closely with the sector representative organisations and as part of this engagement we regularly receive updates from these organisations regarding pressures faced by their members. The representative organisations will often highlight any concerns in reports which draw on the responses from members to surveys (and these reports are usually available on the organisations’ website). For example, Early Years Scotland recently published a report highlighting the potential impact on providers as a result of the UK Government’s changes to Employer National Insurance Contributions.

Local authorities are responsible for assessing and monitoring compliance with the National Standard in all funded providers, as part of their contract management arrangements and in their role as guarantors of quality. This includes monitoring the financial viability of these services.

Concerns regarding rising staffing costs have been raised by childcare sector representative organisations, in particular providers’ ability to meet the additional costs resulting from the UK Government’s changes to employer National Insurance Contributions. These changes are estimated to add £5 million per year to funded providers’ costs for the delivery of funded ELC (with higher additional costs expected for the whole of the childcare sector).

To strengthen the evidence base on the costs for private, third sector and childminding providers to deliver funded ELC, and to deliver a key action from the Sustainable Rates Review, a national funded ELC cost survey is currently underway. The findings will inform future rates-setting and Scottish Government and COSLA’s future financial planning.

The Scottish Government is committed to ensuring that all people living in Scotland with long term conditions including Chronic Kidney Disease are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

We are running our public consultation on the Long Term Conditions Framework from 23 April to 20 July 2025. This is available at Health: Long Term Conditions Framework - Scottish Government consultations - Citizen Space.

We will take the results of the consultation into account when developing the framework which will include identifying areas where targeted condition-specific action will still be needed.

Detailed requirements were outlined by Scottish Government in DL23 (2024) providing guidance on the development of NHS Board Anti-Racism plans was issued to Health Boards on 9 September 2024. This guidance requires Health Board Anti-racism plans to focus on equity within the guidance to Health Boards and emphasises an anti-racism approach in addressing racialised healthcare inequalities.

The guidance challenges specific priorities, and aims to support aligned local and national actions, to tackle racialised health inequalities. By implementing these strategies and initiatives, the Scottish Government aims to create a more accessible, equitable, and patient-centred healthcare system for all, including Black and Minority Ethnic communities in Scotland.

Since 2011 the Scottish Government has invested over £65 million to develop ChargePlace Scotland (CPS) with the aim of encouraging the uptake of electric vehicles (EV). To grow CPS, Scottish Ministers have provided grant funding to over 400 organisations across the public, private and third sectors to install charge points and make them publicly available on the CPS network. The grantees are the owners of the charge points on CPS and responsible for tariffs, ongoing maintenance and upgrades. CPS’ role as the operator is to make them available to the public so that drivers can easily locate and pay for charging sessions.

As a direct result of this funding and increasing private sector investment Scotland now has over 6,900 public charge points. A target for 6,000 public charge points was met in October 2024, two years ahead of schedule.

In addition to investment in public charge points, Scottish Ministers have also provided over £19 million for the installation of over 23,000 lower powered charge points at homes and at workplaces, complementing the public charging network. Ministers remain committed to supporting drivers in the year ahead, setting aside further funding to support consumer incentive schemes for the installation of EV infrastructure at people’s homes, workplaces and public places.

The Scottish Government will continue to enable increasing private sector investment, whilst targeting public funding towards those parts of Scotland less likely to benefit from standalone private sector investment in public EV charging. This includes the £30 million provided to local authorities through our EV Infrastructure Fund which is on track secure additional private sector investment in public EV charging and support the provision of a further 6,000 public charge points across Scotland.
