To ask the Scottish Government whether it has any plans to offer blood tests to people who have recovered from bowel cancer and are on the NHS waiting list for a colonoscopy, in light of reports that this will be done in Wales.
Answer
We have noted the trial based in Wales, which is offering blood tests to people who have recovered from bowel cancer. We will consider of the results of this trial once it has concluded to determine whether it has evidenced benefit for patients.

To ask the Scottish Government what assistance is available from NHS Scotland for patients in island areas who are required to make multiple journeys to the mainland to receive vaccinations for overseas travel.
Answer
NHS Shetland, NHS Western Isles and NHS Orkney are the three main Health Boards covering island areas. These Health Boards offer NHS-funded travel vaccination services within their own Health Board area, therefore there would be no requirement to travel to the mainland.

To ask the Scottish Government what reviews have taken place to ensure that the NHSScotland Design Assessment Process (NDAP) action plan for The Baird Family Hospital and The ANCHOR Centre Project, which was undertaken in 2019, has been completed.
Answer
The NDAP process does not use the term, or produce an ‘action plan’. The process results in essential and advisory recommendations at the end of each of each Business Case stage which must be developed by the Board. The Board will submit evidence or a commitment to address the recommendations prior to their NDAP report achieving a ‘verified’ status.
NHS Grampian received the supported NDAP report for the Full Business Case stage of the Baird and ANCHOR project on 3 July 2020. This was followed up confirming the commitment from NHS Grampian to complete and close out all required actions. A tracker was developed which included all the required actions and the work to agree and close out the actions was carried out with NDAP and Graham Construction until May 2021. The actions were confirmed as closed by the NDAP team on 18 May 2021.

To ask the Scottish Government whether it will provide any analysis that it has undertaken in the last five years of the effectiveness of the (a) recruitment and (b) retention policies of NHS boards.
Answer
NHS Scotland’s staffing levels are at a historic high, staffing levels have grown by over 2,900 whole time equivalent, permanent staff, representing ten years of consecutive growth.
NHS Boards are responsible for ensuring they have local policies in place to effectively recruit and retain staff. We support this through our National Workforce Strategy, which outlines the actions we will take in partnership with boards to plan, attract, train, employ and nurture the health and social care workforce.
NHS Education Scotland publishes official workforce statistics on the NHS workforce, providing evidence of the effectiveness of recruitment and retention policies of NHS Boards.

To ask the Scottish Government what actions were required to be undertaken by NHS Grampian in order to achieve a supported NHSScotland Design Assessment Process (NDAP) report for The Baird Family Hospital and The ANCHOR Centre Project.
Answer
The NDAP process was an iterative process undertaken over a number of months, involving the NDAP Team from NHS Scotland Assure, the NHS Grampian Project team, key stakeholders, Graham Construction and their design team. The NHS Grampian Project team worked through each of the NDAP issues with stakeholders, until a design solution that met the needs of all parties was achieved and evidenced, in line with appropriate standards and guidance. This led to a ‘supported’ NDAP Report.

To ask the Scottish Government what its plans are for the position of Chair of the Scottish Qualifications Authority (SQA) when the current Chair’s term comes to an end on 31 August 2023, and whether it will set out the potential implications for the new qualifications body that is to replace the SQA in 2024.
Answer
As we work towards the introduction of the Education (Scotland) Bill prior to the summer recess and the creation of the new Qualifications Body, visionary and resilient leadership is essential for the SQA and its successor organisation. This will guide it through the process of transition and embed the required reforms set out in the findings of the Muir report and on which the Government is determined to deliver. I am therefore announcing an appointment round for the position of Chair of the SQA, with the successful candidate taking up post in September 2023.
It is my intention that the new Chair of the SQA will transfer to the new body and will become the Chair of the new Qualification Body. Provisions to allow this transfer to happen will be included in the upcoming Bill and will be subject to Parliamentary approval.
This approach will support the crucial transition period allowing the new Qualifications Body to take full advantage of the changes in leadership, culture and governance necessitated by the Government’s Reform Programme. This will also be shaped by the National Discussion, the findings of the Independent Review of Qualifications and Assessment, the Independent Review of the Skills Delivery Landscape.

To ask the Scottish Government what action it is taking to ensure that males take up the offer of the HPV vaccination as well as females, in light of a lower uptake of the HPV vaccination in males.
Answer
On 1 January 2023, a one dose schedule was introduced in Scotland for all those eligible in the HPV vaccination programme up to their 25th birthday. We envisage that this programme change will increase the amount of people completing their vaccination schedule as it will remove the requirement to be recalled to receive a second dose.
We have outlined to Health Boards that some of the resource freed up due to the reduction in vaccination sessions due to the change to a one dose schedule should be re-directed to interventions that strengthen programme delivery, increase coverage rates and reduce inequalities.
Therefore, if someone misses their HPV vaccination, for whatever reason, there will be further opportunities to get it up to their 25th birthday. For example, some young people may be offered a rescheduled vaccination appointment within the next academic year.

A set of data tables for the most recent and historical hospital bed numbers is available in the annual PHS publication, which was released on 27 September 2022. Data is available from financial year 2012-13 to financial year 2021-22. Data is not available as far back as 1999. Data is not yet available for financial year 2022-23.
Hospital beds data is presented in Table 4 – beds data file, and the measure of interest is Average Available Staffed Beds, the indicator is Location of Interest, and you will need to Sub-Filter for All Specialties. The data for Portree Hospital will be listed under NHS Highland. The following table is an excerpt from the dataset which includes the Average Available Staffed Beds for All Locations of Treatment, NHS Highland, and Portree Hospital.

To ask the Scottish Government what its response is to the (a) February 2023 Audit Scotland report, NHS in Scotland 2022, and (b) statement that the Scottish Government’s plan to "increase the GP workforce by 800 (headcount) by 2027" is "not on track".
Answer
We will give full consideration to the recommendations of this report, which sets out both the challenges, and successes, of the continued recovery of our NHS from a global pandemic.
We are making good progress against our GP commitment and since 2017 GP headcount has increased by 291 and a record 5209 GPs are now working in Scotland.
Progress is measured by the annual GP Headcount Public Health Scotland publication. The latest publication can be found at:

The assessment by Audit Scotland does not take into account GP Registrars in their final year of training, when assessing progress against this commitment. These registrars spend 12 months full time equivalent in a GP practice.

To ask the Scottish Government whether it has provided, or is in discussion regarding the provision of, additional funding for any redesign of The Baird Family Hospital and The ANCHOR Centre.
Answer
There have been no material changes to the design of either the Baird Family Hospital or the ANCHOR Centre agreed to date. An important part of any large capital project however, is the ongoing testing and refinement of the design, in particular the mechanical and electrical aspects. This process, informed by a range of internal and external experts and subject to independent review led by NHS Scotland Assure, is intended to provide assurance of compliance with the most up to date standards and also that learning from recent large projects is incorporated appropriately.
The Scottish Government liaise closely on an ongoing basis with NHS Grampian to ensure that any emerging pressures on the project are managed appropriately and this includes the outcomes and recommended action arising from the design review processes. The report on the recent NHS Scotland Assure Review of the ANCHOR Centre Construction stage is expected shortly and any associated action will be reported to the next NHS Grampian Board meeting 6 April 2023.
