Electricity policy, including regulation of Great Britain’s electricity networks, is reserved to the UK Government.

According to the terms of their licence, network companies must treat all customers in the same way and cannot ‘ring-fence’ capacity for one group over another.

The Scottish Government has repeatedly called on Ofgem, the UK Government and the Electricity System Operator to ensure that networks are ready to support our just transition to net zero, including connection of community energy projects. Achieving this will require changes to the existing connection queue management processes to ensure that projects that are ready to connect are able to do so.

We are currently considering the Flexible Workforce Development Fund in 2023-24 as part of ongoing budget discussions. We will communicate the outcome as soon as a final decision has been reached.

The Homelessness Prevention and Strategy Group (HPSG) meeting on 30 March was postponed as the SNP leadership election result was announced on 27 March 2023 and it was not clear at that point who would have responsibility for housing and homelessness policy.

While we had provisionally rescheduled the meeting for 20 April 2023, it was agreed that a further reschedule to 23 May would be appropriate to allow the Minister for Housing time to be fully briefed on his new portfolio and to meet with Councillor Chalmers, co-chair of HPSG.

The last HPSG meeting took place on 23 May 2023 and was chaired by the Minister for Housing.

The Scottish Government has been engaging with tertiary education providers, and other relevant stakeholders, on how to implement a structure to best support entrepreneurialism in colleges and universities and intends to publish its blueprint on entrepreneurial campuses prior to Summer recess.

The Ministerial Population Taskforce continues to meet quarterly to provide oversight and cross-portfolio focus to the addressing of Scotland’s long term demographic challenges, set out in the 2021 Population Strategy.

As Cabinet Secretary with responsibility for population and the new Chair, I will be convening a meeting of the Taskforce with a new ministerial membership in June.

A number of key policy commitments are being taken forward by the Taskforce in 2023, including the commitment to launch a Talent Attraction and Migration Service and to publish an Addressing Depopulation Action Plan.

Scotland’s Forestry Strategy has committed to increasing forest and woodland cover from around 18% to 21% of the total area of Scotland by 2032. To achieve this the Forestry Strategy Implementation Plan and Scottish Government’s Climate Change Plan both commit to increasing woodland creation to 18,000 hectares a year in 2024-25.

This commitment to increase forestry cover is an important part of Scotland’s response to the climate emergency and the international Paris Agreement, which set out Scotland’s ambition to reach net zero by 2045. The commitment sits within the range of scenarios described by the Climate Change Committee. It also contributes to Scottish Government’s pledge to plant 165,000 hectares of new woodland by 2030 as part of the international Bonn Challenge.

Social Security Scotland are committed to ensuring personal data is shared in a safe, secure, and lawful manner. The data sharing agreement between Social Security Scotland and Strathclyde Partnership for Transport for the purpose of National Entitlement Cards will be in place from September 2023.

In the following table, data on all restriction of liberty orders imposed since April 2013 is provided, covering two contractual periods of the current electronic monitoring service provider (G4S Monitoring Technologies & Services). The data set out shows “status at order end”, either: completed, revoked or expired.

Compliance with a restriction of liberty order is reported back by the monitoring provider to a court, and the court then determines what actions they wish to take in relation to that order, which may include continuing or revoking that order. A restriction of liberty order can be revoked by the issuing court for a number of reasons including: on appeal, on breach of a concurrent order, because a new offence had been committed or a breach of restriction of the liberty order has occurred. The outcome of a revoked order could include actions such as imposition of a further court order or imposition of custody. A breakdown of reasons for restriction of liberty orders being revoked or outcome of revocation, by issuing court, is not held.

The category of “expired” orders, includes orders where the outcome of any court consideration may not yet be known at the point the order ends. It will also include orders that were not being actively monitored at order end. Active monitoring could cease for reasons including: absence of the monitored person without consent, householder consent to monitor at that address being withdrawn or as the individual is otherwise absent for example they are already in custody or are in hospital.

The Scottish Government is working with key business sectors, Scottish Water, the Scottish Environment Protection Agency (SEPA), and other stakeholders to make sure water is used efficiently.

We continue to invest in the public network, reducing leakage and increasing water efficiency which helps conserve water in the environment, and we are working to develop technologies and other approaches to enhance resilience during extended periods of water scarcity.

SEPA, applies controls on water usage through abstraction licences. It also works with stakeholders to better communicate the impacts of water scarcity, and encourage water users to develop contingency plans to minimise their impact on the environment, and make their business more resilient.

Work with Scottish Water’s non-domestic customers has been ongoing. Scottish Water encourages its customers to use water efficiently and businesses are metered, and Licensed Providers are encouraged to provide water efficiency advice to their customers so that water is saved and bills are reduced.

Leakage has reduced continually year on year since 2006. In its regulatory determination for the 2015-21 period, the water industry commission for Scotland (WICS) set a target for Scottish Water to achieve the Economic Level of Leakage (ELL) (500 Megalitres per day) by 2019-20. Scottish Water achieved this target four years early and is continuing to reduce leakage further.

The UK Government Apprenticeship Levy is a reserved tax on employers which was implemented by the UK Government. Scotland receives a proportionate share of tax revenues via the block grant as per the Fiscal Framework agreement with UK Treasury.

On 14 November 2016, the UK Government announced the Scottish Government’s settlement from the UK Apprenticeship Levy based on a population share of projected revenue for the first three years only. From 2020-21, the normal operation of the Barnett Formula has applied. As a result, the Scottish Government has no direct control or responsibility for its operation and we have not had a breakdown of Levy funding for Scotland since 2020-21.

SDS fund Modern and Foundation apprenticeships through their core grant in-aid budget. Audited spend for 2022-23 will be published in the SDS annual accounts later in the year, which will be available on the SDS website.

The Flexible Workforce Development Fund (FWDF) does not fund apprenticeships. It is designed to provide employers across Scotland with flexible training to upskill their current workforce.
