There is an established and growing number of well-capitalised private charge point operators in Scotland and across the UK. Transport Scotland’s joint report published with Scottish Futures Trust in July 2021 indicated that investment costs in growing Scotland’s public charging network could reach £100 million per annum by 2030. It is encouraging, therefore, to hear the recent pledge from industry body Charge UK that its members will invest £6 billion in public charging infrastructure across the UK by 2030. Our focus is on encouraging that investment to spread across all of Scotland. That’s why our Electric Vehicle Infrastructure Fund aims to draw in £60 million of public and private investment to double the size of the public charging network to 6,000 charge points by 2026, including areas of the network where private investment is less viable.

HSE, as the UK regulator for pesticides, is responsible for assessing emergency authorisation applications on behalf of governments across the UK, including for the Scottish Government. Recognising the importance of a timely response, the Scottish Government considered and promptly responded to HSE's recommendation on the application for the use of Asulox during the 2023 season. HSE will issue their decision to the applicant once all other UK governments have responded.

The Scottish Government recognises the role that Asulox has played in recent years in the control of bracken in Scotland. We will continue to work closely with stakeholders and NatureScot to consider options for sustainable bracken management.

The Scottish Government’s Hydrogen Policy Statement sets out Scotland’s ambition to become a leading hydrogen nation, with an expectation that both battery electric and hydrogen systems assist in decarbonising transport in Scotland.

£3.5m Scottish Government funding was provided to convert a Class 314 train to a hydrogen fuel cell train in collaboration with St Andrews University and Scottish Enterprise which was displayed during COP26 in 2021, with trials on the track taking place during 2022. This also developed a local supply chain knowledge to support longer term zero emission fleets introduction.

Transport Scotland has also commissioned a study which is in the early stages of delivery, on multimodal refuelling stations.

The contract for operating services to the Northern Isles lies with Serco NorthLink Ferries (SNF). The responsibility and expertise for operational decisions rightly sits with them. As has been the case in previous years, SNF, is currently forecasting requirements in advance of this year’s livestock sales season. Working with key stakeholders, including those in the farming and aquaculture sectors, the operator expects to manage capacity by introducing the peak freight timetable earlier than usual and by fully utilising available capacity on the freight and passenger vessels to manage traffic during this busy period.

NTCs require an appropriate mix of new and experienced staff to operate safely and efficiently. Management information provided by NHS Education for Scotland (NES) shows that at 31 March 2023, 502 people were employed in an NTC. This figure excludes those staff delivering pre-existing NHS services which have been relocated to NTC sites. 130 (26%) are new entrants meaning they are undertaking their first role in NHS Scotland. Whilst these figures from NES are classed as management information at this stage, NES will continue to work with data providers to develop these as Official Statistics. The next step in this process will be to release these statistics within the NHS Scotland workforce publication as Experimental Statistics in December 2023. NTC workforce data will be reported every six months thereafter.

As outlined in the answer to question S6W-18598 on 15 June 2023, the 2023-24 budget for skills and employability programmes has been confirmed.

The Scottish Government continues to offer free and impartial advice to all employers and individuals affected by redundancy through Partnership Action for Continuing Employment, PACE, which has local teams ready to respond quickly when situations arise and assist businesses to try and minimise the risk of redundancy before it happens.

Prior to April 2023 the costs associated with the DRS were met from the wider Zero Waste budget. However, DRS formed a very small part of those budgets which, as a whole, support major circular economy delivery programmes.

Since April 2023 a temporary division has been set up to deliver DRS. The cost of civil servants working on the scheme from April to end of May 2023 was £319,901.

Scotland participates in the Programme for International Student Assessments (PISA), which is an assessment of 15 year olds' skills in maths, science and reading. It is carried out under the auspices of the Organisation for Economic Co-operation and Development (OECD) and includes over 80 countries. The assessments take place every three years across all OECD members and variety of partner countries. Scotland has participated in all eight surveys since the first wave of testing in 2000.

The most recent PISA assessments took place in Scotland in October and November 2022, with over 3,000 15 year olds and nearly 120 schools participating. Scotland's results will be published alongside the international results in December 2023. The Scottish Government will publish a statistical report looking specifically at Scotland's results, with comparisons to OECD and UK countries, as well as time series results. The data will include internationally comparable data on maths, science and reading performance, alongside results of a background questionnaire answered by learners and headteachers.

The Scottish Government indicated in the Equality, Opportunity, Community: New leadership – a Fresh Start publication on 18 April 2023 that Scotland would seek to re-join the Trends in International Mathematics and Science (TIMSS) and Progress in International Reading Literacy (PIRLS) studies. The next PIRLS assessments will take place in 2026, with data published in 2027; with TIMSS assessments taking place in 2027 and published in 2028.

The Scottish Government also provides data on the education system in Scotland for the OECDs annual Education at a Glance publication, which is the authoritative source of data on the state of education around the world. The publication provides information on the structure, finances and performance of education systems across OECD countries and partner economies. This includes internationally comparable data on financial resources in education, teacher pay, working hours, professional development and organisation of schools.
