The following table represents the total budget allocated to FSS for each financial year since 2015.

The principles of a health service free at the point of need are sacrosanct, and we are protecting this through our Budget which will provide a record £21.7 billion for health and social care. This includes £200 million to clear waiting list backlogs and improve capacity – ensuring nobody waits more than 12 months for a new outpatient appointment or inpatient/day-case treatment by March 2026. We will deliver over 150,000 extra appointments and procedures in the coming year.

We have already made significant progress against our investment of £30m in 2024-25 to drive targeted action to address the longest delays. To the end of January, Boards are reporting delivery of 75,500 against a plan of 64,000 appointments and procedures, including hip and knee replacement surgeries.

The Scottish Government does not hold this specific data.

There are two key performance indicators outlined in the Tenancy Deposit Schemes (Scotland) Regulations 2011 that relate to the return of deposits. The return of any undisputed deposit, is to be completed within 5 working days.

The figures provided are based on the proportion of the deposit that is to be returned to the tenant following a landlord starting the deposit return process.

A tenant can start the reclaim process for a deposit return at any point on or past the date on which their tenancy ends. In cases where a landlord has commenced the reclaim process first, a tenant has 30 working days to advise whether or not they agree to the proposed return amount. In either situation, where a tenant or landlord does not agree with the proposed return by the other party, there is a dispute resolution system in place.

If neither the tenant or landlord commences the repayment process, the tenant can log on to their deposit account and request a reclaim at any point. There is no statutory time limit on a tenant being able reclaim their deposit and currently any funds that are considered to be unclaimed are held indefinitely by the tenancy deposit schemes in a designated account.

There is no maximum time period on when a deposit can be returned to a tenant following the end of a tenancy agreement and unclaimed deposit funds will continue to be protected by the relevant scheme administrators indefinitely. A tenant is able to request the return of their deposit from the date that their tenancy ends onwards.

The Housing (Scotland) Bill will, if passed, introduce timescales in which a deposit will be considered unclaimed and therefore available for transfer to Scottish Ministers or appointed third parties. However, former tenants will still be able to reclaim their tenancy deposit after the reclaim period has past where they can demonstrate reasonable excuse for not doing so within the relevant period.

One of the key roles of our enterprise agencies is to support job creation, through the advice and assistance they provide to businesses and projects and by attracting investment into their regions. They have a keen focus on maximising opportunities for young people.

For example, South of Scotland Enterprise is delivering a pioneering pathways project that will support young entrepreneurs to bring their business visions to life through coaching, advice and financial support. Since September 2024, the project has resulted in 409 enquiries, with 267 young people receiving place-based enterprise coaching support. To date, 41 young people on the programme have started to trade. In addition, South of Scotland Enterprise has engaged with 2100 young people at its pop up enterprise events across the South of Scotland since April 2024 (up 170% on last year).

HIE’s Graduate Placement Programme 2024-27 aims to create around 40 graduate placements in businesses and social enterprises across the Highlands and Islands, with at least 50% of the placements in remote and rural island areas.

Developing the Young Workforce (DYW) Regional Groupsworks with pupils and schools across Scotland to raise awareness of the breadth of job opportunities and career pathways available, including in their local area. Young people can also access careers advice from Skills Development Scotland, which has a qualified Careers Adviser based in each secondary school in the country.

Our agencies work closely with employers, colleges, universities and training providers to strengthen training provision in growth sectors and create opportunity for work based learning with industry. Skills Development Scotland works with DYW to promote apprenticeships across each region and supports modern apprenticeship provision in island and rural areas via a Rural Uplift payment.

Since January 2024, Energy Saving Trust (EST) as the scheme administrators have processed 97% of applications and 98% of payments across grant and loan schemes within the required 10 working days from receipt of complete documentation.

Outwith this timeframe is the length of time taken to access bespoke advice from Home Energy Scotland or for applicants to provide all required documentation for an application or claim submission. This stage is where the majority of delays occur, and officials have worked with EST to reduce the occurrence of these, where any elements are within EST’s control. This includes implementing a new application and claim system, which delivers significant improvements to the process, including the submission of documents and claims directly to the portal.

In line with feedback from stakeholders, including applicants and installers, the Scottish Government recognises the need for continuous improvement in funding administration, and is considering future developments, whilst balancing the need for consumer protection and counter fraud measures.

As I said at my recent evidence session on the Bill with the NZET Committee, Meeting of the Parliament: lghp/18/02/2025 | Scottish Parliament Website we are not going to fix all the issues in either rural or urban Scotland in this one piece of legislation. Other pieces of work are ongoing that will have an impact on urban areas.

These include the Community Right to Buy review which is looking at how effective existing powers are in both rural and urban areas, as well as work on compulsory sales orders and Compulsory Purchase Reform, a public consultation on the latter being due later this year.

The Tenancy Deposit Schemes (Scotland) Regulations 2011 place a duty on scheme administrators to safeguard a tenant’s deposit in a designated account until it is repaid following the end of the tenancy. No end date is provided for within the regulations. As such, where a tenancy deposit is unclaimed, the schemes are required to continue to protect the unclaimed funds indefinitely and they cannot be used. The Housing (Scotland) Bill, if passed, will include provision to change this, so that unclaimed funds may be used to the benefit of private rented sector tenants.
