The Scottish Government is in regular discussions with Scottish Water on a wide range of issues. In relation to spill monitors, the first programme of installation has been focussed on proximity to bathing waters, particularly those that are at risk of failing to meet minimum water quality standards. In line with Scottish Water’s Improving Urban Waters Route Map, it aims to install 1,000 new monitors by 2024. Scottish Water is continuing to define the priority locations for installation of monitors and it is expected that around 400 will be required to monitor overflows within 2km of bathing waters.

Scottish Water is working on developing a specification for the monitors by reviewing lessons learned from the roll out in England and Wales and by consulting with its supply chain. Scottish Water is looking to leverage maximum value from the monitors it installs so that overall intelligence in how the sewerage system is operating can be improved.

The £400 Energy Bills Discount Scheme will provide important relief for consumers. However, the Scottish Government believes that much more action is required at UK Government level to help mitigate the impact of the energy price crisis, especially for those most vulnerable. The First Minister wrote to the Prime Minister ahead of her statement in the House of Commons on 8 September, making it clear that the UK Government must target additional financial support to those most in need, over and above measures already announced. We will continue to argue this case.

Japan is a key partner country to Scotland, with numerous shared interests, including renewable energy and the subsea/offshore industry. However, the Scottish Government position on nuclear power is clear – we do not support the building of new nuclear power stations in Scotland under current technologies.

The Cancer Strategy for Children and Young People in Scotland is set to run until 2026. This strategy is delivered by the Managed Service Network for children and young people with cancer (MSN CYPC). A progress update to the strategy will be developed by the MSN as part of its annual reporting cycle.

To date the Scottish Government has paid £160,000 to deliver the Young Islanders Network.

The Scottish Government works closely with the tourism sector to identify priorities to support the growth of the sector. These priorities, agreed with the sector, are articulated through Scotland Outlook 2030, Scotland’s national tourism strategy, and the Tourism Recovery Programme. The Scottish Clans & Historical Figures Events funding has not been identified as a strategic priority through this process.

No, I attended the Astley Ainslie Hospital on 25 August to visit NHS Lothian’s Mental health After Covid Hospitalisation (MACH) service. During the visit, I met with staff from the MACH team, service users who have been involved in group therapy delivered by MACH, and members of the MACH National Specialist Advisory Group.

The Scottish Government does not hold this information centrally, however each NHS Board will hold information on dental practice registration capacity in their area.

We remain a position of relative strength in terms of workforce numbers and capacity in Scotland, with 59 dentists per 100,000 of the population providing NHS dental services, compared with 43 per 100,000 in England. Dental registrations project a similar picture, with a record number of people registered with a NHS dentist, more than 95% of the population of Scotland.

£25m digital inclusion funding was made available by Scottish Government in 2020-21 for local authorities to use to support learners, in line with their own local needs. This funding supported the provision of 14,000 internet connections and 72,000 tablets or laptops for learners across all local authorities.

A number of local authorities have also invested their own funding in technology and have distributed connections and devices to learners in line with their own digital strategies.

We continue to work with local authorities on plans to ensure every school-aged child has access to a device and connectivity by the end of this parliamentary term.

The Scottish Government and senior officials engage regularly with business leaders, representative organisations and industry bodies. During those conversations business have called for measures relating to the cost crisis including: energy price cap for business, VAT reduction, improvements to the occupation shortage list to tackle staff shortages and support in handling business debt.

As the powers to act on these requests fall within reserved responsibilities, I wrote to the UK Government on 8 August to urge it to act in response to these business concerns. I also called for the introduction of an energy price cap for SMEs and support for businesses to prevent closures, as well as investment in economic stimulus to minimise the scale of the projected recession.

The First Minister also wrote to the new Prime Minister in similar terms.

Business organisations have also suggested ways in which Scottish Government can help, including an easing of regulatory burdens; affordability of commercial rent; encouraging continuation of prompt payment; incentivising investment in renewable technologies coupled with improvements to the planning process to accelerate that investment; a freeze on non-domestic rates; capital investment for those businesses who are able to invest for the future; and a resilience fund to support the most extreme cases of hardship and where the business has a viable future.
