Yes, Argyll and Bute alongside other local authorities that are home to large numbers of private water supplies were considered when deciding where to pilot private water supply first time connections scheme. The main purpose of this scheme is to focus on private water supplies which are facing water scarcity due to climate change.

This information is not held by the Scottish Government. Pay for directly employed staff would depend on a number of variables like the Banding of the nurse, the length of the shift and whether the shift takes place at night or over the weekend when an unsocial hours premium would apply.

The Scottish Government and senior officials engage regularly with business leaders, representative organisations and industry bodies. During those conversations business have called for measures relating to the cost crisis including: energy price cap for business, VAT reduction, improvements to the occupation shortage list to tackle staff shortages and support in handling business debt.

As the powers to act on these requests fall within reserved responsibilities, I wrote to the UK Government on 8 August to urge it to act in response to these business concerns. I also called for the introduction of an energy price cap for SMEs and support for businesses to prevent closures, as well as investment in economic stimulus to minimise the scale of the projected recession.

The First Minister also wrote to the new Prime Minister in similar terms.

Business organisations have also suggested ways in which Scottish Government can help, including an easing of regulatory burdens; affordability of commercial rent; encouraging continuation of prompt payment; incentivising investment in renewable technologies coupled with improvements to the planning process to accelerate that investment; a freeze on non-domestic rates; capital investment for those businesses who are able to invest for the future; and a resilience fund to support the most extreme cases of hardship and where the business has a viable future.

Skills Development Scotland (SDS) has operational responsibility for our Modern Apprenticeship (MA) programme. Official MA statistics are published quarterly by SDS, including the number of starts, with a full year report available at the end of each financial year.

All MA starts are asked to complete an equality monitoring form. In terms of measuring and reporting on disabilities, SDS asks for participants’ self-reported information on impairment, health condition or learning difficulty. The number and proportion of MA starts self-identifying this from 2017-18 to 2021-22 is detailed in the following table:

Aberdeenshire is home to over 8000 (one third) of all private water supplies in Scotland, more than double those in Argyll and Bute, and almost triple those in the Highland Council region. Given the prevalence of water scarcity in the North East of Scotland and the numbers of Private Water Supplies in Aberdeenshire and hence the acute challenge, we decided to pilot in this area to inform any future interventions.

In addition to reporting requirements associated with our delivery partner’s (Youth Scotland) Offer of Grant and their own associated progress monitoring and reporting, the National Islands Plan itself has governance structures, including the NIP Delivery Group (which includes representation from the YIN), the Islands Strategic Group and our requirement to produce an Annual Report on the implementation of the National Islands Plan to Parliament.

The operation of company law is reserved to the UK Government. The Companies Act 2006 is the main legislation which governs the operation of companies within the UK including in Scotland. This includes the law relating to where trading certificates may be required in order for a company to trade.

The Insolvency Service, which is an executive agency of the UK Government and sponsored by the Department for Business, Energy and Industrial Strategy, includes information as to their role in dealing with 'phoenix companies' on their website. The role of the Insolvency Service includes investigating potential examples of director misconduct in the context of phoenix companies.

Local Authorities are responsible for street lighting on public roads and footways that are within their statutory list of public roads, Motorways and Trunk Lighting are maintained by Transport Scotland.

The Scottish Government does not hold information on how many street light electric vehicle charge points are currently in operation broken down by local authority area. However, the majority of public charge points installed to date in Scotland, including through the Scottish Government’s £50m investment in the ChargePlace Scotland Network, are unlikely to be connected or integrated to lampposts.
