1. Decision on taking business in private:

The Committee agreed to take item 6 in private.


2. Subordinate legislation:

The Committee took evidence on the Scottish Parliament (Disqualification of Councillors) Regulations 2025 [draft], the Scottish Parliament (Disqualification of Members of the House of Commons) Regulations 2025 [draft], and the Scottish Parliament (Disqualification of Members of the House of Lords) Regulations 2025 [draft] from—

Graeme Dey, Minister for Parliamentary Business and Veterans,

    Ailsa McKeever, Parliament and Legislation Unit,

    Iain Hockenhull, Head of Elections Team and

    Jordan McGrory, Legal Directorate, Scottish Government.

 

Emma Roddick MSP declared an interest as a former councillor with the Highland Council.

Sue Webber MSP declared an interest as a former local authority councillor with the City of Edinburgh Council.

Ruth Maguire MSP declared an interest as a former councillor with North Ayrshire Council.


3. Subordinate legislation:

Graeme Dey, Minister for Parliamentary Business and Veterans moved—S6M-18743—That the Standards, Procedures and Public Appointments Committee recommends that the Scottish Parliament (Disqualification of Members of the House of Commons) Regulations 2025 be approved.

The motion was agreed to.


4. Subordinate legislation:

Graeme Dey, Minister for Parliamentary Business and Veterans moved—S6M-18744—That the Standards, Procedures and Public Appointments Committee recommends that the Scottish Parliament (Disqualification of Members of the House of Lords) Regulations 2025 be approved.

The motion was agreed to.


5. Subordinate legislation:

Graeme Dey, Minister for Parliamentary Business and Veterans moved—S6M-18745—That the Standards, Procedures and Public Appointments Committee recommends that the Scottish Parliament (Disqualification of Councillors) Regulations 2025 be approved.

The motion was agreed to.
