1. Decisions on taking business in private:

The Committee agreed to take items 6, 7 and 8 in private.


2. Scottish Budget 2026-27:

The Committee took evidence on the Scottish Budget for 2026-27 from—

Neil Gray, Cabinet Secretary for Health and Social Care, Alan Morrison, Deputy Director Health Infrastructure & Sustainability, and Fiona Bennett, Chief Finance Officer for Health and Social Care, Scottish Government.

Dr Sandesh Gulhane MSP declared an interest as a practising NHS GP.

Clare Haughey MSP declared an interest as holding a bank nurse contract for NHS Greater Glasgow and Clyde.


3. Subordinate legislation:

The Committee took evidence on the Civic Government (Scotland) Act 1982 (Licensing of Non-surgical Procedures) Order 2026 from—

Jenni Minto, Minister for Public Health and Women's Health, Rachel Coutts, Lawyer, and Owen Griffiths, Legislation Team Leader, Scottish Government.


4. Subordinate legislation:

Jenni Minto MSP (Minister for Public Health and Women's Health) moved—

S6M-20213 —That the Health, Social Care and Sport Committee recommends that the Civic Government (Scotland) Act 1982 (Licensing of Non-surgical Procedures) Order 2026 be approved.

The motion was agreed to.


5. Subordinate legislation:

The Committee considered the following negative instrument—

Public Bodies (Joint Working) (Integration Joint Boards) (Scotland) Amendment Order 2025

The Committee agreed to invite selected stakeholders and the Minister for Social Care and Mental Wellbeing to give oral evidence on the instrument at its next meeting.



6. Scottish Budget 2026-27 (In Private):

The Committee considered the evidence it heard earlier under agenda item 2.


7. Subordinate legislation (In Private):

The Committee considered a draft report on the Civic Government (Scotland) Act 1982 (Licensing of Non-surgical Procedures) Order 2026. The Committee delegated to the Convener responsibility for finalising the draft report for publication.


8. Draft Climate Change Plan (In Private):

The Committee considered a draft letter to the Net Zero, Energy and Transport Committee. Various changes were agreed to and the Committee agreed to consider an updated draft via correspondence.
