1. Circular Economy (Scotland) Bill: Financial Memorandum:

The Committee took evidence from—

Lorna Slater, Minister for Green Skills, Circular Economy and Biodiversity, Janet McVea, Head of Zero Waste Unit and Alexander Quayle, Team Leader - Recycling, Scottish Government.


2. Subordinate legislation:

The Committee took evidence on the Budget (Scotland) Act 2023 Amendment Regulations 2023 [draft] from—

Tom Arthur, Minister for Community Wealth and Public Finance, Craig Maidment,Senior Finance Manager and Niall Caldwell,Corporate Treasurer, Scottish Government .

During agenda item 2, Jamie Halcro Johnston referred Members to his register of interests as a partner in a farming business and as a member of NFU Scotland.


3. Subordinate legislation:

Tom Arthur (Minister for Community Wealth and Public Finance) moved—

S6M-10683—That the Finance and Public Administration Committee recommends that the Budget (Scotland) Act 2023 Amendment Regulations 2023 [draft] be approved.
