1. Decision on taking business in private:

The Committee agreed to take items 3, 4, 5, 6, 7, 8, 9 and 10 in private.


2. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Police (Ethics, Conduct and Scrutiny) (Scotland) Act 2025 (Commencement No. 1) Regulations 2025 (SSI 2025/175 (C.18))
Bovine Viral Diarrhoea (Scotland) Amendment Order 2025 (SSI 2025/176)




3. Greyhound Racing (Offences) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Rural Affairs and Islands Committee.


4. Children (Withdrawal from Religious Education and Amendment of UNCRC Compatibility Duty) (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Equalities, Human Rights and Civil Justice Committee.


5. Prevention of Domestic Abuse (Scotland) Bill (in private):

The Committee considered the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Criminal Justice Committee.


6. Community Wealth Building (Scotland) Bill (in private):

The Committee considered the Scottish Government's response to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Economy and Fair Work Committee.


7. Wellbeing and Sustainable Development (Scotland) Bill (in private):

The Committee considered the response from the Member-in-charge to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Social Justice and Social Security Committee.


8. Restraint and Seclusion in Schools (Scotland) Bill (in private):

The Committee considered the response from the Member-in-charge to points raised on the delegated powers provisions in this Bill at Stage 1. It agreed to report to the lead committee on the Bill, the Education, Children and Young People Committee.


9. Children’s Wellbeing and Schools Bill (UK Parliament legislation) (in private):

The Committee considered the Legislative Consent Memorandum and powers to make subordinate legislation within devolved competence in the Bill. It agreed to write to the Scottish Government.
