1. Decision on taking business in private:

The Committee agreed to take items 5, 6, 7, 8, 9 and 10 in private.


2. Instruments subject to negative procedure:

The Committee agreed to bring to the attention of the Parliament the following—

Education (Appeal Committee Procedures) (Scotland) Amendment Regulations 2025 (SSI 2025/144)
Firefighters’ Pension Scheme (Amendment) (Scotland) Regulations 2025 (SSI 2025/149)
Teachers’ Pension Scheme (Scotland) (Amendment) Regulations 2025 (SSI 2025/152)

The Committee agreed that no points arose on the following—

Valuation (Proposals Procedure) (Scotland) Regulations 2025 (SSI 2025/146)


3. Instruments not subject to any parliamentary procedure:

The Committee agreed that no points arose on the following—

Children (Scotland) Act 2020 (Commencement No. 3 and Saving Provision) Regulations 2025 (SSI 2025/157 (C.14))




4. Scottish Parliament (Recall and Removal of Members) Bill:

The Committee took evidence on the Bill from—

  • Graham Simpson - Member in charge of the Bill; and
  • Catriona Lyle - Solicitor, Legal Services, Scottish Parliament.


5. UEFA European Championship (Scotland) Bill (private):

The Committee considered the delegated powers in this Bill at Stage 1, and agreed to report to the lead committee on the Bill, the Constitution, Europe, External Affairs and Culture Committee.


6. Community Wealth Building (Scotland) Bill (private):

The Committee considered the delegated powers in this Bill at Stage 1, and agreed to write to the Scottish Government.


7. Natural Environment (Scotland) Bill (private):

The Committee considered the Scottish Government's response to points raised on the delegated powers provisions in this Bill at Stage 1, and agreed to report to the lead committee on the Bill, the Rural Affairs and Islands Committee.


8. Scottish Parliament (Recall and Removal of Members) Bill (private):

The Committee considered the evidence from the Member-in-charge to points raised on the delegated powers provisions in this Bill at Stage 1, and agreed to report to the lead committee on the Bill, the Standards, Procedures and Public Appointments Committee.


9. Public Authorities (Fraud, Error and Recovery) Bill (UK Parliament legislation) (private):

The Committee considered the powers to make subordinate legislation within devolved competence conferred on UK Ministers in the Bill, and agreed to write to the Scottish Government. 


10. Framework legislation and Henry VIII powers (private):

The Committee considered the further steps it wishes to take in relation to guidance following its inquiry, and agreed to consider draft guidance before the end of the Parliamentary Session.
