Through Scotland’s Land Use Strategy, our Land Rights and Responsibilities Statement and Natural Capital Framework, we have in place an established set of principles, objectives, protocols, and guidance. This helps our farmers, crofters and other land owners and managers in their land use decision making, and provides strategic connections across multiple interests, including Scotland’s National Strategy for Economic Transformation, Environment Strategy and National Planning Framework 4.

The fourth iteration of Scotland’s Land Use Strategy is due for publication in early 2026 and as it is developed we will work closely with stakeholders to further discussion of the multiple pressures our land faces and the opportunities and challenges that an integrated approach to land use can bring.

The British Transport Police managed the Railway Guardian app, which was closed in January 2025.

We understand that British Transport Police will now focus on its text 61016 service, which is now free on major phone networks and the easiest way to report non-urgent crime to BTP.

The Scottish Government acknowledge the capacity challenges currently within the system, however, we have a clear plan to reduce waiting times and delayed discharges supported by £200 million targeted investment through the 2025-26 Budget.

Through this investment we will focus on shifting the balance of care from acute, to community. We will expand the Hospital at Home service, deliver additional support for GPs, and invest in new hospitals at Belford and Monklands. These actions will release capacity in the acute system.

Hospital at Home is a key component in tackling capacity pressures as the service continues to provide care for people at, or as close to home as possible, avoiding unnecessary stays in hospital, relieving pressures on urgent care services and reducing delays in the system.

Additionally, the Centre for Sustainable Delivery (CfSD) are working with Boards to identify opportunities within the acute system for more efficient use of inpatient capacity and implement improvement actions that will support patient flow.

The objectives for my visit were to raise the profile of Scotland’s energy offer in Germany, with a view to future trade and investment possibilities; to position Scotland as a leading player in the energy transition, with valuable learning to share with Germany and internationally; and to engage strategically with major German energy companies to gain insights on their growth plans and promote Scotland as a destination for further business opportunities.

I addressed the Handelsblatt Energy Conference, where around 1000 senior energy stakeholders were in attendance, and secured widespread coverage in German media of Scotland’s energy offer and the attractiveness of our industrial sites and workforce. The high profile of the Handelsblatt platform and subsequent media coverage further promoted innovation and investment opportunities in the Scottish supply chain.

My visit enabled me to meet with a number of German businesses to promote investment in the Scottish sector, including RWE Generation, EnBW and Siemens Energy. These meetings helped progress and deepen important relationships with German stakeholders who will be important to Scotland’s developing green hydrogen and CCUS propositions, as well as helping to develop the energy sector to facilitate Scotland achieving its climate targets. I also met with Germany’s former hydrogen commissioner, the CEO of Germany’s largest transmissions system operator, and senior officials from the German Foreign Office. Officials will now take forward actions from those discussions, in Scotland and Germany, to progress companies’ commercial interests in Scotland.
