The Scottish Government is pleased to announce in the draft budget that we will provide a Bus Infrastructure Fund in 2025-26 focussed on delivering bus priority, supporting infrastructure measures to tackle the negative impact of congestion and local public transport improvements. This brings the Bus Partnership Fund and Community Bus Fund together into one fund.

£20.5 million was spent on bus priority through the Bus Partnership Fund. This has delivered bus gates, enforcement cameras, and equipment to help buses get through traffic lights more quickly in North Ayrshire, Glasgow, Inverness, Aberdeen and Edinburgh. It has also assisted in making a number of temporary measures, such as bus lanes, permanent in Edinburgh and Glasgow. A bus gate at Raigmore Hospital in Inverness also opened helping buses to by-pass congestion and passengers to access this important facility more quickly.

Our Public Sector Reform (PSR) programme is making a vital contribution to improving outcomes and achieving sustainable public finances in the longer term. We have set out a clear programme of PSR to Parliament, with a strong focus on the data, levers and workforce that will drive efficiency. To enable this work, we will implement an Invest to Save fund in 2025-26, backed by up to £30 million of new funding. This fund will support the cost of change to deliver improvements in efficiency, effectiveness and productivity, including cashable savings which will be recycled back into the fund, and we will work towards creating a self-sustaining fund.

Shoplifting and other forms of retail crime causes considerable distress to their victims. We have seen a significant rise in recorded shoplifting throughout the UK according to our own figures and those released by the Office for National Statistics for England and Wales and Scotland, part of which is being driven by organised criminal groups.

As announced by the Cabinet Secretary for Finance and Local Government on 4 December 2024, £3 million will be specifically provided through the draft budget for 2025/26 to enable Police Scotland to work with the retail sector to target the unacceptable levels of crime on Scotland’s high streets.

This funding is an important step in the fight against retail crime which costs businesses millions each year, and has a knock-on effect on the prices we pay in the shops.

As set out in the 2023-24 Programme for Government, the Scottish Government has been reviewing its policy in relation to drinking water and wastewater with a view to bringing forward new primary legislation as soon as practicable. As part of the review, it is considering how the water industry needs to adapt to the impacts of climate change.

A consultation on detailed policy measures will be published in Spring 2025 and we would welcome all views and contributions.

Scotland’s volunteers make a fantastic contribution to people’s lives and our communities.

The Scottish Government provide direct funding to national and local intermediaries to support the national and local volunteering infrastructure. This includes funding for Volunteer Scotland to implement Scotland’s Volunteering Action Plan. This long-term plan seeks to increase participation and reduce barriers to volunteering for all. The Scottish Government also funds the local Third Sector Interface network who support volunteering across all 32 local authorities as well as funding youth volunteering and the Volunteering Support Fund.

Volunteer Scotland has strategic leadership of volunteering, including provision of a national advice centre and delivery of research. We very much welcome the launch, in September, of a national volunteering recruitment campaign, led by Volunteer Scotland, to address volunteer shortages. This will provide volunteer involving organisations with practical guidance and promotion materials to help attract and retain volunteers.

We have allocated over £66 million of funding to Sustrans this financial year. This includes funding and support to Local Authorities and others to deliver infrastructure to help people walk, wheel or cycle, as well as support to upgrade and expand the National Cycle Network throughout Scotland. This is delivered by Sustrans’ Scotland based staff from their office in Edinburgh.

As part of our transformation of active travel delivery, the funding of the main Transport Scotland infrastructure programme, Places for Everyone, managed by Sustrans, winds down to December 2025.

The new Active Travel Infrastructure Fund which will see Transport Scotland directly award funding to Local Authorities, Regional Transport Partnerships and National Park Authorities.

Members and the public are encouraged to use clips from Parliament TV on social media. This is an effective mechanism for sharing information about the work of Members and reaching new audiences.

The SPCB last considered this matter in April of this year when it agreed new guidance for Members and their staff on the use of clips for social media.    

The guidance was subsequently published in May 2024 and includes illustrative examples of what is and isn’t acceptable in line with both the copyright policy and the policy for MSPs’ on the use of parliamentary resources.  The material can be used to make a fair and accurate report of parliamentary proceedings and should not be edited, added to, distorted or digitally manipulated except to add accessibility features.  

SPCB policies and guidance are kept under review. Feedback is welcome so we can ensure they are as clear and useful to Members as possible.

We are committed to tackling all forms of violence against women and girls, including economic abuse, which as a tactic of coercive control and abuse can have lifelong impacts on victims.

Through our Delivering Equally Safe fund, we are providing approximately £600,000 over three and a half years to GEMAP, for their Financially Included project. This focuses on improving responses to economic abuse across the money advice and gender-based violence sectors, through development and delivery of training and resources. Additionally Financially Included use their learning to raise awareness of economic abuse and the economic impact of all forms of male violence against women and girls.

Our Equally Safe strategy makes challenges the notion that violence against women and girls is inevitable or acceptable and emphasises the importance of challenging attitudes that underpin violence against women and girls.

We know that it is important that men and boys are seen as part of the solution and that they are involved in the work of prevention. This is why, we continue to fund projects such as White Ribbon Scotland to work with men and boys on the issue through our Delivering Equally Safe fund. I was pleased that my colleague, Mr Hepburn, was able to speak at their recent event which they hosted alongside Zero Tolerance on Wednesday 11 December. It was an important opportunity to highlight the importance of engaging with men to tackle VAWG, and to reinforce the Scottish Government’s commitment to engaging men within our work to prevent violence against women and girls.

We continue to take forward a range of actions in schools to address gender based violence and sexual harassment. For example, Equally Safe at School, Rape Crisis Scotland’s national sexual violence prevention programme and Mentors in Violence Prevention, a peer education programme that gives young people the chance to explore and challenge the attitudes, beliefs and cultural norms underpinning gender based violence, bullying and other forms of violence. We have also published a national framework for schools to help tackle sexual harassment and gender-based violence.

Additionally, within our recently published Equally Safe Delivery Plan, we have committed to developing a public engagement approach to raise awareness of the scale and impact of VAWG.
