To ask the Scottish Government whether it has reviewed what other NHS boards can learn from the pilot initiative in NHS Grampian that is focused on improving training for migraine management and promoting public awareness of migraine treatment options in community pharmacies, and what steps it is taking to assess the case for continuing this work.

The Migraine Trust were awarded £85,675 in 2022-23 through the Scottish Government Neurological Care & Support Framework, for work upskilling community, primary and secondary care pharmacists across NHS Grampian to help people with migraine manage their symptoms and treatments more effectively.

The Scottish Government funded an additional £135,501 in 2023-24 to further embed this work locally, and to partner with other Health Boards to extend the reach of pharmacists trained and increase care and support for people living with migraine based on the blueprint NHS Grampian approach.

We understand that a further six NHS Boards are working towards adopting this model of migraine care in future, including NHS Lanarkshire, NHS Lothian & NHS Tayside who have project teams in place with plans to undertake work with support from the NHS Grampian/Migraine Trust project team.

An eLearning programme for NHS Education for Scotland’s platform TURAS has been developed through the project. This comprises a suite of training materials available for all pharmacists and pharmacy teams in Scotland to access.

The project in Grampian has forged links with Robert Gordon University’s School of Pharmacy and Life Sciences with the aim of helping to shape students’ learning, towards create a sustainable change to the way migraine care is given.

We receive regular progress updates from the Migraine Trust and myself visited the project in August. We are discussing options with the Migraine Trust for further adoption of this approach to delivering care for people with migraine.

To ask the Scottish Government what assessment it has made of the effectiveness of the Chief Entrepreneur.

The Chief Entrepreneur has been fundamental to the development of some of our most ambitious economic policies, including but not limited to: the building of a new policy agenda embodied by the Scottish Tech Ecosystem Review; the Entrepreneurial Campus Blueprint report to enhance the economic impact of our universities and colleges, and promote the teaching of Computer Science in schools; the Pathways report to increase women’s participation in entrepreneurship; and the delivery of Techscaler, a programme central to our ambitions to create one of the finest state-funded entrepreneurial systems in the world dedicated to the creation of high-growth businesses.

To ask the Scottish Government what progress is being made with the BP & EnBW enabling (a) crew transfer vessel and (b) service operation vessel fabrication project in the Scottish Offshore Wind Energy Council Strategic Investment Model.

These projects have been classed as referral projects in the Strategic Investment Model process and have been referred to their local enterprise agency to continue discussions on ways in which the projects can be supported. While the Scottish Government supports the industry-led Strategic Investment Model, the decision to prioritise projects for investment through the Strategic Investment Model was made by industry – not the Scottish Government.

To ask the Scottish Government what its position is on the reported calls from the Scottish Retail Consortium and Scottish Tourism Alliance for the UK Government, in the upcoming Autumn Budget, to restore tax-free shopping for overseas visitors as a means of supporting Scotland’s retail, tourism and hospitality sectors.

The Scottish Government opposed the abolition of tax-free shopping when it was announced in 2020 and called upon the previous UK Government to listen to industry and urgently reconsider the issue, including in a letter sent to the Chancellor ahead of the 2024 UK Spring Budget.

The removal of VAT-free shopping is likely to be having a detrimental impact on retail businesses and may be discouraging tourists from visiting the UK, and Scotland specifically. Many EU countries offer tax-free shopping for non-EU visitors, giving their retail sectors an advantage over Scotland’s fantastic range of shops, stores, manufacturers and producers and making those European cities a more attractive tourist destination.

The Scottish Government’s position remains that the restoration of VAT-free shopping for all overseas visitors to the UK would help support this vital sector in Scotland.

Ultimately, the Scottish Government believes that all tax powers should be devolved to the Scottish Parliament so that we can provide the support that Scottish retailers and tourism businesses need.

To ask the Scottish Government whether it has received any legal advice about the potential equalities impacts of using live facial recognition technology for law enforcement purposes, in light of the reported proposals from the Chief Constable of Police Scotland.
