Chamber and committees

The Scottish Government is aware of the importance of rural bus services and is committed, in conjunction with operators and local authorities, to looking at ways of improving services. I recently convened the first Bus Taskforce to bring key players in the sector together to make bus travel a more attractive choice for passengers through joint commitments to reform and improve bus services.

We are supporting bus use through the under 22s free bus travel scheme, which means that around half of Scotland’s population are now eligible for free bus travel. As of 21 November, 71.6% of eligible children and young people in Fife had an active National Entitlement Card allowing them to access the Young Persons' Free Bus Travel Scheme, and those cardholders have already made over 2.6 million journeys.

We continue to provide financial support for bus services to keep services more extensive and fares more affordable than would otherwise be the case. Payments are based on the distance buses are operated, which is a particular advantage in rural areas where the routes are generally longer. Funding is also provided to local authorities in their annual settlement to support services they consider socially necessary and for community transport services, which can play an important role in rural transport networks.

In addition, the Scottish Government is supporting a number of local projects within Fife. This includes: multi operator ticketing schemes such as the ABC scheme and OneTicket; investing in the the University of St Andrews “MaaSterplan” pilot which aims to increase the utilisation of the existing Go-Flexi Demand Responsive Transport (DRT) service; and the £1.6 million award from the Bus Partnership Fund to Fife Bus Partnership to appraise bus priority options along key corridors in Fife.

We recognise the importance of strong port infrastructure to support our offshore renewable ambitions. One of the primary recommendations of the Scottish Offshore Wind Energy Council’s (SOWEC) Strategic Infrastructure Assessment (SIA) for Offshore Wind was the creation of a Scottish Floating Offshore Wind Port Cluster. The SIA made clear that the sector must work collaboratively to help focus activity and investment in Scottish ports.

New ScotWind leaseholders have joined existing Scottish offshore wind developers in signing up to a Collaborative Framework Charter, agreeing to work jointly together to build a pipeline of supply chain work. 24 developers have agreed to work together in the development and delivery of this Collaborative Framework. Through this grouping, i ndustry, enterprise agencies, and Scottish Government are working together to develop a Strategic Investment Model (SIM) which will support the recommendations of the SIA.

Since short-term lets as a category have not previously been subject to regulation, there are no official statistics on the size of the sector. However, there are a variety of data sources which can provide indirect evidence of how the sector has evolved in recent years, particularly with the growing prevalence of on-line platforms. Our licensing scheme will provide data on the number, type and location of short-term lets in Scotland. Licensing authorities must maintain a public register of applications for short-term lets licences which they are required to share with the Scottish Government on a quarterly basis. The Scottish Government will amalgamate licensing authority data to produce a national report. This national report on short-term let activity in Scotland will close a significant gap in knowledge that currently exists.

The evaluation of the Scottish Targeted Enhanced Recruitment Scheme for GPs or GP Speciality Training bursary (GPST bursary) was led by Scottish Government Scottish Clinical Leadership Fellows in collaboration with NHS Education for Scotland (NES). The evaluation is expected to be completed by Spring 2023. The evaluation was instructed to inform policy consideration and was not conducted on the basis that it would in future become a publication. Nevertheless, once the evaluation is completed, consideration will be given to the publication of the final evaluation report.

The Scottish Government are awaiting publication of the guidance by the National Institute for Health and Care Excellence (NICE) before deciding their next steps in relation to whether we ask the Scottish Health Technologies Group (SHTG) to review and adapt the guidance for NHS Scotland. The draft guidance by NICE medical technologies has an expected publication date of March 2023.

The breakdown of the information requested is not held centrally the collation of this information would incur disproportionate costs.

The capital budget of £574 million will be allocated in full to NHS Territorial and National Boards and it is expected that the budget by the year end will be fully invested and spent. This will cover basic maintenance, replacement of essential medical equipment, developing the National Treatment Centre Programme, delivering the Baird and ANCHOR centre in Aberdeen, the Parkhead Health and Social Care Centre in the East End of Glasgow and numerous other vital capital projects.
