The HMP Glasgow project was advertised to the market in March 2022 to commence procurement of pre-construction services as part of a two-stage procurement process in order to progress the overall delivery of the programme. The Scottish Prison Service awarded the pre-construction services contract in July 2022. Timescales for the delivery of the prison will be confirmed once the design phase is concluded.

Apprenticeships are a vital resource for employers to invest in their workforce and for people to develop their skills. Investing in skills across people’s lifetimes is critical to our future productivity and success, underlining our commitment to a skilled workforce set out within the National Strategy for Economic Transformation.

Skills Development Scotland (SDS) is responsible for managing the modern apprenticeship programme in line with Ministerial expectations, and taking into account industry demand. The Modern Apprenticeship demand assessment includes consultation with industry to inform the contracting strategy .

It is standard practice for SDS to work with employers and review changing employer demand for apprenticeship starts in-year, and they adjust the number of starts allocated to respond as appropriate within their budget.

This month, SDS concluded a reallocation process and will issue updated contract awards for over 2,000 new Modern Apprenticeship starts to providers with strong evidence of employer demand and where there is a need to support critical skills in the economy. SDS will continue to follow this process this financial year.

The Scottish Government remains committed to the ambition. We are working with partners to explore how we can enable the transformational change required to ensure that by 2030 at least 5% of all community-based health and social care spend across Scotland is invested in preventative whole family support measures.

This includes providing £32m of Whole Family Wellbeing Funding on an annual basis to Children's Services Planning Partnerships to shift investment towards timely and sustainable early intervention and prevention activities that are flexible, responsive and proportionate to ensure families can access the support they need, when they need it and where they need it, before they reach crisis point.

The Scottish Government recognises the findings that have been highlighted within the Disability Price Tag 2023 report, that disabled people have been disproportionately impacted by the current cost-of-living crisis.

One of the First Minister’s first acts upon taking office was to increase the budget for our Fuel Insecurity Fund to £30 million for 2023-24 to ensure support is available to households who would otherwise be at risk of self-rationing their energy use, or self-disconnecting entirely. Assistance is provided on the basis of a holistic assessment of individuals’ circumstances, which can include increased energy usage arising from the need to run essential medical devices.

The Scottish Government provide a range of disability benefits to help disabled people and those with long-term conditions. These benefits provide financial support to disabled people to mitigate the additional costs of living with a disability or health condition. In recognition of the cost crisis, all Scottish Government social security benefits were increased by 10.1% in April, except for Scottish Child Payment, which was uprated early, with an investment of around £430 million. This uprating is in line with inflation as measured by the Consumer Prices Index.

The Scottish Government is determined to ensure that buildings with unsafe cladding are remediated and that developers meet their responsibilities. The Scottish Government has been working closely with Homes for Scotland and the 10 largest developers who work across the UK (wave one developers) to agree a Scottish Safer Buildings Accord.

We have now reached an in-principle agreement with Homes for Scotland and a number of those wave one developers on the Accord. This is an important step in the process. We will now move to agree the long form legally-binding contract to support the remediation of developer linked buildings with unsafe cladding. We will continue to engage with the remaining wave one developers to address outstanding technical questions and open discussions with the smaller and medium sized developers on their responsibilities. We are continuing to explore legislative options to safeguard residents and homeowners.

The Acorn storage project at St. Fergus is a vitally important part of a wider Carbon Capture Utilisation and Storage opportunity in Scotland. Scottish Government economic scenario analysis shows CCUS would have a positive impact on the Scottish economy. In 2045 Scottish GDP could be 1.3-2.3% (£3.8Bn-£6.7Bn) higher in scenarios with CCUS, than without. By deploying CCUS, hydrogen and direct air capture technologies in Scotland, the Scottish Cluster believes it could support an average of 15,100 jobs between 2022-2050, with a peak of 20,600 jobs in 2031.

Whilst these significant benefits will undoubtedly positively impact the North-East, the Scottish Government’s ambitions for CCUS extend Scotland-wide, and the development of strategically located CCUS infrastructure in Scotland’s industrial clusters in Grangemouth and the North-East could protect and ensure the just transition for important domestic industries into a low-carbon future, protecting jobs and utilising existing skills.

I have met with a range of stakeholders in the energy industry since taking on this ministerial role. I most recently met with the UK Government Minister Andrew Bowie on 27 April regarding the Energy Bill, to discuss the enabling legislation required to deploy the Acorn project and to ensure this vital piece of legislation best reflects Scotland’s interests.

The Scottish Government maintains an open dialogue with Liberty Steel and meets with them regularly.

The question of whether or not to install additional equipment at the Dalzell or Clydebridge facilities is an operational matter for Liberty Steel. From recent discussions I understand that there are currently no plans to install an Electric Arc Furnace at either Dalzell or Clydebridge.
