Our Programme for Government 2024-25 set out that we will bring forward a Heat in Buildings Bill that is deliverable and affordable for households and businesses, setting the long term direction of travel and, in turn, providing certainty to building owners and the supply chain.

Given the important relationship between our consultations on proposals for a Heat in Buildings Bill and to reform Energy Performance Certificates (EPCs), we are considering responses to both at the same time. We intend to publish our responses to the Heat in Buildings Bill and EPC reform consultations at the same point later this year.

My officials are in exploratory discussions with the service provider and users of the Timberlink ferry service to explore the future of the contract. As part of this officials are engaging with Timberlink users to assess the feasibility of introducing a new funding contribution from them. At this stage no formal impact assessment has been undertaken.

The price for HMP Highland is set in the construction contract which was awarded in April 2024. While there remains a risk of extension of time (and associated costs) due to extreme weather or other unforeseen circumstances, it is expected that the agreed price will be the price paid.

In line with agreed practice, an FCDO official was not present at this meeting.

Creative Scotland, in its role of supporting the growth of sustainable creative businesses in Scotland, has an explicit focus on environmental sustainability. This is detailed in their 2022 A Climate Emergency and Sustainability Plan for Creative Scotland | Creative Scotland and subsequent annual reviews, Environmental Sustainability Review 2023/24 | Creative Scotland as well as in the detailed guidance in the form of funding criteria Environmental Sustainability | Creative Scotland that is employed in assessing applicants to its Grant-in-Aid and National Lottery funds.

The design sector, as defined by Scottish Government, reported GVA of £570.8m in 2022, but its impact and benefits are often overlooked. In response to this, Creative Scotland and V&A Dundee have been working together under the banner of ‘Design for Scotland’ to progress a project involving the design community responding to a call to action of ‘Ask not what Scotland can do for Design, but what Design can do for Scotland’. This has included consideration of the environmental impact of design.

In Scotland, we benefit from excellent design education in our colleges and Universities. Per head of population, Scotland has more of its art and design schools in the global top 100 ranking Universities than any other European country.

Furthermore, Architecture and Design Scotland helps support the design of sustainable buildings and places in Scotland, including with local authorities, agencies, stakeholders and communities to address environmental impacts of the built environment and promote positive environmental outcomes.

We can be confident that both the Design community and the structures that support them are looking forward to ensuring that their skills and aspirations are fully employed in ensuring that environmental impact is at the heart of the design process in Scotland.

The Scottish Government published the National Specification for Psychological Therapies and Interventions and the Core Mental Health Standards in September 2023.

We have made a commitment to take a phased approach to implementation, to ensure the Standards and Specification would be implemented effectively in light of existing pressures across the health and social care system.

Assessment tools to assess and support adherence to the Specification and Standards were developed and piloted in spring 2024 and will be rolled out across all boards in 2024-25.

Additionally, Public Health Scotland have reviewed the publication of the Mental Health Quality Indicator Framework and will be publishing this in interactive dashboard format including new Board and HSCP level data from 26 November 2024. This will provide transparency of key access and quality indicators relevant to the Specification and Standards in one place, with the intention to expand this collection in due course.

The Scottish Government is working hard to support hard pressed families to be able to enjoy the benefits of digital inclusion. Since 2022, around 280,000 digital devices had already been provided to learners along with 14,000 connectivity packages.

The Scottish Government is developing a new digital strategy, for school education in Scotland, in partnership with COSLA and key education stakeholders. The strategy will outline the important role we believe digital tools and services play in the future of Scottish education and will highlight the key features of successful technology provision. It will consider both people and technology aspects of digital in education in Scotland to help support deployment and purposeful use of technology in our schools.

Through our Connecting Scotland programme, the Scottish Government provides internet-enabled devices, connectivity, and digital skills support to those who are digitally excluded. Since it was established, the programme has delivered more than 61,000 devices, removing barriers to digital access and supporting inclusion.

The removal of A1 Plus was a change enforced by Microsoft, applied to all customers globally. In effect, that licence tier has been retired by Microsoft, therefore there was no option to negotiate a deal to continue to provide A1 Plus for Glow users. Officials pressed Microsoft to afford some flexibility in regards to the A1 Plus licence withdrawal date. However, Microsoft responded that this was not possible.

The A1 licence in Glow remains in place and will continue to provide access to the web-based version of Microsoft Office until the contract end-date in September 2027. Scottish Government has commissioned Education Scotland to undertake a review of needs for any national digital provision in the future.

The Scottish Government has provided Scottish Agritourism with £60k funding in 2024-2025 to support with preparations for Scotland hosting the 2026 World Agritourism Conference.
