To ask the Scottish Government, further to the answer to question S6W-29028 by Shona Robison on 9 September 2024, whether it will provide the specific number of occasions that it has met with the leader of Orkney Islands Council in each year since 2021.

Details of every external meeting all Ministers have undertaken since 2016 can be found here: https://www.gov.scot/collections/ministerial-engagements-travel-and-gifts/. This currently shows engagements up until May of this year, however information on engagements after this point will be published in due course, as per the Scottish Government’s commitment to do so, which is set out in the Scottish Ministerial Code.
It is also worth noting that although the names of specific councils or council leaders may not appear in records of certain engagements, the First Minister, previous First Ministers and other Ministers have engaged with various council leaders at COSLA Annual Conferences and other conferences and events that involve council leaders since 2021.

To ask the Scottish Government, in light of the commitment that it gave to Environmental Standards Scotland on the matter, whether the current policy position on Ramsar sites, which are officially designated as "wetlands of international importance", will be reviewed by autumn 2024, and by what date any revised policy statement regarding the sites will be (a) published and (b) consulted upon.
Answer
The Scottish Government is currently reviewing its policy position on Ramsar sites and a revised policy statement will be published before the end of 2024. We will be conducting a targeted consultation on the proposed new policy position in early October to inform decisions about how to proceed.

To ask the Scottish Government, in light of Childhood Cancer Awareness Month, whether it is considering providing (a) further financial support and (b) other resources for research into (i) neuroblastoma and (ii) other cancers that affect children.
Answer
The Scottish Government’s ten year Cancer Strategy published in 2023 sets out the Scottish Government’s approach to improving patient pathways from cancer prevention and diagnosis through to treatment and post-treatment care, and this includes our ambitions for flourishing research and innovation. The Scottish Government is also the only UK-nation to have a dedicated strategy to support children and young people with cancer, delivered through the Managed Service Network for Children and Young People with Cancer. This network will continue to contribute to national and international research projects which aim to maximise cure for those with the highest risk disease and minimise treatment burden for those who are already curable.
The Scottish Government’s Chief Scientist Office (CSO) supports cancer research in Scotland including on cancers affecting children through investments in NHS Research Scotland infrastructure including Cancer and Paediatric Research Networks and in Paediatric and Adult Experimental Cancer Medicine Centres that support the delivery of clinical studies and trials. In addition, CSO supports funding opportunities for cancer research through access to National Institute for Health & Care Research programmes. CSO also recently established a collaboration with the Tessa Jowell Brain Cancer Mission to co-fund a neuro-oncology fellowship in Scotland.

To ask the Scottish Government how much revenue remains from Crown Estate Scotland’s first round of offshore wind leasing, following the announcement by the Cabinet Secretary for Finance and Local Government of plans to withdraw £460 million from this to support the 2024-25 budget.

To ask the Scottish Government what its position is on the Mental Health Tribunal for Scotland having a role in appointing a named person, and whether it plans to make reforms in this area.
Answer
We outlined our plans to reform and modernise mental health legislation in Scotland in our “Mental Health Capacity Reform: Delivery Plan” published in June 2024 (Mental Health and Capacity Reform: delivery plan October 2023 to April 2025 - gov.scot (www.gov.scot)).
The plan lists several actions under the priority of Mental Health Law reform. One of these is that we will consider whether the Mental Health Tribunal should have a role in appointing a named person and in what circumstances that provision might apply. Scoping work for this is well underway but further work is needed to inform that position.

To ask the Scottish Government what engagement it has had with the UK Government regarding its announcement of £22 billion of potential budget reductions and any impact that this will have on Barnett consequential funding.
Answer
The First Minister and I met the Chancellor of the Exchequer on 28 August, following the Chancellor’s statement on 29 July that outlined a £22 billion shortfall in the UK public finances.
I will be having further discussions with the Chief Secretary to the Treasury, along with the devolved finance ministers from Wales and Northern Ireland, at a meeting of the Finance: Interministerial Standing Committee (F:ISC) on 3 October.
Under the Barnett formula, increases or decreases in funding for UK Departments drive the funding available to the Scottish Budget. We expect that consequentials for this financial year will be not be formally confirmed until the completion of the supplementary estimates process in early 2025, with an update expected as part of the UK Budget on 30 October.
