The Scottish Government continues to work closely with all local authorities to help deliver our ambitious climate targets. The establishment of the joint Climate Delivery Framework will enable better alignment of our respective targets and collective decision making, supporting delivery.

The Scottish Government is supporting a number of initiatives in East Dunbartonshire, including long term funding to support the development and delivery of Local Heat and Energy Efficiency Strategies and installation of public EV charging infrastructure and fleet decarbonisation, as well as £745,840 in 2024/25 for the Active Travel Infrastructure Tier 1 Fund.

New statutory guidance to support public bodies, including local authorities, in complying with statutory duties under the Climate Change Act is being developed that is due for publication in 2025.

A Scottish Climate Intelligence Service has been established to help build the capacity of local authorities to reduce area wide emissions.

Local authorities are responsible for service provision at household waste recycling centres, and for any decisions regarding any expansion of reuse options. The Scottish Government has, through the Recycling Improvement Fund, supported projects led by Aberdeen City, Aberdeenshire and Stirling Councils to improve reuse at household waste recycling centres. This includes setup of a reuse shop and enhancing on-site facilities to enable storage of reuse items. In addition, guidance was published by Zero Waste Scotland in June 2024 to help local authorities move to a reuse first approach at Household Waste Recycling Centres. The guidance, Making reuse happen at Household Waste Recycling Centres: Guidance for local authorities, is available on the Zero Waste Scotland website: mf-kq5rq09l-1720088177d (zerowastescotland.org.uk).

The Circular Economy (Scotland) Act 2024 requires Scottish Ministers to prepare a circular economy strategy. In preparing the strategy Scottish Ministers must have regard to the waste hierarchy, including preparing for reuse.

In addition, a new statutory Household Recycling Code of Practice, which will be co-designed with local authorities and other stakeholders, will set out standards expected of, and steps to be taken by, local authorities in carrying out their waste management functions in so far as they relate to the collection and recycling (including preparation for reuse) of household waste. The co-design process may also create an opportunity to agree that information is provided to householders about reuse and repair opportunities in their area. However, the new Code could not prescribe mandatory requirements for reuse or repair services as these do not fall within local authority statutory waste management functions.

The Scottish Government does not hold information on the people admitted to hospital for cold weather related illnesses in each year since 2010.

Hospital admissions data record the diagnostic conditions patients were admitted for using the International Classification of Disease Codes version 10 (ICD-10). Cold weather related illnesses are not a defined list of conditions that can be identified through ICD-10 codes.

Some ICD-10 codes identify specific conditions which may be associated with cold weather, however these do not represent all conditions that could be considered cold weather related admissions.

Official statistics relating to emergency admissions to acute general hospitals in NHSScotland are published by Public Health Scotland annually: Acute hospital activity and NHS beds information (annual) - year ending 31 March 2024 - Acute hospital activity and NHS beds information (annual) - Publications - Public Health Scotland

These statistics will include detailed diagnosis specific information for emergency admissions, the data collection cannot attribute admissions due to prevailing cold weather per se.

Public Health Scotland have provided some limited information regarding those who have had an inpatient hospital admission which includes a diagnosis of ‘exposure to excessive natural cold’.

Table 1 below provides information on the number of hospital admissions within NHS Scotland for people aged 65 and over treated for “natural exposure to cold weather” since 2010. The code ‘exposure to excessive natural cold’ is only captured where this has been clearly stated by a clinician and is likely an underestimation of the number of people admitted to hospital who had been exposed to excessive natural cold.

In November 2023 Scottish Government statisticians identified technical issues with the automatic data processing and updating of some of the data sources on the Energy Statistics Hub. This affected the formatted display of some of the figures and charts on the hub. Work is continuing to resolve the issue and updates are being processed as quickly as possible.

Updates to the underlying data sources and publication of Scotland's quarterly energy statistics are unaffected and there has been no delay in the quarterly publication of any of the Scottish Government’s energy statistics. The next Energy Statistics Quarterly publication is on Thursday 26 September 2024.

The primary aim of the Strategic Approach is to improve support for those with experience of prostitution, from crisis support through to support to exit from prostitution. We remain focussed on progressing this and the strategy’s wider components.

Since publishing the Strategy in February 2024 we have worked across Scottish Government, the wider public and third sectors, to identify opportunities to move forward with its implementation. This includes hosting a workshop earlier this month involving key stakeholders to discuss some of the challenges around capacity and resource in the current fiscal environment.

Over the coming weeks I will be announcing the key next steps we will be taking to progress this work.

COPFS has contracts and service level agreements with universities, local authorities, Scottish Police Authority and the NHS for pathology mortuary and toxicology services across Scotland to allow the discharge of our death investigation duties.

As part of those agreements, pathologists will meet with nearest relatives if they wish to discuss their post mortem examination findings. In our experience, these discussions are of great assistance to families in understanding what happened to their loved ones and pathologists are experienced at providing that information in a respectful and sensitive manner.

We are reviewing those agreements with all service providers and the report’s findings will be taken into account in our discussions.

COPFS ensures that nearest relatives are kept informed of decisions in relation to a post mortem and are offered a copy of the pathologist’s report if they wish.

We have also established a Death Investigation Improvement Board and work is ongoing to improve the quality and level of information provided to nearest relatives in the early stages of the investigation, including what is involved in the post mortem examination process.

Scotland has a current reported potential pipeline of over 40 GW of offshore wind projects. ScotWind reflects very significant market ambition for offshore wind in Scottish waters – around 28 GW across 20 projects.

The Scottish Government engages regularly with the UK Government to discuss the development and implementation of initiatives to support the offshore wind supply chain in Scotland and across the UK.

For example, we have worked closely with the UK Government on its plans to introduce a Sustainable Industry Reward (SIR) into the Contracts for Difference (CfD) scheme. The SIR will help drive investment in the supply chain here in Scotland and across the UK, and into greener supply chains globally.

The supply chain development statement process has been carefully designed and is managed by Crown Estate Scotland to ensure focus is maintained on supply chain capacity and capability to develop and deliver offshore wind projects in Scotland.

Since the ScotWind announcements, Crown Estate Scotland have conducted webinars and engagement with a wide range of stakeholders, including trade unions, to provide information and updates on the supply chain development statement SCDS process.

The Scottish Government also continues to actively engage with the Just Transition Partnership, and individual trade unions, on a range of issues, including in relation to support for the Scottish supply chain and securing a Just Transition for our offshore energy workers.

The Scottish Government is committed to maximising the economic opportunity for the Scottish supply chain from our offshore wind potential, and ensuring a just transition that takes our existing skilled workforce with us.
