The implementation phase of the Nursing and Midwifery Taskforce has now begun, and two Implementation Delivery Groups are being established to oversee swift delivery of all 44 recommended actions. One group, chaired by the Interim Chief Nursing Officer, will meet at the end of February and then recurrently every 6 - 8 weeks. A further Implementation Delivery Group will be chaired by the Cabinet Secretary for Health and Social Care and will meet in Spring and then every six months. These two Groups will ensure that priorities are clearly defined, progress is measurable, and key milestones are met. A detailed work plan and timeline to guide the delivery of the recommended actions will be agreed in Spring.

We review YouthLink Scotland’s No Knives, Better Lives programme regularly to consider how it can continue to help prevent violence and reduce its harm. Part of this work has included the creation of the Quit Fighting for Likes Campaign, developed by the Scottish Violence Reduction Unit, YouthLink Scotland No Knives, Better Lives and Medics Against Violence. Launched on 11 September 2024, the campaign provides a suite of resources aimed at frontline practitioners to help engage young people in conversations to help them understand the impact and harms caused around the filming and sharing of violent incidents.

The campaign, including the accompanying practitioner resources, remain available to access on the websites of the Scottish Violence Reduction Unit and YouthLink Scotland No Knives, Better Lives. It is intended that the campaign will be re-run again after the school summer holidays.

The Scottish Government has not had any recent discussions with South Lanarkshire Council regarding funding for housing support services. As I understand, South Lanarkshire Council have engaged directly with both RSLs to help them prepare for this proposed transition, and their engagement with both RSLs will continue beyond any savings proposals being approved by South Lanarkshire Council. It is for South Lanarkshire Council, along with South Lanarkshire University Health and Social Care Partnership, to determine how much funding is allocated towards housing support services to meet the needs of their residents.

Affordable housing has a clear priority in this year’s Programme for Government. We are investing nearly £600 million in affordable housing in 2024-2025, which includes the additional £40 million capital for acquisitions and voids announced earlier this year. The 2025-2026 draft budget of £768 million is an increase of over £200 million when compared to the current financial year’s original published budget and reinforces our commitment to delivering affordable housing.

In the year to September 2024, Official Statistics: Housing statistics quarterly update: new housebuilding and affordable housing supply - gov.scot show an 8% decline in new build starts through the Affordable Housing Supply Programme (AHSP) and an 8% decline in all starts through the AHSP. We remain focused on delivering 110,000 affordable homes by 2032, with at least 70% of these for social rent and 10% in rural and island areas, including new build, rehabilitation and acquisitions. We continue to work with partners to increase the delivery of more affordable homes, the majority of which will be for social rent, including supporting acquisitions of existing properties. This includes meeting the existing commitment to the targeted use of £80 million for acquisitions and voids over this and next year.

We have also committed £100 million over the longer term to grow institutional investment to at least £500 million and support the construction of around 2,800 mid-market rent homes.

Since 2007, we have supported the delivery of more than 135,000 affordable homes, over 95,000 of which were for social rent, including 26,000 council homes. Of these, between 23 March 2022 and end of September 2024, we have delivered 24,382 affordable homes towards the 110,000 target, of which over 18,000 have been homes for social rent. We continue to work closely with partners to deliver the right homes in the right places.

Housing support is commissioned at a local level by Local Authorities and Health and Social Care Partnerships who are best placed to identify local needs. Any Local Authority who is considering a reduction in funding to housing support services should determine and assess any potential impacts which may result from their decision. South Lanarkshire Council have conducted an Integrated Impact Assessment, which is available at: HTR01 - Financial Savings 2025-26 - Sheltered Housing - Housing Support Funding to Registered Social Landlords Plans and policies - South Lanarkshire Council.

Good progress is being made towards the current target to restore 250,000 hectares of degraded peatlands by 2030, with - 75,000 hectares restored to date.

Recent years have seen strong increases including, in 2023-24, over 10,000 hectares restored in a single year for the first time. We will again restore over 10,000 ha in 2024-25.

Through the Scottish Budget 2025-26 we will invest £35.5 million towards peatland restoration. With this funding the ambition of the Peatland ACTION partnership is to restore at least 14,000 hectares next year.

The funding will also enable the Peatland ACTION partnership to invest in designing a large number of new projects for future years. This will ensure the sustainability of the sector, allowing us to be more responsive to funding and continue to accelerate the programme’s success towards our 2030 target.

The amount of peatland restored through the Peatland ACTION partnership since 2021, broken down by local authority area, can be found in the following table.

Since I was made aware of the allegations in the programme, my officials have been in regular contact with NHS Greater Glasgow and Clyde, asking a series of questions around how complaints and incidents during the time period were handled; how Mental Welfare Commission recommendations were addressed; and how staff are trained and supervised. There were also important questions about leadership and governance.

From NHS Greater Glasgow and Clyde’s response, I am satisfied that appropriate review and assurance processes are in place and that improvements have been made since the events described.

As I set out in my answer to question S6W-34878 on 27 February 2025, NHS Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission will carry out a series of joint visits. I will also be carefully monitoring the outcome of the internal and external reviews that have been commissioned by NHS Greater Glasgow and Clyde and – as the Board would expect – holding them to account. Further to this, on Wednesday 26 February, myself and the Cabinet Secretary for Health and Social Care met with the Chief Executives of NHS Greater Glasgow and Clyde, NHS Lothian and NHS Tayside, where inpatient units are located. They provided me with assurance that the allegations in the programme are being taken very seriously, that internal and external review processes are underway, and that appropriate governance arrangements are in place.

I was first informed about the BBC Disclosure Programme on 24 January 2025.

Since I was made aware of the specific allegations in the programme, my officials have been in regular contact with NHS Greater Glasgow and Clyde to seek assurances about current practice.

On Wednesday 26 February, myself and the Cabinet Secretary for Health and Social Care met with the Chief Executives of NHS Greater Glasgow and Clyde, NHS Lothian and NHS Tayside, where inpatient units are located. They provided me with assurance that the allegations in the programme are being taken very seriously, that internal and external review processes are underway, and that appropriate governance arrangements are in place.

To provide further external assurance, I have asked NHS Healthcare Improvement Scotland (HIS) and the Mental Welfare Commission to carry out a series of joint visits to all three adolescent inpatient units in Scotland, as well as the National Child Inpatient Unit.

HIS and the Commission will use these visits to recommend what is required to ensure the quality and safety of our CAMHS inpatient units in the future.
