The Scottish Government’s approach to dealing with RAAC is to follow the guidance set out by Institute of Structural Engineers.

The Scottish Government funded a survey of all NHS facilities suspected of RAAC and it is known where RAAC is present. These phase 1 surveys did not identify any immediate concerns that have not already been acted on.

We are funding a second more detailed phase of surveys of all sites with RAAC to ensure that the right approach is being taken to dealing with it. As a result of this type of detailed survey, necessary remedial works at Knoll Hospital have been identified and are being actioned – in line with the systematic approach to RAAC discovery and investigation across the NHS.

NHS Borders notified the Scottish Government on 27 January 2025 that there was an evolving situation regarding RAAC at Knoll Community Hospital. When a health facility is assessed as requiring maintenance work this does not automatically mean the facility is not safe, and the specialist Structural Engineers who conducted this survey on behalf of NHS Borders, and who are the survey partner for the NHS RAAC programme, have not reported that Knoll Hospital is unsafe.

Phase 2 surveys will be carried out across all NHS properties known to contain RAAC. Where any previously unidentified issues are found during phase 2 surveys, Health Boards are expected to assess, communicate and action with appropriate pace to ensure safety.

For all instances of RAAC identified as requiring an annual reinspection from the Phase 1, Discovery Survey programme, a programme of annual reinspection is currently underway and due to complete in March 2025.

The Scottish Government values both museums and heritage sites as important assets and recognises the undoubted benefits they bring to communities across Scotland.

We will continue to support Museums Galleries Scotland, the dedicated national development body that supports museums and galleries, and Historic Environment Scotland, our lead public body for the historic environment. Both these organisations deliver direct and indirect support to heritage projects and groups across Scotland by providing expert advice and guidance, as well as through their grant schemes – details of which can be found on their respective websites.

More frequent and meaningful budget engagement with COSLA and Councils was fundamental to informing the record funding settlement made available to Local Government in the Scottish Budget 2025-26. Scottish Ministers remain committed to deepening and broadening that partnership to ensure the sustainability of local services.

The needs-based formula used to distribute the funding available for local government is agreed with COSLA on behalf of all 32 local authorities each year. Scottish Ministers are open to exploring the funding formula through that meaningful engagement but any proposals for a formal review should properly come through COSLA in the first instance.

A scheme was developed in 2017 in conjunction with the Armed Forces in Scotland to enable Members to visit defence bases in Scotland to help Members better understand the range of social and welfare issues relevant to armed forces personnel, and their families, within their community.  These visits are open to all Members and are arranged through the different service secretariats based in Scotland.   

It was agreed that this scheme would be a better fit for the Parliament than the Armed Forces Parliamentary Scheme that operates in the House of Commons and the House of Lords, and there are no plans to review the scheme at this time. 

Since 2017, many Members have taken part in the Armed Forces Visits Programme, visiting defence bases across Scotland.  In 2018 and 2024, the Scottish Parliament hosted a reciprocal inward visit for representatives from the armed services in Scotland, providing them with an opportunity to meet and shadow Members.  There have been a number of outward visits this session and parliamentary officials are currently liaising with the Armed Forces to arrange the next series of outward visits before the end of 2025.

In addition, the Presiding Officer and Clerk/Chief Executive regularly arrange events at the Scottish Parliament for the armed forces to brief Members on current issues and parliamentary officials are currently looking to arrange another event in a few months.

SPS will publish information on the releases under the changes to sentencing for short-term prisoners on their website and SPS has previously published information on releases under the emergency release legislation also on their website.

SPS continue to be as open and transparent as possible, whilst continuing to meet their statutory obligation to ensure that those in their care have their personal information protected; as such SPS cannot publish a breakdown of establishments as some of the data could relate to a small group of individuals, which may lead to their inadvertent identification.

The needs and welfare of all those in our care remains a key priority for SPS as we continue to manage our highly complex population with a person-centred approach.

SPS continually assess risk, including that presented by an increasing population. Establishment specific indicators are analysed and assessed with identified risks mitigated where possible, this includes but is not limited to the utilisation of our existing estate.

The Scottish Prison Service and the Scottish Government are committed to the replacement of HMP Inverness with HMP Highland to create better environments for people to live and work, to aid rehabilitation, reduce the risk of reoffending, and support safer communities.
