The Scottish Government is working at pace to publish an updated Sectoral Marine Plan for Offshore Wind Energy in 2025. We will commence consultation on a draft updated Plan in Spring 2025 and finalise the draft Plan in Autumn 2025 with adoption and publication following as soon as possible thereafter.

As set out in our Draft Just Transition Plan, the Scottish Government is committed to supporting a long term and sustainable future for the Grangemouth industrial cluster.

Alongside the UK Government, we have jointly funded £1.5m to support the development of ‘Project Willow’ which has identified a shortlist of low carbon alternatives which could be deployed in the future at the Refinery site. These alternatives include low carbon hydrogen, eFuels and sustainable aviation fuel.

The work is due to conclude shortly and key outputs and recommendations will be made available via a public communication. As I set out in my reply to S6W-31864 on 10 December 2024, the Scottish Government will provide an update to Parliament on the findings of Project Willow in due course.

All Scottish Government mobile phones are securely wiped and disposed of in line with National Cyber Security Centre guidance when they reach end of life.

The use of corporate mobile phones is covered by our IT Code of Conduct and Mobile Services Employee Agreement.

Transport Scotland invests in a variety of transportation projects and initiatives aimed at improving Scotland's transport infrastructure and promoting sustainable travel. This will include supporting bus services, including investing in zero-emission buses, developing and improving ferry services and investing in active travel infrastructure like cycle paths and footpaths.

The National Transport Strategy, published in February 2020, sets out our long-term vision for a sustainable, inclusive, safe and accessible transport system in Scotland. The vision is underpinned by four interconnected priorities: Reduces Inequalities, Takes Climate Action, Helps Deliver Inclusive Economic Growth and Improves our Health and Wellbeing. In December 2024, we published our fourth Delivery Plan which outlines the actions being taken by the Scottish Government to deliver these priorities, alongside a Monitoring and Evaluation report.

These initiatives will help to improve access to hospitals, health centres, pharmacies and other key health facilities across Scotland, however we do not directly invest in transport infrastructure for patients travelling to medical appointments.

The Scottish Government recognises that more could be done to bring health planning and transport planning together, in order to support this closer working, we published the Transport to Health Delivery Plan on 30 October 2024. This plan includes Commitment 12: ‘Transport Scotland will encourage Regional Transport Partnerships to have appropriate stakeholder groups with a remit on Transport to Health, which includes appropriate representation from local NHS Boards. In reviewing Partnerships’ Regional Transport Strategies, Transport Scotland will seek appropriate consideration of Transport to Health issues in their strategies’.

The expenditure budget allocated for fisheries harbour grants in 2025-2026 has been maintained at £500,000, the apparent reduction relates to the treatment of financial transactions income which will not impact on the funding available to harbours.

It was not possible within the timeframe to produce data for 2021 to 2023. This is because of the way the data was previously processed and would require manual analysis of all reports to distil the correct data. As part of our business improvement strategy in 2024 we developed a new analytical process to improve efficiency by removing manual checks.

In 2024 there were 798 breaches of the catch composition rules. They were all UK vessels, 96% of which were Scottish registered.

This offence is particularly difficult to detect and gather sufficient evidence to prosecute. The Landing Obligation requires all fish which is subject to a Total Allowable Catch (TAC) are landed, this makes it difficult to comply with requirements to catch minimum quantities of target species, especially in mixed fisheries.

Under the Future Catching Policy (FCP), we will take firm measures to increase selectivity by introducing additional technical measures to reduce unwanted catch, working with stakeholders to explore and deliver solutions.
