To ask the Scottish Government what consideration it has given to imposing a grace period in respect of the requirement to complete an approved muirburn training course, in order to avoid minimising or otherwise diluting the importance of practical muirburn training.
Answer
The first year of muirburn licencing will be a transitional year, which will require only online knowledge-based training. This prevents any delays as a result of access to training.
Requiring the knowledge-based online training will help enforce current standards, clarify where it is appropriate burn and how to do so safely. A grace period would mean that muirburn could be carried out in the 2025 season by people with no training whatsoever. The transitional approach we are proposing means that all practitioners must have completed the knowledge-based element and a large proportion will have completed the practical element also. By the 2026 season all practitioners will have to have completed both elements of the training.

To ask the Scottish Government how it is improving knowledge and training regarding gastrointestinal issues for primary care professionals to improve their awareness of asymptomatic, vague, acute or non-colorectal symptoms.
Answer
NHS Education for Scotland provide a range of resources and training programmes for GPs and the current GP curriculum comprehensively covers gastrointestinal issues.
A new primary care cancer education platform – Gateway C – was launched on 30 April 2024 in NHS Scotland, supported by NES. Gateway C provides innovative and tailored information to support earlier cancer diagnosis efforts and enable effective decision-making. This free online platform is accessible to all primary care clinicians including pharmacists, dentists, and optometrists.
We have also funded the Modernising Patient Pathways Programme (MPPP) with a specific workstream continuing to promote improvements in Inflammatory Bowel Disease (IBD) care, which is being taken forward through the MPPP’s National Gastroenterology Speciality Delivery Group (SDG). They have developed a national IBD pathway for NHS Scotland which was published in January 2025: inflammatory-bowel-disease-ibd-pathway.pdf. The Gastroenterology SDG is also developing a lower gastrointestinal pathway which will provide primary care guidance about testing and diagnosis for people with IBD and Coeliac Disease in Scotland.
The Scottish Referral Guidelines (SRG) for Suspected Cancer have also been developed to support primary care clinicians to identify those with symptoms suspicious of cancer and identify those who require urgent assessment by a specialist. A clinical refresh of these guidance is underway to help ensure the right person is on the right pathway at the right time and includes updated guidance for colorectal and Upper GI cancers.

To ask the Scottish Government whether (a) it has and (b) any of its agencies have consulted muirburn training providers about NatureScot’s reported plans to remove the requirement for the completion of practical muirburn training from the approved training course for muirburn in (i) 2025-26 and (ii) future years.
Answer
NatureScot has discussed training and the challenges of ensuring that all those who need to be trained can undertake training ahead of the next muirburn season with the Muirburn Code Working Group. The Group, which is made up wide-range of relevant stakeholders, also includes training providers.
For the first year of muirburn licences, only the online knowledge-based training will be required. The intention is that practical elements will be required before a licence is issued in future years. We will continue to engage with stakeholders as this develops.

To ask the Scottish Government when it first began including assumed council tax revenues in its calculation of average per person funding for local authorities as part of the policy, as stated in the Scottish Public Finance Manual, that each local authority receives at least 85% of the Scottish average revenue funding per head.
Answer
Assumed council tax revenues are a key element of the needs-based distribution formula that is discussed and agreed with COSLA on behalf of all 32 local authorities each year.
An Assumed Council Tax of £911 at Band D has been included in the calculation of the 85% funding floor since the 85% Floor was introduced in the 2012-13 Settlement (see Annex I of Local Government Finance Circular 11/2011).
Local Government Finance officials would be happy to meet with you to discuss the assumed council tax calculation in more detail, if required.

To ask the Scottish Government what assessment it has made of the impact of unaddressed adult hearing loss on (a) keeping people in work, (b) health and social care services and (c) the economy.
Answer
About 1 million people in Scotland live with hearing loss and an estimated 70% are over 70 years old. Unaddressed hearing loss can cause distress due to cognitive decline and reduced social interaction, communication and education. Hearing loss is often accompanied by tinnitus, vertigo and balance problems and can be a contributing factor in dementia. Deaf people and people with hearing loss are less likely to be employed and have a lower household income than people with normal hearing. Hearing loss may also be a contributing factor to early retirement and could cost the UK economy £38.6 billion by 2031 (NHSE, 2017).

To ask the Scottish Government whether it plans to introduce a unified statutory
framework regulating the use of restraint and seclusion on children across all
state care and education settings, as set out in the letter from the Children
and Young People’s Commissioner on 14 February 2025.
Answer
The Scottish Government is committed to reducing the need to practice restraint and seclusion. Across all settings we are clear that the use of restraint should only be used as a last resort in exceptional circumstances when it is the only practicable means of securing the welfare or safety of the child or another person.
A statutory framework covering all settings, including secure and residential care, health services and education settings would not be the most effective way of achieving a reduction of restraint and restrictive practice. Any scaffolding and support for children and young people in relation to restraint and seclusion, is best considered and addressed by each area independently to ensure that any support, training, guidance and reporting meets their needs in those particular settings.
The Scottish Government is committed to working with key partners, including the Children and Young People’s Commissioner and the Scottish Physical Restraint Action Group, to continue to reduce the use of restrictive practices through embedding transformational practice change and supporting developments in trauma responsive care.

To ask the Scottish Government, in relation to the Rent Adjudication (Temporary Modifications) (Scotland) Regulations 2024 and the Housing (Scotland) Bill, whether it has considered any impact of tenants potentially being left without any protections between the expiration of rent adjudication on 31 March 2025 and the proposed introduction of rent control areas.
Answer
The temporary modifications were introduced as part of the Cost of Living (Tenant Protection) (Scotland) Act 2022 to support a cost-of-living crisis. The Housing (Scotland) Bill will seek to introduce permanent rent control legislation.
From 1 April 2025, existing requirements under the Private Housing (Tenancies)(Scotland) Act 2016 will continue to provide protection from above market rent increases. We are taking steps through a further wave of our Renters Rights Campaign to ensure tenants are made aware of their rights to seek a independent review of a proposed rent increase.
