The Scottish Government is committed to working with partners to continue to grow the community and local energy sector and ensure the delivery of renewable energy comes with benefits for people in Scotland.

On 17 October the Scottish Government signed a Joint Vision Statement with the UK Government which set out a commitment to work together to explore opportunities for GB Energy to support community and local energy in Scotland. This includes considering the role of the Scottish Government’s Community and Renewable Energy Scheme (CARES).

In line with this Vision Statement, the Scottish Government continues to work with the UK Government to explore opportunities, including for local authorities in Scotland, offered by the Local Power Plan. The Scottish Government looks forward to working with local authorities to ensure that opportunities arising from the Local Power Plan are maximised for local communities.

The Scottish Government is committed to ensuring that all people in Scotland living with Inflammatory bowel diseases (IBD), including Crohn's disease and ulcerative colitis, are able to access the best possible care and support, and benefit from healthcare services that are safe, effective and put people at the centre of their care.

Significant additional activity is already underway following the allocation of £30 million funding to target reductions to the national backlogs that built up throughout the pandemic. This includes over 40,000 extra diagnostic procedures.

Our Endoscopy and Urology Diagnostic Recovery and Renewal Plan has so far delivered four mobile endoscopy units across Scotland, providing 5-6 additional endoscopy rooms, and a Dyce facility to provide additional endoscopy procedures for NHS Grampian. Additionally, the national endoscopy surveillance framework, introduced in February 2022, has been implemented in all Health Boards.

We have also funded the Modernising Patient Pathways Programme (MPPP) with a specific workstream continuing to promote improvements in IBD care which is being taken forward through the MPPPs National Gastroenterology Speciality Delivery Group (SDG). They have developed a national IBD pathway for NHS Scotland which is due to be published imminently.

In addition, the Gastroenterology SDG is developing a lower gastrointestinal pathway which will provide primary care guidance about testing and diagnosis for people with IBD and Coeliac Disease in Scotland.

The Scottish Government, along with the other UK nations, relies on advice about screening programmes from the UK National Screening Committee (UK NSC), an independent expert advisory group.

Population screening for prostate cancer was last reviewed by the UK NSC in November 2020 when they concluded that the benefits of screening did not outweigh the potential risk of harm. As you may be aware, I have recently written to the UK NSC to ask them to review this matter again. The UK NSC chairman, Sir Mike Richards, has responded with assurance that this issue is a high priority for the Committee.

I am also encouraged that a large-scale study (TRANSFORM) has been launched to provide valuable evidence, looking at potential innovative screening methods and recruiting hundreds of thousands of men for the research. The UK NSC have committed to assessing evidence as it is published throughout the trial, and this will inform any future recommendation.

Should a recommendation be made to introduce prostate screening, the organisations that oversee screening will advise Scottish Ministers on how to take that recommendation forward.

In the meantime, men and those with a prostate who are concerned they have possible symptoms should speak to their GP. There is a list of symptoms available on the NHS website: Prostate cancer - NHS (www.nhs.uk).

Men aged 50 or over can also discuss taking a PSA test with their GP, even if they do not have symptoms.

As set out in our Green Industrial Strategy, the Scottish Government is working with partners across the energy sector to plan for a multi-skilled workforce.

This approach includes enabling skilled offshore oil and gas workers to carry their experience and expertise into different roles, including renewables, as the energy transition progresses. We are also committed to the development of Scotland’s CCUS and Hydrogen sectors, which will protect jobs and utilise existing skills within the workforce as well as developing new opportunities.

Funding from the Just Transition Fund has already been allocated to support industry-led development of an Offshore Energy Skills Passport; to create an advanced manufacturing skills hub in Aberdeen and a pilot scheme with the National Energy Skills Accelerator to determine the skills required for an energy transition.

In addition, the Scottish Offshore Wind Energy Council is currently taking forward crucial work to map the future skills need for offshore wind development, which will help both industry and the public sector to identify and address future skills and workforce gaps.

Yes, Scottish Government is compliant with all procurement regulations.

The electricity framework was advertised openly and fairly in Public Contracts Scotland and therefore the competition was open to all suppliers. It is up to each individual bidder to determine if they meet the requirements of the framework, and if they wish to put forward a bid. At the last procurement opportunity no bids were received from community energy providers.

A decision on exercising the first extension is still to be made, once this decision has been reached then the supplier will be informed.

The Scottish Government shares concerns about the rise in popularity of high puff-count vapes, their accessibility to young people and the associated health risks they pose. The Environmental Protection (Single-use Vapes) (Scotland) Regulations 2024 set out that in order for a vape to be considered reusable, it must be both refillable and rechargeable. By refillable, this means that the vape must contain a single-use container which is separately available for purchase by an individual user and can be replaced by the user in the normal course of use, or a container that can be refilled by the user in the normal course of use. By rechargeable, it means that the vape must have both a battery that can be recharged, and a coil which is separately available for purchase by an individual user and can be replaced by the user within the normal course of use.

We share concerns regarding the growing market share of high puff-count vapes, however the definition of single-use within the Regulations sets out that a vape must be refillable and rechargeable. In addition to a rechargeable battery, it must have a replaceable coil in order to be considered rechargeable and a refillable or replaceable container to be refillable. It is otherwise single-use and its sale and supply will be banned in Scotland when the ban comes into force next year. We have worked closely with Trading Standards to ensure that there are no loopholes in the definition of a single-use vape in the Regulations that manufacturers can exploit. We will continue to work with Trading Standards to monitor developments in vape design to ensure that the ban is fit for purpose and properly enforced.

The Scottish Government has no plans to undertake a national hedgehog census in Scotland.

Hedgehogs are protected in Scotland under the Wildlife and Countryside (Scotland) Act 1981. Alongside this legal protection, steps are being taken to halt the decline of hedgehogs in our towns and cities including the promotion of green space and green networks.

It is important to recognise that hedgehogs exist in some parts of Scotland where they are a non-native species. In those areas, such as South Uist, work is being done to manage the population through methods such as trapping and translocation.
