To ask the Scottish Government how each of the responders to the Public Contracts Scotland notice for expressions of interest in tendering for the construction of the two new freight flex vessels to serve the Aberdeen-Kirkwall/Lerwick route became aware of the notice.
Answer
The Single Procurement Document was published on the Public Contracts Scotland platform which is designed to facilitate the procurement process for public sector procurement contracts in Scotland for both domestic and international suppliers. The Portal provides access to contract opportunities, guidance for suppliers and information on the procurement process.
A Transport Scotland press release was issued on 04 June 2025 to note the start of the procurement process. NIFS Freight Flex Project updates and information on the procurement process and timelines are also available on the CMAL website.

To ask the Scottish Government, in accordance with section 61 of the Housing (Scotland) Act 2025, when it plans to take forward regulations to change the economic index for the uprating of mobile home pitch fees.
Answer
Provisions for changing the basis for uprating mobile home pitch fees, from the Retail Prices Index to the Consumer Prices Index, were included at section 61 of the Housing (Scotland) Act 2025 (the Act), which received Royal Assent on 6 November 2025. We are now working on the secondary legislation required to commence provisions within the Act and will provide updates on the Scottish Government website (https://consult.gov.scot/local-government-and-communities/change-to-basis-of-pitch-uprating-consultation/) as we progress to implement the mobile home pitch fee provisions.

To ask the Scottish Government for what reason there been no progress on the "in principle" agreement on role expansion for firefighters reached in 2022 between the Fire Brigades Union (FBU) and the Scottish Fire and Rescue Service (SFRS).
Answer
The substantial additional cost in terms of a significant uplift on salary for all firefighters in Scotland has been unaffordable over the last 2 financial years due to the difficult decisions needed on the allocation of resources within the Justice portfolio budget.

The Scottish Government has carried out analysis of the potential costs and economic benefits of a potential role expansion for firefighters. Analysis of the potentially expanded role for firefighters could deliver net economic benefits but these would be unlikely to deliver cashable savings in the delivery of public services.

To ask the Scottish Government, regarding the additional £500,000 allocated to enhance the support available to children and families as referenced on 1 October 2025 by the Minister for Social Care and Mental Wellbeing, whether it will provide information on how the money has been allocated and spent in the (a) financial year 2024-25 and (b) current financial year to date.
Answer
The additional funding of £500,000 is allocated in the current financial year, 2025-26 across a range of projects aimed at improving access to neurodevelopmental support for children, young people and their families. Further details about the projects receiving funding will be published on the Scottish Government website in due course.

To ask the Scottish Government, further to the answer to question S6W-41710 by Gillian Martin on 18 November 2025, what work was undertaken in relation to the reported action point recorded in the note of the meeting between the Minister for Climate Action and HadFab Limited on 22 May 2024 that “SG officials [were] to explore the idea of a ‘Heroes of Net Zero’ campaign highlighting the diverse range of green jobs contributing to net zero”, including (a) which officials and directorates were tasked with this work, (b) what advice was subsequently provided to ministers, (c) what consideration was given to the objectives, target audiences, delivery timeline, key milestones and forecast or actual costs of such a campaign and (d) what the reasons are for the statement in the answer to question S6W-41710 that the Scottish Government “has not proposed a ‘Heroes of Net Zero’ campaign, has not done so in the past and is not aware of any proposals to do so in the future”.
Answer
The Heroes of Net Zero campaign was raised to me in a meeting in 2024.
Ideas for future communications campaigns are discussed with teams involved in Let’s Do Net Zero. The suggestion has not been taken forward this year.
